The minutes of the Open Session of March 3, 1975 were approved as
distributed.

BUSINESS ARISING FROM THE MINUTES
On behalf of absent Senator Sadleir, J. Ellis noted the March minutes:
did not include reference to a question addressed to the Chairperson by
R.M.F.S. Sadleir during discussion of the annual report of the Senate
Committee on Scholarships, Awards and Bursaries. R. Sadleir had requested1
information as to the amount of increase of private monies that are being
disbursed and the changes that have occurred over the past five years.
J. D'Auria reported that, in accordance with the motion passed at the
March meeting of Senate with reference to the Senate Committee on Scholar-
ships, Awards and Bursaries, a meeting has been held with the President
and a report is in the process of being prepared for the May meeting of
Senate.

1) Paper S.75-53 - Universities Act - Section I - Interpretation
Moved by J. D'Auria, seconded by E. Burkle,
"That Senate approve under Section I - Interpretation
of the Universities Act pertaining to 'faculty member'
that for the purposes of nominations, elections and
voting the following positions be designated by Senate
as equivalent positions:

1) Senate Nominating Committee
a) Paper S.75-54 - Election to Senate Committee on Scholarships,
Awards and Bursaries
The Secretary announced that since Paper S.75-54 had been distributed
T. D. Sterling had withdrawn his name from the slate of candidates for
election to the Senate Committee on Scholarships, Awards and Bursaries to
represent the Faculty of Interdisciplinary Studies. E. W. Banister was
therefore elected by acclamation for term of office from date of election
to September 30, 1975.
ii) Senate Committee on Undergraduate Studies
a) Paper S.75-55 - Report on Grading and Related Questions

a) Paper S.75-57 - Faculty of Education - Proposal for a Special
Community-based Native Indian Teacher Education Program
Moved by D. Birch, seconded by E. Burkle,

the Board of Governors, as set forth in S.75-57,
a special Community-based Native Indian Teacher
Education Program, and that the necessary steps
be taken to mount such a program initially in
Mount Currie by September 1975."

Professor June Wyatt was invited to join the assembly to respond
to any questions raised.

L. Hindle expressed concern regarding the interest of Simon
Fraser University in competing with the programs already offered by
the University of Victoria and the University of British Columbia
at Terrace, Williams Lake, Kamloops and North Vancouver.
Amendment was moved by L. Hindle, seconded by K. Rieckhoff,
"That the program be confined to the Mount
Currie reservation until proven."
J.
Wyatt responded, stating that the program had been developed
in direct response to the Mount Currie community and the details had
been worked out with the school board in that area. She stated that
if other communities expressed a desire to participate in such a
program consideration could be given to the matter of particular needs
for particular areas. She questioned the logic of the proposed res-
triction. D. Birch supported the contention that the program had
emerged from an involvement in the Mount Currie community and there
had been a long process of moving the proposal through various commit-
tees to the Senate level. He objected to any future development of
the Native Indian Teacher Education Programfor other communities being
subjected to cimilar committee processes.
K.
Rieckhoff suggested that a pilot program should be gauged for
effectiveness by Senate and similar programs in the future would not
require other than Senate sanction for further application of the
program. The Chairman confirmed that Senate has the power to affirm
that only Senate approval,without the full committee processes, will
be necessary for extension of the program when proven to other areas.

even though they may not meet normal admission
requirements.

That the Faculty of Education be permitted to
admit students to the Professional Development
Program with fewer than 60 semester hours credit.
3.
That the Dean of Education be authorized to
grant credit for Education 401 on the basis

of
pertinent documented experience related to the
program."
It is noted that reference to Admission and Credit in the above
pertain to the special Community-based Native Indian Teacher Education
Program.

a) Paper S.75-58 - Transfer Credit for Community Care Facilities
Licensing Board Courses

"That Senate approve, as set forth in S.75-58,
the granting of 18 semester hours of transfer
credit (to be credited as Education 401/402 and
three '
unassigned credits in Education) to those
who have completed the ten course program and
received a licence from the Community Care
Facilities Licensing Board, subject to each of
the following:

v) Academic Planning Committee
a) Paper S.75-59 - Proposed Ph.D. Program in Kinesioloy
Moved by R. Brown, seconded by A. Hollibaugh,
"That Senate approve and recommend approval to
the Board, as set forth in S.75-59, the proposed
Ph.D. Program in Kinesiology, including the
regulations for the degree and the proposed new
course, KINES 899 - Ph.D. Dissertation."
An amendment was moved by E. Burkle, seconded by K. Rieckhoff,
"That enrolment of more than eight students
would require Senate conideration."
Considerable discussion ensued on the effect of such. a restriction,
with attention being drawn to the critical assessment of the proposed
program by the Dean of the Faculty of Human Kinetics and Leisure Studies
at the University of Waterloo. T. Calvert, who had been invited to
speak to the proposal, gave assurance that the program would be adequately
policed by the Department and could be handled by senior supervisors
assigned to no more than three graduate students. He expressed concern
that the suggested amendment would restrict the Department from accepting
new students at the point in time when current graduates are in the
process of finalizing requirements for the degree.
J. Ellis stated that he.was opposed to the amendment but in favor

of restriction, and stated that he was giving notice of motion that
instructions be given to the Dean of Graduate Studies to take poteo

ratio that is in a policy statment of the Department. so
the concerns of
Senate could be taken into account.

