    The agenda was approved as circulated.
    2. APPROVAL OF MINUTES
    The minutes of the Open Session of September 13, 1971 were
    approved as distributed.

    1. Paper S.71-107 - Amendment to Policies on Standing, Continuance
    and Withdrawal
    • ? Moved by B. Wilson, seconded by A. Lachlan,
    "That paragraph (d) of the policy statement
    on Continuance, Withdrawal and Readmission
    be amended to read: 'A student on either
    academic warning or academic probation must
    carry a minimum semester course load of 12
    semester hours and may not repeat courses
    in which he has received a grade C minus or
    better. He will not be permitted to register
    in a course overload (that is, he is restricted
    to a maximum of 16 semester hours if registered
    in the Lower Levels of the Faculty of Arts or
    Education, or a maximum of 18 semester hours
    if registered in the Faculty of Science or the
    Upper Levels of the Faculty of Arts or Education)."
    In response to an enquiry by T. Mallinson, the Secretary of
    Senate advised that students in their graduation semester had been
    permitted to take a lesser load than the 12 hours specification of
    Senate, but a formalized statement in the policies to this effect
    would be helpful.
    Amendment was moved by T. Mallinson, seconded by D. Birch,
    "That a phrase be added: 'unless the student
    requires less than 12 hours to complete re-
    quirements for the degree."'

    The Chairman enquired if there was any objection to including
    the amendment in the main motion, and hearing none, he declared the
    amendment incorporated in the main motion.
    Question was called on the amended main motion, and a vote
    taken.
    AMENDED MAIN MOTION
    CARRIED
    The motion as approved by Senate reads as follows:
    "That paragraph (d) of the Policy statement on
    Continuance, Withdrawal and Readmission be amended
    to read: 'A student on either academic warning or

    requires less than 12 hours to complete requirements
    for the degree, and may not repeat courses in which

    Moved by B. Wilson, seconded by K. Rieckhoff,
    "That this amendment be effective commencing
    with the Spring semester 72-1."

    2. Paper S.71-108 - Minor Amendment to Course Challenge
    Moved by B. Wilson, seconded by K. Gilbert,
    "That the Senate Undergraduate Admissions
    Board be empowered to make minor amendments
    to the paper on Course Challenge (S.71-57)
    during the experimental three semester
    period of operation covered by that paper."
    K. Rieckhoff stated that the defihitibnofminor amendment
    could be controversial opinion, and requested that any amendments

    undertaken by the Senate Undergraduate Admission Board be relayed
    • ?
    to Senate for its information. As the±è was no objection from the
    assembly, the Chairman ruled that this wàuld be incorporated in the
    motion.

    MOTION CARRIED
    The motion as approved by Senate reads as follows:
    "That the Senate Undergraduate Admissions Board be
    empowered to make minor amendments to the paper on
    Course Challenge (S.71-57) during the experimental
    three semester period of operation covered by that
    paper, and that such amendments be relayed to Senate
    for its information."
    2. Senate Committee on Undergraduate Studies
    Paper S.71-109 - Curriculum Changes: New Undergraduate Course,
    General Studies 080-3
    B. Wilson pointed Out that the Senate Committee on Undergraduate
    Studies had recommended that motions of the type contained in this
    paper be recommended by the appropriate Dean.
    Moved by R. Brown, seconded by D. Birch,
    . "That the new course proposal from the
    Division of General Studies -.General
    Studies 080-3 - Access to Information;
    the Role of Libraries, as set forth in
    Paper S.71-109 be approved."
    The Chairman noted that a technical correction was required in
    the prerequisite for the course, in that the words "Students should
    be at least 2nd semester, second year" should be struck.
    D. Sullivan stated that it was useful to have a formal means of
    exposing students to the fields encompassed by the proposed course,
    but questioned the effect approval of the course would have on policy
    procedure relating to appointment of lecturers. The Chairman pointed
    out that no course could be taught for credit without an appointment
    to the teaching staff, and that any such appointment would require the
    usual procedure of a recommendation by the President to the Board of
    Governors.
    There was difference of opinion as to whether the proposed course
    would serve a useful purpose as a credit course and whether it should
    be mounted as a service in training and skills such as the Reading and
    Study Services without credit. D. Baird stated that the course had
    been developed on the basis of the experience in the Collections Depart-
    ment where the feeling was that unless there was real motivation,
    . including credit, students would not take the time to avail themselves
    of access to knowledge of the complexities of the continually growing
    Library resources.

