    The Chairman introduced Senators recently appointed by the
    Lieutenant-Governor in Council, and welcomed Mrs. L. Latham and
    Messrs. L. Hindle and S. Morin to Senate.

    The agenda was approved as circulated.

    APPROVAL OF MINUTES
    The minutes of the Open Session of March 4, 1974 were approved
    as distributed.

    BUSINESS ARISING FROM THE MINUTES
    There was no business arising from the minutes.
    4. REPORT OF CHAIRMAN
    The Chairman advised that Dr. Pauline Jewett will be arriving on
    campus about August
    8, 1974
    in order to become better acquainted with
    members of the University community. It has been agreed that the
    August meeting of Senate will be rescheduled, possibly to August 12,
    .

    in order to give her an opportunity to meet the members of Senate and
    observe the body in action.
    Senate was informed that, as a result of the University's appli-
    cation for supplementary funding of new programs, the Faculty of
    Education, Continuing Education and the proposed Criminology program
    will be receiving substantial funds, and that lesser amounts will be
    provided for other programs.

    Some concern was expressed regarding changes to the original
    proposal in 1970 for an Archaeology Department and programs without
    current full review in the light of priorities of the University; the
    necessity for additional resources including faculty to mount a series
    of courses; and the date of publishing courses in the calendar which
    might not be offered before five semesters. It was pointed out that
    an additional position had been authorized in the Department but that
    in the interim the present faculty would be able to teach the courses
    on an irregular basis. It was noted that there has been significant
    increases in registrations in Archaeology.
    Moved by A. Hollibaugh, seconded by J. P. Daem, "That consideration
    be postponed until a feasibility study has been made by SCUS and the
    Academic Planning Committee and their report is presented to Senate."
    R. Brown noted that SCUS had already evaluated the proposal and the matter
    did not come within the terms of reference of the Academic: Planning
    Committee. This was not deemed to be a new program. As there was no
    objection, the motion was withdrawn.

    "That the courses listed in Paper S.74-48
    be annotated in the calendar to indicate
    the frequency of their offering."

    Following explanation of developments and current procedures
    a number of Senators felt that publication in the Course Guide would
    provide sufficient and more appropriate advance information on the
    frequency of course offerings.

    B. Wilson noted that Paper S.74-49 incorrectly designated CMPT
    104 as a three credit course. In response to a question from R.
    Kissner, R. Brown explained that GMPT 104 carried only one credit as
    a second computer language is more easily acquired than a first one.
    On the question of possible conflict with MATH 106, it was noted that
    the Department of Mathematics did not propose to offer this course
    further and that it would disappear.

    Moved by S. Aronoff, seconded by R. Kissner,
    "That Senate approve, as set forth in S.74-50,
    the new course proposals for:
    MATH 154-3 - Calculus I for the Biological Sciences
    MATH 155-3 - Calculus II for the Biological Sciences
    MATH 194-3 - Euclidean Geometry
    MATH 196-3 - Modern Geometry."
    It was moved by J. D'Auria, seconded by K. Rieckhoff, "That the
    motion be divided and that MATH 154/155 be considered separately from
    MATH 194/196," but, as there was no objection, the Chairman ruled that
    the question was divided, and discussion ensued on MATH 154/155.
    K. Rieckhoff spoke against the motion on the grounds that MATH
    ?
    154/155 provide insufficient preparation for further Mathematics courses.

    J. D'Auria concurred, suggesting that the proposed courses would not
    provide adequate background, thereby limiting the flexibility of
    students to choose various alternate programs. S. Aronoff stated that

    the intent was to tailor courses for the particular needs of the
    biology students. He considered students could be counselled to
    take required prerequisite courses to provide necessary flexibility.
    Moved by J. P. Daem, seconded by R. Kissner,
    "That MATH 154 and MATH 155 be referred to the
    Senate Committee on Undergraduate Studies for
    a report on the content of these courses."
    J. P. Daem said his motion was made on the grounds that it had been
    suggested that the curriculum had been watered down for biology students,
    and this had not been the intention when the proposal had first been put
    before the Departmental Curriculum Committee. S. Aronoff responded that,
    with the exception of series, the courses had the normal calculus content.
    Question was called on the motion to refer, and a vote taken.

    Consideration of MATH 194 and 196 was then undertaken. It was noted
    that these courses would replace the current MATH 195-3 - Introductory
    Geometry which covers both Euclidean and non-Euclidean geometries.

    Clinical Chemistry."
    J. Munro questioned the wisdom of moving into a new area. He con-
    sidered more thorough investigation and assessment was required before
    the introduction of a new course relating to medicine.

