In response to questions from A. Hollibaugh, information was
provided to the effect that students already in the program would
continue under the regulations in effect when they enrolled, and

    Some concern was
    ,
expressed regarding the specification of "up
to 20 hours a week lab time" in the rationale for increasing the
credit hours, and S. Smith explained that the phrasing was an attempt
at some precision as up to 20 hours per week may be devoted by some
    students.
Moved by A. Hollibaugh, seconded by J. P. Daem,
"That Motion 3 be referred back to SCUS
for clarification and reevaluation of the
hours that should be assigned to ARC. 373."
    S. Aronoff advised that when the matter was under extensive dis-
cussion at the meeting of the Senate Committee on Undergraduate Studies
the question was raised whether additional credit beyond this should
not be given, but the consensus was that the Department was fully aware
of the amount of time spent and this was reasonable value. J. P. Daem
suggested that the Committee should look at the relationship of the
amount of time put into a course versus the credit given so that all
students of average ability will be spending the same amount of time.
    K. Rieckhoff stated that lab courses are kept open-ended so that students
can spend extra hours, but A. Hollibaugh was of the opinion that if a
course requires extra time there should be extra credit..
Question was called on the motion to refer, and a vote taken.
    MOTION TO REFER FAILED

    14 opposed
Amendment was moved by R. Kissner, seconded by J P. Daem,
"That the following wording be added to the
course description in the calendar for ARC.
373: 'Up to 20 hours laboratory time may
    be required per week."'
    R. Kissner was of the, opiniQn that .a student should be. aware of
what is required, but P. Copes said that the Archaeology Department.doeè
not require 20 'hours of laboratory time 'and that the rationale statement
was merely an indication that students, of their own volition, spend up
to 20 hours in the lab.

In reply to a question posed by J. Ellis, the Chairman of the
Senate Committee on Undergraduate Studies said that the vector des-
cription of 0-0-6 reflects the laboratory time required. B. Wilson
commented that the whole question of vectors had been referred back
to SCUS and the Committee's immediate attention should be directed
    to the matter.

would be handled as a block. J. P. Daem enquired as to the intent of

    K. Rieckhoff enquired as to the reasons for the discontinuation
of the use of the Mathematics laboratory. D., DeVoretz advised that
due to changes in technology and the availability of. desk calculators
reliance on Mathematics laboratories was no longer required. K.
Rieckhoff felt that detailed consideration must be given to ensure
that University facilities are being used to their best advantage and
that there is no unnecessary duplication of resources. The Chairman
concurred, and said that the matter regarding the utilization of
Mathematics laboratories would be investigated further.

Commenting on the amendment, P. Copes advised that the Department
had found through experience that there were two categories of students
who take COMM 337-3 - students who wish to specialize in computer
science, and those who don't, and the choice of prerequisites services
    both categories.
    K. Rieckhoff spoke in opposition, to the amendment, suggesting
that a change of this type should be scrutinized by SCUS before being
presented to Senate. T. Sterling advised that, due to the fact that
the Computing Science program has not been completely implemented, the
course available at the present time that fulfils the needs of Economics
337 is Computing 001. He indicated that a more appropriate course
would be available at a later stage of the implementation of the
    Computing Science program.

    K. Rieckhoff questioned the offering of a course of this type when
only one faculty member was available to give instruction, and suggested
that, in terms of good scholarship, a student should be exposed to more
than one view on a controversial subject
    .
. S. Aronoff commented on the
magnitude of the reading, assignment, although it was understood that not
all of the material was required. R. Kissner asked for the rationale
for reducing the number from 400 to 300 and increasing the credit hours
    from 3 to 5.
    P. Copes responded that this was an exclusive' offering taught 'by
an experienced faculty member who measured the workload, and from experience
it was considered that it was more appropriate to be offered as a 300
    division course with 5 credits.
It was noted that the calendar description of ECON 309-5 had not

Moved by S. Smith, seconded by R. Brown,
MOTION 1 "That Senate approve, as set forth in S.'73-142,
the new course proposal for PSYC 499-10 -'Honors
    Thesis."
Moved by R Kissner, seconded by A. Hollibaugh,
"That Motions 1, 2, 3, and 4 be referred back,
to SCUS with charges as follows:
    1) to examine the credit attached to Psychology
499-10 and the Department's approach to an
    Honors Thesis course;
'2) to examine directed study courses with' a
view to establishing a consistent University-
    wide policy regarding them."
Speaking to his motion, R. Kissner stressed the need for the estab-
lishment of consistency in relation to University policy pertaining to
the credit hours assigned to Honors Thesis courses. He also wished to
know why there was not some deletion of directed studies courses in
Psychology. K. Rieckhoff spoke against the motion to refer on the basis
that, although consistency was desirable, it must be reasonable con-
sistency to provide flexibility where required.
Moved by R. Brown, seconded by D. Birch,
"That the motion to refer' be divided to
    separate Motion 1 from Motions 2, 3, and 4."
Question was called on the motion to divide, and a vote taken.
    MOTION TO DIVIDE CARRIED
    R. Brown indicated he desired that consideration be given only to
the referral of Motion 1 with the first-charge. R. Kissner agreed to
the elimination of the second charge and to a substitute motion for his?
    ?
    original as

