REPORT OF CHAIRMAN
Paper S.75-112 - Appointment Procedures for Deans
Moved by B. Wilson, seconded by R. Bown,
"That Senate approve the procedures set out
in Section 4 of Paper S.75-31 as interim
operating procedures for recommendation and
selection of Deans pending approval of new
procedures for the recommendation and selec-
tion of candidates for senior academic
administrative appointments within the
University, by the Board of Governors and
Senate.
4. Deans: In the case of a search for a Dean
the Vice-President, Academic shall chair the
Committee which shall include all Deans, five
Faculty members and two students (see Paper
S.358 as approved by the Board of Governors in
December 1970). The recommendations of the
Committee shall be forwarded to the President
who shall recommend to the Board."
B. Wilson stated that the proposal would facilitate the interim
.
procedure for the immediate establishment of search committees, and
that the
six
Deans, including the incumbent, unless himself a candi-
date, would hold membership on the committee. K. Rieckhoff suggested..

that when the search involves the position of Dean of Graduate Studies
a predominant fraction of faculty members on the search committee should
be members of the Senate Graduate Studies Committee. B. Wilson was
supported by J. Wheatley when he responded that the faculty should be
free to choose the representatives without undue restriction.
An amendment was moved by J. Wheatley, seconded by T. Sterling, to
add for the faculty members when considering the search for Dean of
Graduate Studies, "with at least one from each Faculty." This isinter-
preted as adding a paragraph as follows:
"In the case of a search for a Dean of
Graduate Studies, the Vice-President,
Academic shall chair the Committee which
will include all Deans, five faculty
members, with at least one from each
faculty, and two students (see Paper S.358
as approved by the Board of Governors in
December 1970). The recommendation of the
Committee shall be forwarded to the President
who shall recommend to the Board."

The following explanatory note was included: The intent is that as
an interim procedure the conditions of Paper S.380 - which is S.358 as
modified by

all Deans. As in 5.380, of the five faculty members at least two shall
be at the rank of Associate Professor or above.

Professors Bouton and Kim were invited to repond to questions
raised. It was ascertained that most Chinese students speak Cantonese
and the course proposals covered Mandarin to provide instruction in
writing and speaking the language.
Following extensive discussion, question was. called, and a vote
taken.

Moved by B. Wilson, seconded by F. Cunningham,
"That Senate approve, and recommend approval to
the Board of Governors, the new courser proposal

R. Brown noted that arrangements had been made with the Vancouver
Opera Association to offer the course downtown so that the library is
not a major factor; that it is a general elective; and a proposal will
be brought forward within the next few months for a more comprehensive
fine arts vehicle.

R. Brown Introduced representatives from the Department, Professors
Smythe, Mallinson and Wilden, who were invited to be seated. Dean Brown
stated that the documentation should be viewed as dynamic and the revisions
reflected input from new faculty in the Department.
A. Curzon enquired about the result of 'consultation with other facul-
ties and was advised that written submissions from the Faculties of Arts
and Education indicated that their reviews of the proposal revealed no
conflict of interest or course overlap, but no submissionhad yet been
received from the Faculty of Science. S. Aronoff countered that his
Faculty had not yet had an opportunity to consider the matter.
Moved by W. Williams, seconded by J. Walkley,
"That discussion of Paper S.75-102 be postponed
until the, September meeting of Senate."
R. Brown stated that the motion to postpone is debatable as to
propriety, but the proposal had been sent to the three faculties on May
- 22 which should allow sufficient time for at least one meeting to deal
with any portion of the document deemed to. be contentious. S. Aronoff
• responded that the proposal had not been considered by SCUS until JUne

that if inadequate consultation had taken place Senate should not be
asked to give its approval to the submission. D. Smythé advised that the

Department had planned to implement the revised curriculum and the
proposed streams would be set back considerably if the matter was
postponed, and T. Mallinson added that most of the material had been
discussed with members of other departments.
Question was called on the motion to postpone, and'a vote taken.

A. Wilden .
responded to S. AronoU's concerns regarding the lack
of prerequisites outside the Department in connection with c2INS 404 -
Ecosystems, which he explained was a tran.sdisciplinary course which
did not invade any other discipline and that the necessary background
was high school preparation and prerequisites of the University. R.
Brown pointed out that In the Departmental program the requisites to
accompany a major are 12 hours in each of the natural sciences, the
social sciences and the humanities.
The resource people responded to other questions regarding the
content of individual courses in the proposal.