    "That Paper S.74-51 be referred to the
    Kinesiology Department for comment."
    E. Banister confirmed that there had not been prior communication
    with the Department of Kinesiology, and he considered comments from this
    Department could be beneficial. S. Aronoff drew attention to the fact
    that approval of this course was for a one-time offering, with full
    evaluation before re-offering, to establish the nature of demand and
    success.
    Question was called on the motion to refer, and a vote taken.

    In response to a question from S. Aronoff, the Chairman indicated
    it would be acceptable for the course to go to Kinesiology for comment
    and come back to Senate direct.

    T. Sterling spoke against the motion, stating that six hours taken
    outside the Faculty of Science was insufficient. K. Rleckhoff favored
    the proposal which he said was an improvement on the existing program
    with a greater selection of courses. S. Aronoff added that the intent
    of the proposal was to liberalize the program by providing additional
    options. J. Ellis questioned the stipulation of six hours in Arts elec-
    tives, and K. Rieckhoff responded that "Arts" had been inseited in error
    and that the electives could be taken in any other Faculty.

    graduate Studies proposals, as set forth in

    It was noted that the changes include:
    Changes in requirements for a Major in Kinesiology and for Honors in
    Kinesiology;
    The introduction of a Minor in Kinesiology;
    Some renumbering, retitling and changes in courses and descriptions;
    Some changes in prerequisites to courses;

    R. Brown explained that the proposal had been exhaustively re-
    searched by the Department and had been reviewed and approved by both
    the Academic Planning Committee and the Senate Committee on Undergraduate
    Studies.
    Moved by K. Rieckhoff, seconded by R. Sadleir, "That Kinesiology
    401 be referred back to the Physics Department for comment." E. Banister
    stated that the matter had previously been discussed with the Physics
    Department and R. Brown confirmed that consultation had taken place. K.
    Rieckhoff argued that in view of the lecture outline attached the course
    appeared to be more appropriate to Physics than Kinesiology, and he felt
    information should be sought from the Physics Department before Senate
    approval could be considered. R. Brown stated that Kinesiology 401 was
    not a new course and it is presently published in the calendar. He asked
    that the motion be ruled out of order. The Chairman ruled the motion was
    in order and the ruling was challenged. The vote of the membership did
    not sustain the chair and the motion was declared out of order.
    On a point of information, K. Rieckhoff ascertained from R. Brown
    that a document had been prepared by the Professor of the course which
    outlined in greater detail Kinesiology 401 as he teaches it, and E.
    Banister was of the opinion that a physicist would not be expected to
    have the competence to duplicate the instruction. B. Wilson objected to

    the addition of this document as an addendum inasmuch as it had not been
    circulated previously to Senators and copies were not available, and he

    Ssuggested that the lecture page provided with Kinesiology 401 be
    deleted. The Chairman ruled that R. Brown could read the salient
    points of the suggested addendum, but this ruling was challenged
    and the ruling negated.
    Moved by J. Munro, seconded by R. Sadleir,
    "That S..74-53 be referred to the Academic Planning
    Committee with a request that the Committee provLde
    Senate with a more complete summary of the external
    review of the Kinesiology Department."
    J. Munro said the Academic Planning Committee had failed in its
    responsibility to communicate with members of Senate when it had not
    provided the conclusions of the external review of the Department in
    advance of a proposal for a major curriculum revision. R. Brown
    countered that reports of external review were not within the terms
    of reference of the Academic Planning Committee, and that the proposal
    before Senate represented reorganization rather than major revision.
    J. Ellis spoke in opposition to referral, stating that the proposal
    was unusually well documented.

    R. Sadleir stated that the description of this particular course
    was not a complete outline of a Human Physiology Laboratory course and

    KIN. 406. E. Banister responded that the substance of KIN. 405 and 406
    was such that with the imposition of laboratory sessions they would be
    excessively high.

    The Chairman pointed out that alterations of the Rules of Senate
    require an affirmative vote by two-thirds of the voting members present

    Moved by J. P. Daem, seconded by A. Hollibaugh,
    "That V. F. 4. be amended - fourth line,
    after 'Departmental Chairman,' add 'President
    of the Student Society, President of the
    Faculty Association, and to the Secretary of
    the Academic Board.' Omit the sentence, 'At
    the discretion ... authorities,' and replace
    with: 'By request, copies of minutes will
    be made available to any concerned individual.
    Request for multiple copies of Senate minutes
    may be made available at the discretion of the
    Chairman of Senate or the Secretary."'
    Question was called, and a vote taken.
