Moved by K. Rieckhoff, seconded by R. Jennings,
"That with the addition of Papers S.72-32 and
S.72-43 under Item 4, Report of Chairman, the
agenda be approved as circulated."
Question was called, and a vote taken.

2. APPROVAL OF MINUTES
The minutes of the Open Session of January 10, 1972 were approved
as distributed.

BUSINESS ARISING FROM THE MINUTES
There was no business arising from the minutes.
4.
REPORT OF CHAIRMAN
1. Paper S.72-32 - Senate Meetings
The Chairman called upon the Secretary of Senate to explain the
room arrangements proposed for Senate meetings. H. Evans stated that
beyond the area provided for Senators provision had been made for
official observers such as the Information Officer, academic officials,
and the Press, and behind those tables seating for an audience of up to
60 persons could be provided. He said that the sound system was in the
process of being tested for adequacy.
Moved by B. Wilson, seconded by P. Wagner,
1.
"That the regulations approved in Senate Paper S.214,
March 26, 1969 be discontinued effective April, 1972."
2.
"That provision be made for a limited number of
qualified observers at the Open Sessions of Senate
meetings in accordance with space available,
i)
With the Chairman of Senate to designate the
number of spaces available for observers;
ii)
With provision that the Chairman of Senate at
his discretion or on the instructions of Senate
may restrict or eliminate spaces for observers
if in his opinion this is required in the
interest of Senate procedures;
iii)
With provision, at the determination of the
.
Chairman of Senate and to the degree he con-
siders necessary, of closed circuit audio
coverage or/and closed circuit TV coverage to
other areas of the University;

iv)
With provision that, at the discretion of
the Chairman of Senate or on the vote of
Senate on simple majority without prior
notice of motion, observers may be required
to leave the meeting and/or closed circuit
servicing may be discontinued;
v)
With the understanding that for the Closed
Session of Senate there is no provision for
observers or for closed circuit servicing."
3.
"That the Chairman of Senate be empowered to and
expected to take any action he deems necessary to
ensure normal advancement of the ordinary legitimate
business of the Senate."
K. Rieckhoff voiced his concern with the contemplated changes in
regulations regarding the presence of observers at Senate meetings, and
predicted that within 12 months Senate would find itself in some diffi-
culty if the motion were passed. C. Basham favored the motion and
stated that he would encourage more people to witness Senate in session.

2. Paper S.72-43 - Nominations, Election, and Voting - Section 27,
Universities Act
Moved by A. Lachlan, seconded by K. Rieckhoff,
1.
"That when elections are being held for the
positions of Chancellor or for Senate a:
candidate may accept nomination to run for
only one seat or office in these elections."
2.
"That when elections are being held for the
position of Chancellor or for Senate, an
individual holding a Senate Office which
extends into the new term shall be required
to file with the Registrar resignation from
the present seat in order to be a candidate
in the new election. Such resignation may
be effective for the normal date of change-
over of offices or earlier, but must be
filed not later than the last date for re-
ceipt of nominations for the new election."

Paper S.72-28 - Representation on Senate - Dean of the Division
of General Studies - Section 23(d), Universities Act
Moved by R. Brown, seconded by K. Rieckhoff,
"That the composition of Senate include the
position of the Dean of the Division of
General Studies, with the addition made under
Section 23(d) of the Universities Act,
effective from June 1, 1972."
Question was called, and a vote taken.

5. REPORTS OF COMMITTEES
1. Senate Nominating Committee
Paper S.72-29 - Election to Academic Planning Committee
It was noted that in addition to the names proposed by the Senate
Nominating Committee in the election of one Senator to the Academic
Planning Committee as replacement for D. R. Birch whilst he sits on the
is
severalIn the ex-officio capacity as Acting Dean of Education,
several nominations had been received from Senators prior to the deadline
of Friday, March 3, 1972. The Secretary of Senate reported that, in
addition to the original nominations of K. L. Gilbert and
M. S.
O'Connell,
nominations had been filed for D. I. Allen (proposed by D. R. Birch),
R. E. Jennings (proposed by R. D. Bradley), P. L. Wagner and W. E.
Williams (proposed by J. Wheatley) had been received, and these names
had been included in the ballot.
G. Basham asked that his objection to a Senator proposing more
than one nominee be recorded in the minutes.
Ballots were distributed and counted, and the Secretary announced
that the successful candidate was K. L. Gilbert.
2.
Senate Graduate Studies Committee
1. Paper S.72-30 - Amendment to S.72-112 - Composition of Senate
Graduate Studies Committees
In the absence of the Dean of Graduate Studies and as a representative
of the Senate Graduate Studies Committee, it was

"That S.71-112 be amended as follows: Under A,
which specifies membership of the Senate Graduate

Studies Committee, a new paragraph 5 be added,
reading as follows:
5. Three faculty members elected by and from the
Faculty of Education Graduate Studies Committee
and the old paragraphs 5, 6, and 7 be renumbered
6, 7, 8."
Several Senators expressed the opinion that the motion was premature
and any changes in Committee representation should be considered after
the structure of the reorganized Faculty of Education is determined.
Question was called, and a vote taken.

Moved by B. Wilson, seconded by K. Rieckhoff,
"That for the present purposes of functioning of the
Senate Graduate Studies Committee the Faculty of
Education be considered a Department."
