Dr. Pauline Jewett, the incoming President, was introduced to
the assembly by the Chairman.

APPROVAL OF AGENDA
The ageida was approved as circulated.

APPROVAL OF MINUTES
S. Aronoff noted a typographical error in the minutes of the
Open Session of July 8, 1974, and the Chairman stated that, with
the correction to the last line of the motion at the top of page 7,
the minutes were approved as distributed.
3.
BUSINESS ARISING FROM THE MINUTES
J. D'Auria referred to a brochure advertising the Sunday
Institute in which PSA. 481-5 was shown as a three hour Special
Topics seminar, whereas Senate had approved its offering with a
vector description of 1-4-0. After some discussion, the Chairman
requested that the Secretary investigate this matter. In response
to a question from J. D'Auria related to the offering of courses
on Sunday, the Chairman advised that Senate had approved a rule
providing for the offering of courses at times and places other
than the ordinary.
4.
REPORT OF CHAIRMAN
The Chairman advised Senate that the new Universities Act was
proclaimed on July 4, 1974, and effective that date, the present
membership of Senate is operating under the new Act, with the
membership of Senate as specified in Section 35 of the new Act to
be introduced at a later date in accordance with the provisions of
Section 4(4). Questions raised and references to Sections 4(4) and
4(8) were in the papers sent to Senate. He drew attention of Senate
to several controversial sections in the new Act and outlined some
transitional problems which would likely cause delay in implementation
of new and revised courses and programs. Senators were advised that
the Senate Committee on Agenda and Rules is currently working on the
changes and that meetings are scheduled for later this month with
representatives of the Department of Education, and that a full report
will be provided to Senate as rapidly as possible. He invited Senators
to submit any questions they may have either to himself or to the
Senate Committee on Agenda and Rules.

student members, I. Mugridge explained that the Faculty student
Presidents are selected by the majority of the students in the
Faculties as representatives of those Faculties. R. Brown added
that the Presidents generally serve on the Undergraduate Curriculum
Committees and are able to provide continuity at the Senate Committee
level.

the effect that the student interest in a Major in Linguistics
is between 30 and 50 each year.

The Chairman noted that submission of the report was an annual
requirement, which had been presented for information. J. Wheatley
noted that the paper had been incorrectly collated and that the last
page should be transferred to fourth position. As the Senate meeting
was scheduled to terminate at 8:30 p.m., J. Wheatley suggested that

consideration of this paper be deferred to the September meeting of
Senate in order that matters on the agenda of more urgency could be

REPORTS OF FACULTIES
There were no reports of Faculties.

OTHER BUSINESS
On a matter of personal privilege, Senator Rieckhoff addressed
the chair on behalf of the assembly to make a few comments for the
record on the occasion of Dr. Strand's last official attendance as
Chairman. K. Rieckhoff, who has served from the first meeting of
the elected Senate, noted a number of improvements introduced by
Dr. Strand during his six years as Chairman. The Senator noted that
the average length of meetings has decreased considerably over time,
and commented that Dr. Strand deserved personal credit for this
accomplishment in restraining debate on procedural questions in
deference to matters of substance. Through the Chairman's efforts
the improved effectiveness of Senate Committees, and the creation
of the Senate Committee on Agenda and Rules, Senate Committee on
Undergraduate Studies, and the Academic Planning Committee, the
organization by which business flows to Senate has been streamlined
to permit effectual processing by Senate. He considered that some
of the initiatives generated in Senate to which the Chairman had
contributed during this period of time would continue to benefit in
future. Contrary to statements made that the campus has become inactive,
K. Rieckhoff noted that numerous new programs have been introduced

during the past six years and that others are in progress. In
conclusion, K. Rieckhoff commended Dr. Strand for the improved
effectiveness of Senate which had resulted from his skill in
chairing that body. Dr. Rieckhoff was joined by the assembly in
a vote of thanks.
K. Strand thanked the assembly and provided some statistics
on the 80 meetings he had chaired, which totalled 299 hours and
40 minutes, plus the duration of the meeting in progress, and
averaged approximately 3 hours and 45 minutes per meeting. He
expressed his hope that the incoming President would not suffer
a meeting as long as the 8 hours participation on September 8,
1969, and challenged her to beat the record of 8 minutes estab-
lished on October 1, 1973. He considered that in many ways the
future of the University rests with the present and future Senate
and that the time was now propitious for Senate to examine alterna-
tives and engage in more ranging debate.
