    The members of the newly constituted Senate introduced themselves
    and were welcomed by the Chairman.
    1. APPROVAL OF AGENDA
    D. Birch gave Notice of Motion relating to suspension of election
    rules to permit early procedures for establishing a Search Committee for
    a Dean for the Faculty of Education and, as there was no objection, it
    was agreed to place the item on the agenda under Section 8. i). The
    agenda was then approved as appended.

    The minutes of the Open Session of May 5, 1975 were approved as
    circulated.

    "That, pursuant to the provisions of Section 35(1)
    of the Universities Act, the Associate Vice-President,

    ship adding two to the Faculty members to be elected
    under Section 35(g), and one to the student members
    to be elected under Section 35(h)."

    The Chairman invited D. Ryeburn, from the Department of Mathematics,
    to join the assembly and respond to any queries.
    J. Walkley and W. Williams enquired about the rationale for the
    proposal, and it was explained that a number of students prefer to do
    more work in the arts than sciences and that mathematics is not
    historically bound to a particular faculty.

    Calvert asked what constituted a survey course, and A. Krebs said
    that the course proposals for the 300 level courses were an introduction
    to emphasizing the evaluation of particular areas and a critical look at
    the procedures. He agreed to removing the reference to survey in the
    titles of PSYC 306-3, 371-3 and 372-3, which would then be identified as
    PSYC 306-3 - Psychological Assessment Procedures

    PSYC 372-3 - Methods of Therapeutic Interaction II

    Schiffer questioned offering courses bordering on professional

    practice in psychology without exposure to therapy, and A. Krebs responded
    that the practices involved do not require expertise; that the focus was
    evaluation of techniques.

    the purpose of offering the courses and it was important that approval
    be given for early scheduling.

    proposed new courses in Archaeology be approved:

    ii) ARC. 411-5 - Archaeological Dating."
    In response to questions raised, R. Carlson advised that upper
    division courses in Archaeology are preponderantly five credit courses;
    that Archaeometry is the application of physical science techniques;
    that PHYS 281 is a prerequisite to the proposed courses which would be
    built onto the Physics offering, but there was no immediate plan to
    design archaeology with more science.

    Paper S.75-93 - Correspondence Courses
    Moved by J. Blaney, seconded by L. Latham,
    "That Senate approve, and recommend approval
    to the Board of Governors, as set forth in
    S.75-93, the recommendations of the Senate
    Committee on Continuing Studies concerning
    the-development of correspondence courses."
    J. Blaney commented that the Senate Committee on Continuing
    Studies felt correspondence courses play an important role in making
    degree completion more accessible particularly for people disadvantaged
    by distance. Questions were raised concerning the effectiveness and
    quality of a degree program by correspondence; the number of courses an
    individual would expect to complete off campus; the costs involved.
    Moved by I. Mugridge, seconded by B. Pate,
    "That the proposal be referred back to the
    Senate Committee on Continuing Studies for
    further documentation."

    I. Mugridge stated that Senate had not been provided with sufficient
    information on which to act, and A. Kazepides added that questions could
    have been answered by a comprehensive proposal. B. Pate suggested the
    main concern was focussed on the stipulation that current university
    regulations and policies concerning credit courses should apply equally
    to correspondence courses, and that the Committee might wish to either
    produce the evidence of the instruction or specify how an experimental
    program will be controlled.

    iv) Senate Committee on Alternative Academic Philosophies and Academic
    Objectives for Simon Fraser University
    Moved by R. Brown, seconded by J. Walkley,

    be one-half hour which, by majority vote,
    may be extended for a further period of up
    to one-half hour."

    R. Brown asked that J. Chase be seated to respond to any aspects
    of the Committee's deliberations, and Dr. Chase joined the assembly.
    J. Walkley gave a summary of the Committee's activities over the
    past sixteen months, primarily for background information for new
    Senators.
    P. Doherty supported retaining the HOnors program but suggested the
    Committee should be more concerned with the ratio between undergraduate
    and graduate students rather than specific numbers. He also supported
    the notion of establishing a further committee to examine and report on
    the recommendations of the ad hoc committee. K. Rieckhoff expanded on
    arguments for encouraging development of knowledge beyond a narrow base.
    J. Walkley stated his preference would be that the first 60 hours entail
    much broader education through a coherently aligned liberal arts program.
    E. McWhinney favored emphasis in the area of interdisciplinary studies
    and consideration of the role of the university in the community.
    Moved by S. Smith, seconded by K. Rieckhoff,
    "That the Report be tabled."
    S. Smith noted that the intention was to give the various aspects of
    the report further consideration as developments occur, and it was noted
    that one month's notice would be required to remove the item from the
    table. The Chairman suggested that the Dean of Arts might look into the

    possibility of a proposal for an experimental program in the liberal arts.

    "That Senate suspend its election rules to
    permit the shortening of procedures for the
    nomination and election of a Search Committee
    for a Dean for the Faculty of Education to
    one week for nominations and one week for
    election."
    D. Birch confirmed that the majority of the electorate were on

    campus and the balance were reachable within the reduced time limit.

    Moved by D. Birch, seconded by I. Mugridge,
    "That Senate establish the rules, as set forth
    in S.75-74, relating to the operation of
    Senate Committees."
    D. Birch stated that the motion was the result of a recent issue
    relating to the desirability of opening meetings of Senate Committees
    on the basic principle that the business of an institution is open to
    the community. He felt an approximation of Senate rules would establish
    the necessary regulations. E. McWhinney commented that within the general
    principle the rule of reason would govern.