SS. Smith noted that the whole question of directed readings,
directed studies, and directed research courses had been referred to
SCUS, and he therefore considered the original second charge somewhat
    redundant.
    J. P. Daem noted that the credits assigned to Honors Theses in
various departments will range anywhere from 2 to 10 credits. He
expressed concern that the introduction of Psychology 499-10 consti-
tuted a major shift in emphasis on the Honors program which warranted
    further consideration.
Question was called on the motion to refer, and a vote taken.

"That Motion 3 be referred to SCUS for
reconsideration of the numbers of hours
    permitted for directed studies courses
    in the Psychology Honors program."
Speaking to the motion, J. Ellis noted that the same number of
hours credit for directed studies courses existed for both the General
and Honors programs. He suggested that at least the same proportion
of hours should exist for both programs with the proportion to be
established by the Department. S. Smith referred to the rationale
which indicated that this had received consideration by the Department
and it had deliberately restricted the number of credit hours to 8.

    R. Brown spoke against referral on the basis that he believed the
Psychology Department should not be treated diferenL1y from other
departments, that possibly the question of available statistics courses
should be a separate issue. K. Rieckhoff also spoke against referral,

    J. D'Auria questioned a comment on page 3 of the paper which
stipulated that Education 422 is required as a pre- or co- requisite,
while the calendar description indicated that this course would
normally be taken concurrently. D. Birch advised that 422 is
required as either •a pre- or co- requisite, but normally would be a
corequisite, as both courses are offered in the Summer semester. D.
DeVoretz, on a point of information, asked if the vector description
of 0-1-3 represented the standard relationship to the weight given
to laboratory time. D. Birch replied that students worked extensively
with children in the field and the three hours labelled as laboratory
    is laboratory consultation.

Commenting on the revision, D. Birch advised that the Minor is
taken as part of the Professional Development Program and as such
requires some specific elements within that Program. In response
to questions from R.-Kissner, L. Prock said that the Program was
open to Psychology students. She also advised that the reasons the
Program was in the Faculty of Education were, first, because it was
developed in that Faculty and, second, that the Minor is related to
extensive field work and to the educational sphere dealing with
    children rather than being clinical.
In response to R. Kissner, D. Birch advised that it would not
be possible at present to qualify for a Minor in Learning Disabilities

logical Sciences from those listed below." It was also noted that
this statement was omitted from the calendar description. M. McClareñ
agreed that these changes should be made.
    J. P. Daem, referring to the Biology Department's practice of
waiving the requirements to take Biology 101 and 102 if a student has
taken Biology Ii and 12, asked if the same practice would be followed
for thisMinor. M. McClaren considered that the intent was to follow
this procedure, however, this normally would be done in consultation

Moved by A. MacPherson, seconded by A. Hollibaugh,
"That Senate adopt the Rule on submission of
Reports by Committees to Senate, as set forth
in Paper S.73-153 (former S.73-126) to be
effective at the conclusion of the present
    meeting of Senate."
    A. MacPherson requested a small editorial change for clarification
in paragraph 1 h) of Paper S.73-153, altering the second sentence to read,
    "Where Senate ratification of
    decisions made by a committee
is required it shall be sought at the time of the submission
of the committee's report; in the event of Senate failing to
ratify such decision or decisions of a committee, the decision
or decisions shall stand, and the Senate's failure to ratify
shall be interpreted as an instruction to the committee
involved that actions of that type shall not be repeated."
The Chairman ruled that the change would be made.
Amendment was moved by K. Rieckhoff, seconded by J. P. Daem,
"That thefol].owing sections be added to Item 2
    - Form of Reports of Committees to Senate:
    e)
where possible prQs and cons considered should
    be appended with any recommendations.
    f)
minority reports and recommendations should be
    permitted."
Moved by D. Birch, seconded by A. Hollibaugh,
"That this paper be referred to the Senate Com-
mittee on Agenda and Rules with instructions to

    consider the points raised."
    S. Aronoff asked that section d) of Item 2 include the basis upon
which recommendations are made, and J. Wheatley said the description of
committees was not adequate. He considered that a distinction, as to
the class of activities that must be reported to Senate should be iden-
tified. The Chairman agreed that delineation of aspects of the charge
to the committee was required. A. MacPherson commented that members
had been asked to submit their recommendations for changes in the Rules
of Senate but they had not done so.
Question was called on the motion to refer, and a vote taken.
