S. Aronoff suggested that the last two words on the motion were
redundant, and the Chairman agreed that they could be removed without
altering the intent.

K. R[eckhoff, noting that the proposal for The I Ching was a
Longer version of a previous submission, stated that the substance
had not changed and he could not support a motion for adoption. R.
Brown responded that suitable procedures had been followed to assure
as far as possible that the quality of the courses proposed would be
comparable to any others within the University.
Moved by P. Doherty, seconded by K. Rieckhoff,
"That the question be divided."
Question was called on the motion to divide and to give first
consideration to CS 302-3 - The I Ching, and a vote taken.

P. Daem enquired whether the course would be offered yearly,
and R. Brown replied that not all General Studies courses must be brought
back to Senate for reapproval, and unless there was a rider specifying a
one-time offering, it would be his intention to offer The I Ching once a
year.
Amendment was moved by K. Rieckhoff, seconded by P. Doherty,

once on an experimental basis and brought
back to Senate for further consideration."

Discussion was then centred on CS 303-3 - Chinese Literature in
Translation.

Translation - carry the same prerequisite
as required for The I Ching, namely 60
semester hours of credit."

Rieckhoff stated that the course could not be offered successfully
at the 300 level unless there was reasonably uniform academic maturity in
the audience. In response to a query from S. Aronoff it was noted that for

a number of survey courses In Literature numbered in the 300 series offered
through DNL there were no stated prerequisites.

R. Kissner spoke against the motion, stating that the calendar
was becoming a rapid proliferation of minor programs which defeated
the intended purpose, and in this instance the lower level require-
ments specified 36 of the first 60 hours must be taken in Chemistry.
S. Aronoff agreed that the concern was real, but the minors had been
designed for students in the sciences. D. Birch spoke in favor of
the motion, expressing the view that as long as the present pre-
requisite structure of courses in Chemistry pertains it is impossible
to provide more flexible minors, and it seems desirable to provide an
opportunity to minor in two sciences rather than take a major. K.
Rieckhoff added that the proposed minors were packages of knocombina-
tions that will serve particular interests useful in a professional
sense for particular areas.

1. Paper S.73-95 - Proposal for Establishment of Programs in
Criminology
Moved by R. Brown, seconded by D. Baird,
"That Senate approve, and recommend to the Board
of Governors, as set forth in Paper S.73-95, that
graduate and undergraduate programs in Criminology
be established at this University."
A. Hollibaugh recommended that the proposal go back for further
consideration as he considered additional information was required in
the area of hard sciences. P. Doherty questioned whose interests would

be served and whose should be served. J. P. Daem spoke in opposition to
Motion 1, stating that he did not consider sufficient documentation had
been provided. R. Brown gave background information on the two and one-
half years consideration leading to development of Paper S.73-95 following

discussions initiated by the Provincial Council on Education in Crimin-
ology. He said that agencies representing the school system and law
enforcement at all levels of government had been represented on the
Council, and it was obvious that there was a need for research guidance
and education in the area of criminology. As there is very little
research at a professional level in the area of criminology there was
opportunity for the University to move into an emerging discipline. R.
Sadleir commented that the motions contained on the covering page of
Paper S.73-95 should be reversed.

"That Motion 1 be postponed until Motion 2
is considered."

"That Senate approve, and recommend to the Board
of Governors, as set forth in Paper S.73-95, that

program proposals for graduate and under-
graduate programs in criminology;

c) That three types of programs be developed:

an undergraduate program emphasizing
a 'problem specific' approach (see
Hogarth/Weisstub proposal);
ii)
a professional oriented evening program

Master of Business Administration Program
presently offered within the Department

Considerable discussion ensued on Section c) of the amendment, which
S. Aronoff suggested was subsumed within Section a) and there was no need
for restriction. A. Hoilibaugh and D. Birch agreed that the motion should
not be restrictive and a Director of such a program should be completely
unhampered. D. Birch then gave notice of motion which he intended to offer,
"That primary consideration be given to the development of three types of
programs:---"

enforcement agencies, social people involved in the Corrections
Branch, some of the hard sciences, and other suitable groups.

The Chairman commented that Motion 1 had been essentially passed
as it establishes the principle subject to Board approval of Programs,
but K. Rieckhoff said there is a difference between recommending the
development and the recommendation that something be established.

- academic need and human need and the provincial justice system was
such that anything that would stop the proposal would be detrimental.

Notice of Motion
1. Paper S.73-96 - Senate Committee on Agenda and Rules
On behalf of the Senate Committee on Agenda and Rules, A. MacPherson
gave notice of motion for consideration at the September meeting of Senate
for alteration of the Rules of Procedure:
"That Rule I of Rules of Procedure of Senate, Status of these
Rules of Procedure, sentence 2, be amended to read, 'Alterations
of these Rules of Procedure shall require written notice at a
regular meeting of Senate prior to the meeting at which a vote on
the proposed alteration is taken, which vote shall require an
affirmative vote by two-thirds of the voting members present to
carry,' and
"That the rules of Senate be suspended in order to permit a postal
vote on the motion to amend the Rules of Procedure."
2. Date of Next Meeting
It was noted that the next meeting of Senate is scheduled for Monday,
September 10, 1973, at 7:30 p.m.
