    The Chairman announced that N. J. Lincoln was substituting for
    the Dean of Arts, D. H. Sullivan, at the meeting. He then intro-
    duced S. Aronoff, recently appointed Dean of Science, and R. E.
    Jennings, who had been elected to Senate to temporarily replace
    H. Weinberg from September 1, 1971 to August 31, 1972.
    Moved by K. Rieckhoff, seconded by R. Bradley,
    "That S. Aronoff and R. E. Jennings be seated
    on Senate."

    1. APPROVAL OF AGENDA
    The agenda was approved as circulated.
    2. APPROVAL OF MINUTES
    S. O'Connell referred to the minutes in connection with Paper
    S.71-81 - Report on Charge Concerning Referral of Paper S.71-51,
    Reorganization of Educational Foundations Centre and Approval of
    Courses - and suggested that if the comments on page 4, paragraph 2
    is ? agreed
    worded differently the intent would be clarified. The Chairman
    agreed that the words "and on an interim basis' should be placed
    before the phrase "Department of Human Relations." S. O'Connell
    also requested that on page 5, in the 3rd paragraph the words
    "amount of" be altered to read "emphasis on."
    The minutes of the Open Session of August 2, 1971 were then
    approved with the variations in wording.

    REPORT OF CHAIRMAN
    Paper S.71-92 - Library Loan Policy
    The Chairman stated that Paper S.71-92 had been circulated by
    the President for information of Senate.
    Senate was also advised that the Board of Governors had approved
    the revised Selection of Departmental Chairmen procedures (Paper S.71-80)
    as approved by Senate at its meeting of August 2, 1971.

    5. REPORTS OF COMMITTEES
    1. Senate Nominating Committee
    Paper S.71-93 - Election to Various Committees
    As a member of the Senate Nominating Committee, G. Basham
    advised that the Committee had been unable to submit a complete
    list of nominations for replacements required to fill vacancies
    upon expiration of terms of office on two Senate Committees.
    He noted that one nomination was required for the Senate Library
    Committee and two nominations required for the Senate Nominating
    Committee.
    Moved by G. Basham, seconded by I. Mugridge,
    "That the individuals nominated for the Senate
    Committee on Honorary Degrees, Senate Committee
    on Scholarships, Awards and Bursaries, Senate
    Undergraduate Admissions Board (SUAB) and Senate
    Committee on Undergraduate Studies be declared
    elected by acclamation."

    Paper S.71-95 - Curriculum Changes: New Graduate Course.,
    Mathematics 800-4
    Moved by J. Wheatley, seconded by K. Rieckhoff,
    "That the new course proposal for Mathematics
    800-4 as set forth in Paper S.71-95 be approved.".
    The Dean of Graduate Studies requested that Senate indicate Its
    approval or disapproval of offering of special topics courses as pro-
    posed. K. Rieckhoff questioned.whether the provision of one number
    for such courses was adequate, but it was suggested by R. Carlson
    that special topics courses could be listed under separate headings
    on transcripts from semester to semester. The Registrar noted this
    had been possible on the clerical system for graduate courses, but
    not on the computer system for undergraduate courses and it was
    intended to convert to a computerized system at the graduate level
    but with somewhat greater flexibility than previously.

    Following discussion it was agreed by the mover and the seconder
    that an amendment to the motion would bR included to specify that
    'a
    student taking a minor in conjunction with a major must fulfill re-
    quirements for that minor in at least two Departments other than that
    of the major, and the amendment was accepted by the assembly.
    The Chairman voiced concern on the wording of the last Canadian
    content course and several Senators felt that teaching faculty should
    not be named in the specification of Canadian content
    -courses, their

    concern being in connection with Psychology 106-3 - Social Issues.
    R. Brown explained that courses for the program and the teaching
    staff required the approval of the coordinating committee as the
    content emphasis could vary from time to time. He indicated he
    would take the proposal on this course back to the committee and
    request an acceptable revision of wording in order that identifi-
    cation of teaching faculty would be eliminated from the program
    proposal. K. Rieckhoff suggested that if the content were indeed
    to change in this way that it might be preferable to utilize two
    separate numbers for clarity with possibly Psychology 106 for the
    broad course and Psychology 107 for Social Issues - Canada.
    Question was called on the motion, including the list of
    Canadian content courses with the exception of Psychology 106-3,
    and a vote taken.

    The motion approved by Senate reads as follows:
    "That the minor degree in Canadian Studies consist of
    23 hours taken from an approved list of Canadian con-
    tent courses.
    That the 23 hours consist of 9 lower division credit
    hours, including Canadian Studies 200-3 and 14 upper
    division credit hours, including at least one of
    Canadian Studies 400-5 or 401-5. Students taking a
    minor in conjunction with a major must fulfill re-
    quirements for that minor in at least two Departments
    other than that of the major.
    That the attached list of Canadian content courses,
    with the exception of Psychology 106-3, be approved
    for use in the program."
    2. Paper S.71-97 - Revision of General Studies Degree Requirements
    Moved by R. Brown, seconded by I. Mugridge,
    "That Senate approve the Revision of
    Requirements for the General Studies
    Degree as set forth in Paper 6.71-97."
    R. Brown commented that it had been difficult for Departments,
    particularly in the Faculty of Arts, to delineate courses as being
    in the areas of Humanities, Social Sciences and Natural Sciences as
    this varied in any given semester because of the teaching methods
    of the involved faculty, and that an alternate to the original pro-
    posal had been devised to promote introduction to the three areas of
    learning by the requirement of at least 15 hours within the Faculty
    of Science, and 30 hours in Arts and/or Education.

    Several Senators expressed the view that some students would
    select courses requiring the least effort in Science or other areas
    in order to acquire a degree in General Studies which would dis-
    credit the determination of others seeking. to qualify themselves
    for the degree in a specialized area of the General Studies Program.
    Substitute motion was moved by J. Wheatley, seconded by D.
    Birch,
    "That requirement (c) of the regulations
    for the Bachelor of General Studies degree
    approved in Paper S.436 Revised be struck."
    Considerable debate followed with Senators expressing views on
    the further liberalization of student selection of credit courses
    for degree purposes and the possible resultant reflection on the
    individual students and the University through degrees held by
    graduates of highly diversified or narrowly concentrated courses
    taken under the Division of General Studies. There was division
    of opinion as to whether the requirements for the Bachelor of General
    Studies degree should be altered when the original concept had under-
    gone concentrated study and serious discussion, expecting some aspects
    of breadth of exposure to the areas of Humanities, Social Sciences and
    Natural Sciences.

    Academic Planning Committee for further
    consideration and a report to the Senate
    meeting of December, 1971."

    Other Items
    K. Rieckhoff enquired if the Senate Agenda Committee has the
    power to refer items submitted for Senate to a Committee which is
    not a Senate Committee. The Chairman replied that the Senate Agenda
    Committee is advisory to the Chairman of Senate, and that the Chair-
    man of Senate, as the Chief Executive Officer of the University,
    may seek advice from any source.
