The Chairman called upon the Secretary to announce the results of
recent elections to Senate. H. Evans reported as follows:
Election of Chancellor
In the election by Convocation of Chancellor, KENNETH PERCY CAPLE
polled the highest number of votes and was declared re-elected for a
further term of three years to May 31, 1975.
Election to Senate by Convocation
In the election by Convocation to Senate of six Senators who are
not members of faculty, the following polled the highest number of votes
and were decLared elected with effect from June 1, 1972 for a three year
term of office to May 31, 1975:

In the election to Senate by students of a replacement for G. D. Basham
to complete a term of office from June 1, 1972 to May 31, 1974,

polled the higher number of votes and was declared elected.

The Chairman welcomed the new Senators, and expressed the hope that
the membership would have an opportunity to become acquainted with each
other at the buffet dinner which would be served following adjournment
of the meeting.
It was moved by K. Rieckhoff, seconded by D. Baird,
"That the new Senators be seated."

APPROVAL OF AGENDA
The agenda was approved as circulated.
2. APPROVAL OF MINUTES
The minutes of the Open Session of May 8, 1972 were approved as
distributed.

BUSINESS ARISING FROM THE MINUTES
There was no business arising from the minutes.

REPORTS OF COMMITTEES
1. Senate Graduate Studies Committee
Paper S.72-73 - Special Arrangements for Graduate Students
Moved by J. Wheatley, seconded by K. Rieckhoff,
"That Senate approve the Special Arrangements
for Graduate Students, as set forth in Paper
S.72-73."
J. Wheatley stated that the paper had been in the drafting stage
for a considerable length of time, and that the proposal finalized in
Paper S.72-73 had received a unanimous vote at the Committee meeting.
W. Williams took exception to several expressions contained in the
paper and the calendar item in particular drew his criticism. A. Lachlan
agreed that the calendar entry required clarification. S. Aronoff asked
for explanation regarding a possible controversy in the General Principles,
I, 1. b, which stated, "The student's proposed course of studies cannot be
pursued in any existing program," when compared with I, 4.. reading, "The
special arrangements made for an individual student do not constitute a new

program, or set a precedent for other graduate students with similar
interests."
J. Wheatley stressed the intent that the proposal was not an
attempt to institute a new program as defined under the Universities
Act, but merely special arrangements for graduate students to pursue
a particular course of studies. K. Rieckhoff added that if a course
of studies approved for an individual proves to be successful, it
could evolve into a program and appear eventually as such In the
calendar.
An amendment was moved by S. Aronoff, seconded by K. Rieckhoff,
"That the words, "constitute a new program, or"
be deleted from paragraph 4 of the General
Principles."
A. Lachlan spoke in support of the amendment, and I. Allen and
R. Bradley argued in opposition. B. Wilson suggested that the whole
of Item 4 of the General Principles should be struck.
Question was called on the amendment to delete, and a vote taken.

An amendment was moved by A. Lachlan, seconded by B. Wilson,
"That paragraph 4 of the General Principles
be deleted in its entirety."
Question was called on the amendment to delete paragraph 4, and
a vote taken.

P. Wagner then expressed general objection to the entire proposal,
stating that the objectives could be achieved without recourse to the
procedures outlined in the paper. K. Riekchoff responded that the
document had undergone considerable vetting In order that it met the
requirements of individual departments and that students might operate
in interdisciplinary areas.
E. Swangard referred to Item II, Documentation and Procedures for
Special Arrangements, paragraph 1, (b) and (c), and asked that a specific
Dean be identified. J. Wheatley agreed that these sections would specify
the Dean of Graduate Studies.

• A. Lachlan asked that the motion be divided and that the calendar
entry be considered separately. As there was no objection, the motion
was divided.
Question was called on the motion that Senate approve the paper as
amended on Special Arrangements for Graduate Students, excluding the
proposed calendar entry, and a vote taken.
MOTION CARRIED
At this point J. Wheatley asked permission to withdraw the calendar
entry in order that it might be rewritten. As there was no objection,
the calendar entry was withdrawn.
2. Senate Committee on Scholarships, Awards and Bursaries
Paper S.72-74 - Annual Report
The Chairman stated that there had been a request for a report from
the Senate Committee on Scholarships, Awards and Bursaries, and that
Paper S.72-74 was presented for information. He added that if there were
questions it would be preferable that they be raised at some other time
when the Chairman of the Committee could be in attendance to respond.