    R. Harper supported it in principle and felt that such a course
    should be mandatory for all students.

    "That Paper S.71-109 be referred to the
    Academic Planning Committee."
    Question was called on the motion to refer, and a vote taken.

    3. Senate Graduate Studies Committee
    1. Paper S.71-110 - Amendment to Paper S.294

    Moved by J. Wheatley, seconded by K. Rieckhoff,
    "That the paragraph of S.294, 'At least 50%
    of the members of Departmental Graduate
    Studies Committees must be members of faculty
    who have demonstrated high scholastic ability
    with experience in supervising graduate work
    and must not be candidates for higher degrees,'
    be amended to read:
    'At least 50% of the members of Departmental
    Graduate Studies Committees shall be members
    of faculty who
    a)
    have demonstrated high academic ability
    b)
    have had experience in supervising graduate
    work
    c)
    are not candidates for higher degrees.'"
    Amendment was moved by R. Brown, seconded by K. Rieckhoff,
    "That each Department shall submit the names
    of all the members of the Departmental Graduate
    Studies Committee to the Dean of Graduate
    Studies for approval, with the names of those
    who have fulfilled the above requirements
    suitably annotated."

    R. Carlson suggested that the amendment was procedural rather
    than a principle and that it should be reworded, and as the compo-
    sition of a Departmental Graduate Studies Committee is subject to
    approval of the Dean of Graduate Studies, the procedure is the
    Dean's concern.
    G. Basham stated that the motion was offensive in its attempt
    to quantify and in its authoritarian concept, and moved that the
    paper be referred back to the Senate Graduate Studies Committee.
    The motion to refer failed for lack of a second.
    T. Mallinson suggested addition of the words "at S.F.U." at
    the end of section C, but D. Sullivan observed there was already
    regulation preventing members of this faculty from taking higher
    degrees at S.F.U.
    Question was called on the amendment, and a vote taken.
    AMENDMENT FAILED
    The Chairman requested that it be noted in the minutes that the
    vote against the amendment was unanimous with no absentions.

    Because it related to the paper just debated, J. Wheatley asked
    that Paper S.71-112 be next considered.
    3. Paper S.71-112 - Composition of Graduate Studies Committees
    Moved by J. Wheatley, seconded by A. Lachlan,
    "That the paper entitled 'Composition of
    the Senate Graduate Studies Committee and
    the Executive Committee of the Senate
    Graduate Studies Committee' be accepted."
    J. Wheatley stated that the paper provided more stringent require-
    ments for alternate members on the Committee. C. Basham was of the
    opinion that alternate student members should be elected rather than
    selected.

    "That Section A 5 have added the words 'or his
    alternate' between the words 'representative
    ....from'; that the last sentence of A (ii)
    have added the words 'so elected' between the
    words 'student .... at'; and that Section A(iii)
    have added the words 'and'a1ternates' between
    the words 'representatives .... Shall."
    Question was called on the amendment, and a vote taken.

    .2. Paper S.71-111 - Amendment to 6.1, 12.1, 13.4 of the General
    Regulations
    Moved by J. Wheatley, seconded by A. Lachlan,
    "That the words 'full-time' be struck from
    Sections 6.1, 12.1 and 13.4 of the General
    Regulations for Graduate Studies."
    J. Wheatley commented that the term "full-time" created many
    problems, and that residence requirements for a graduate degree are
    well satisfied if a student is actively pursuing an approved program.
    Question was called, and a vote taken.