The Director of Admissions, A. C. McMillan, informed the assembly
that files were being reviewed and it was estimated that approximately
one hundred students since the inception of the University could be
eligible for consideration.

presently operational for BCIT except that credit
will be assessed on an individual basis."

"That Senate approve the proposal for a new
Course Audit policy and regulations', as set
forth in S.75-104, as follows:.
A student who has received written permission
of the instructor may, following completion of

appropriate registration procedures, attend .a
specific course as an auditor. A student who
has been given permission to audit a course
will not write the final examination nor be
given credit for the course. '.During the normal
course change period, a student may change audit
registration from one course to another or from
regular enrolment to course audit. However,
only those students

admission (i.e. working towards a degree) may
change registration from audit to regular enrol-

J Blaney expressed the opinion that the proposal was adminis-
tratively complex andunnecessarily restrictive. It was generally
agreed that the motion was not entirely clear'.

available for course challenge for students with
a minimum of one year's approved, teaching experi-
ence at a level corresponding to grades taught in
the
B.C.
public school system, and subject to the
following:
1.
Applications for course challenge will be
considered according to the generally estab-
lished requirements and procedures;
2.
Students will be allowed to register in course

challenge for Education 405 only while regis-
tered in EDUC 401/402;
3.
Course challenge credit for EDUC 405 will not
be granted until successful'conipletion of
'EDUC 401/402;
4.
The maximum amount of credit:

allowable through
a combination of course challenge and-transfer-
credit for those who are successful in challen-
ging EDUC 405 shall be 75 hours rather than the

quirements for reference letters and other Items outlined in the
support papers and requested that these be noted in the minutes.

as set forth in 5.75-106, for selected
:students in academic difficulty."
L. Wilson joined the assembly to repond to questions.
She explained
that all the services, on campus would be utilized to assist students who
for personal., emotional or academic, rather than financial, reasons were
withdrawing, and that it was a pilot project limited to a one semester
trial period.
Experience
may lead to a further request to,Senate.
In

query the Registrar indicated he did not believe the students
could be considered "full time" for FTE and similar purposes.

R. Brown introduced N. Benston and A. Lebowitz, members of the
drafting committee, who were seated to respond to queries The Dean
of Interdisciplinary Studies remarked that the proposal had been pre-
pared on behalf of the Women's Caucus, and it was deemed to be a
ground breaking program in the sense that there are few proposals of
its scope in Canada.
In response
to
aquestion raised by S. Aronoff, the Chairman
stated that the proposal would be referred to the Universities Council
for information inasmuch as new courses on a fairly substantial scale
were involved.
•T. Finlãyson expressed her disagreement with some aspects of the
rationale but supported the proposal, although she was not convinced
that the suggested program would help women help themselves. A.
Lebowitz commented that the proposal was a core program with the basic
minimum necessary to mount the initial stage of the program, but in-
depth courses will be developed with other departments. 'It' was noted
that the involved faculty were joint appointments and One full time
faculty,member but to implement the total program additional resources
would be required. K. Rieckhoff spoke at length in opposition to the
proposal.

discussion was irrelevant.

i) Paper S.75-l].l - Ph.D. Program in Kinesiology (K. E. Rieckhoff)
for Discussion
Moved by K. Rieckhoff,. seconded by J. Catalano,
"Full implementation of the recently approved
Ph.D.-Program in Kinesiologyis to be delayed
until September 1, 1976. Students who have
already gone through the full admissions process
(i.e. have already been notified by the Registrar
of their admission) are exempt from this regula-
tion and may register prior to September 1976.
Any further notices for admission of Ph.D..
students shall apply only to entry for Fall
:
semester 1976 or later."
K. R.ieckhoff expressed his concerns relating to the numerical
strength of the faculty in the Department of Kinesiology qualified to
supervise the Ph.D. program. T. Calvert responded that attempts were
in progress to seek highly competent faculty, but with, two visiting
appointments, there would be ten faculty in the Fall semester, eight
of whom are qualified to supervise the Ph.D. Program. He also noted
that at that time not more than two candidates would be enrolled.
Senators Wheatley, Wilson and Brown spoke in opposition to the
motion. J. Wheatley informed members that the Executive Committee
of the Senate Graduate Studies Committee opposed the motion.

The Chairman informed the assembly that unless something urgent
was submitted for Senate's attention the August meeting would be
cancelled, and the next meeting of Senate is scheduled for Monday,