Moved by J. Ellis, seconded by K. Rieckhoff,
"That Senate direct the attention of the Dean
of Graduate Studies to the internal regulations
of the Kinesiology Department, which are that
no faculty member shall at one time be senior
supervisor to more than three graduate students."
Question was called, and a vote taken.

Moved by R. Brown, seconded by A. Hollibaugh,
"That the Program be introduced commencing
September 1975."

L. Funt commented that if Senate is to be an academic body con-
cerned with the standards of the University it should be concerned with
the reputation of the University which he said would not be enhanced by
ignoring the recommendations of external assessors. E. Swangard asked
that the debate be ruled out of order. The Chairman ruled that the
remarks were germane to the specific motion on the floor and his ruling
was challenged. A vote of the assembly upheld the Chair.
L. Funt referred to the summary statement of the reviewer from the
University of Toronto who had recommended delay of two years to permit
clarification of the pattern of research support along with prospects
for the provision of additional physical facilities. E. Banister
countered that the direct reference was to traditional kinesiology and
showed lack of appreciation for the program. The Chairman ruled that
the motion on the floor was not relevant as the Board of Governors has
the authority for implementation of the recommendations of Senate. P.
Doherty challenged the ruling. A vote of the membership upheld the
ruling of the Chair.
K. Rieckhoff asked if the implication of the ruling was that Senate
had waived all rights to express recommendations on implementation dates
of the programs it approves as academically viable. The Chairman stated
that Senate has the right at any time to challenge the ruling, and K.
Rieckhoff asked that the response be recorded in the minutes.

Following further discussion a substitute motion was moved by
R. Brown, seconded by A. Hollibaugh, and accepted by the Chair,
"That Senate recommend to the Board that the
Program be introduced commencing on or about
1975."
Question was called on the substitute motion, and a vote taken.

8. NOTICES OF MOTION
i) Paper S.75-60 - University Support to Men's and Women's Athletics
(D. R. Birch)
Moved by D. Birch, seconded by A. MacPherson,
"That the Chairman of Senate request the Vice-
President, Administration, to prepare a report
to be presented to Senate no later than Septem-
ber 1975 to contain at least the following
elements:
1. A detailed statement of S.F.U. expenditures
on Athletics for men and women respectively
(including athletic awards) for the past
three fiscal years (1972-3, 1973-4, 1974-5).
2.
A detailed projection of S.F.U. expenditures
on Athletics and Recreation for men and
women respectively (including athletic awards)
for the 1975-6, 1976-7 and 1977-8 fiscal years."

D. Birch stated that he had deleted the third item from Paper
S.75-60 to eliminate misunderstanding which could jeopardize the main
aspects of his motion. J. Ellis suggested that the first and second
items were not matters for Senate debate. After due consideration the
Chairman ruled that it was not in order to discuss the content of the
motion. E. Burkle drew attention to Part VII, Section 37, Item (e) of
the Universities Act which gives Senate power to establish a standing
committee to assist in the preparation of the University budget.
An amended motion was then moved by D. Birch, seconded by E. Burkle,
and accepted,

"That the Chairman of Senate request the Vice-
President, Administration to prepare a report
to be submitted to the Senate Budget Committee
no later than September 1975 ....
J. Ellis asked for a definition of the word "detailed" in the original
motion, and D. Birch stated that he was prepared to leave that matter to
the Chairman of Senate and the Vice-President, Administration. K. Rieckhoff
asked that the response be recorded in the minutes.
Question was called on the motion as amended, and a vote taken.

ii) Rules of Senate Committees (D. R. Birch)
D. Birch stated that it had become evident through recent events,
particularly SCUS, that rules for conducting meetings of Senate Committees
based on the Rules of Senate with appropriate amendments were essential,
and he gave general notice of motion in order that the proposed rules may
be circulated in advance of the May meeting of Senate.

The Chairman stated that the paper had been distributed for information
and would be open for discussion at the May meeting of Senate.
ii) Date of Next Meeting
It was noted that the next meeting of Senate is scheduled for Monday,

May 5, 1975. The Chairman stated that it had been suggested that since
that meeting will be the final meeting for a number of Senators, an oppor-
tunity should be given for the newly elected and appointed Senators to
attend a meeting in advance of their terms of office.
Moved by S. Smith, seconded by R. Brown,
"That the normal order of proceedings under
rules of Senate be reversed for the May
meeting."
Question was called, and a vote taken.
MOTION CARRIED
. It was agreed that the Closed Session of Senate would commence at
4:00 p.m., on Monday, May 5, 1975; dinner as usually scheduled at 6:30
p.m.; the Open Session of Senate to commence at 7:30 p.m., followed by
a reception for present and new Senators.

K. Rieckhoff stated that time restriction would preclude distribution
of confidential papers in connection with the recommendations for graduate
degree candidates in advance of the next meeting, and the Secretary
assured Senate that the papers would be available in the Senate chambers
for perusal of Senators at 3:30 p.m. in advance of commencement of the
Closed Session on May 5, 1975.
The assembly recessed briefly at 9:06 p.m. prior to moving into
Closed Session.
