Dr. Pauline Jewett, recently appointed President of Simon Fraser
?
University, chaired her first meeting of Senate.
The Chairman announced the results of recent elections to Senate
wherein C. L. Cook was elected by the Faculty of Arts to temporarily
replace D. J. DeVoretz, and C. L. Hamilton was elected. by Joint Faculty
to temporarily replace J. N. Kitchen. Terms of office in each instance
are from September 1, 1974 to August 31, 1975. It was duly moved and
seconded that Drs. Cook and Hamilton be seated on Senate.

APPROVAL OF AGENDA
The agenda was approved as distributed.
2.
APPROVAL OF MINUTES
S. Aronoff asked that a correction be noted in page 7 of the
minutes of the Open Session of August 12, 1974 in connection with CHEM
455-3 in order that the second sentence of the Calendar description
would read "Emphasis is on synthesis of naturally occurring compounds
of biological importance." The minutes were then approved as amended.
3.. BUSINESS ARISING FROM THE MINUTES
S. Aronoff asked that it be recorded that with the approval of
new Chemistry course proposals, as set forth in S.74-97b, CHEM 006-2,

351-3, 454-3, 457-3, 463-3 and 471-3 will be discontinued consistent

with the need for their retention for those students presently in the
program requiring their use.
4.
REPORT OF CHAIRMAN
Dr. Jewett stated that the interpretation of the Universities Act
had been of considerable concern and that it had become increasingly
clear in discussions with other University Presidents and the Deputy
Minister of Education that there were areas requiring clarification.
She said that the Senate Committee on Agenda and Rules was considering
some matters of interpretation and it was hoped that an information
paper might be available for the October meeting of Senate. It was
indicated that a special meeting may be called in October to permit
consideration by Senate. There had been some indication that the
government would like the new Board established by the year's end
but there was question that this could be accomplished. It was likely
that in some areas request would be made for amendments to the Act.

J. Wheatley introduced the report for information and stated that
he stood ready to answer any questions which might be raised.

• R. Sadleir suggested it would be useful for Senate to be provided
with a report on the failure rate of Master's and Ph.D. candidates. J.
Wheatley outlined the procedures utilized in accepting graduate students
and the requirements necessary to continue in graduate work. It was
pointed out that the reports of external examiners are submitted to
Senate with the recommendations for degrees, and any questions related
to those students dismissed from the program on the basis of unsatisfac-
tory progress could be referred to the Office of the Dean of Graduate
Studies. The Graduate Studies Committee would not be in a position to
report on failures or withdrawals as there was no requirement that
students withdrawing or ceasing work have Committee approval.
J. D'Auria enquired into the Committee's operations in the granting
of extensions to the normal maximum time enrolment, and J. Wheatley
responded that in the past year there were one semester extensions granted
in a number of instances and one full year extension. He considered the
Committee was exercising appropriate discretion on behalf of the
University.
D. Birch asked that future reports indicate the total number of
degrees recommended in both the Master's and Ph.D. programs. J. Wheatley
agreed to provide the information. He commented that the University has
consistently increased its graduate enrolment.
D. Janssen enquired if it would be possible to obtain detailed
information related to the performance of men and women participating
in graduate programs. J. Wheatley responded that this would not be
a report from the Committee but the information could be obtained from
his office.
7.
OTHER BUSINESS
R. Sadleir asked for information relating to the Fall semester
enrolment figures, and the Secretary responded to the effect that the
anticipated forecast was approximately 6,000 undergraduate students
and slightly over 900 graduate students, indicating an increase of
around 11½ over the figures for Fall 1973.

NOTICES OF MOTION
There were no notices of motion.
9.
INFORMATION
It was noted that the next meeting of Senate is scheduled for
Monday, October 7, 1974, at 7:30 p.m.
The assembly recessed briefly at 8:22 p.m. prior to moving into
Closed Session.
