The Chairman asked the Secretary of Senate to read the results
of recent elections to Senate. H. Evans listed the undernoted newly
elected and re-elected Senators:
Elected for terms of office from June 1, 1971 to May 31, 1974:
P. L. Wagner elected by Faculty of Arts to replace K. R. Burstein
T.
J.
Mallinson elected by Faculty of Education to replace J. F.
Ellis
K. K. Nair elected by Faculty of Science to replace W. E. Vidaver.
Re-elected for a three year term from June 1, 1971 to May 31, 1974:

Moved by M. Campbell, seconded by D. Baird,

The agenda was approved as distributed.

APPROVAL OF MINUTES
The minutes of the Open Session of May 10, 1971 were approved as
circulated.

BUSINESS ARISING FROM THE MINUTES
Paper S.71-73 - Amendment to General Regulations for Graduate Studies
(Section 12.0) (Partial Revision of S.71-56)
The re-wording of Section 12.0 of the Amendment to General
Regulations for Graduate Studies was noted.
4.
REPORT OF CHAIRMAN
Paper S.71-74 - Election to Board of Governors
It was explained by the Chairman that Senator G. D. Basham had
been elected as a Senator to the Board of Governors in January of
this year to replace one of three Senators on the Board for the balance
of a term of office to May 31, 1972. Because it was not clear whether
Senator Basham's term on the Board would expire with his original term
as a Senator (May 31, 1971) or with his re-election would continue for

the balance of the term on the Board to May 31, 1972, the Chairman
recommended to Senate that it recognize its right to hold an
election to the Board, but that it waive that right in order that
Senator Basham continue in office on the Board to May 31, 1972.
Moved by K. Rieckhoff, seconded by A. Lachlan,
"That Senate recognizes its right to hold an
election to the Board of Governors but waives
that right in order that the person earlier
elected continue in office on the Board to
May 31, 1972."
M. Campbell requested that it be recorded that he was in
opposition to the motion on the grounds that he felt Senate was
again disregarding its own rules and setting up procedures to satisfy
its own purposes. He claimed that if Senate continues to do this it
has no right to be upset over other bodies, either on the campus or
elsewhere, doing the same thing.
Question was called, and a vote taken.

5. REPORTS OF COMMITTEES
Academic Planning Committee
Paper S.71-75 - Program in Latin American Studies (Revision of S.71-50)
Moved by B. Wilson, seconded by D. Birch,
1.
"That Senate approve the establishment of a program
in Latin American Studies and that responsibility
for the program rest in the Division of General Studies
with the organization and administration to be set Out
as described in Senate Paper S.71-32.
2.
That the program consist of a minor in Latin American
Studies requiring 23 hours taken from an approved list
of courses in at least two Departments other than the
major, if any, including the following:
(a) L.A.S. 1003;
(b)
14 upper division credit hours including at least
one of L.A.S. 402-5, 403-5, or 404-5, with the
remaining 9 hours to be taken from the approved
list of Latin American content courses;
(c)
competence in an approved language.

That the implementation date of the program be no
earlier than September 1971.

That Senate approve (a) L.A.S. 100-3 (Appendix 1)

Moved by B. Wilson, seconded by R. Brown,
"That Senate suspend its rules to permit the
offering of the new Latin American Studies
courses earlier than the normal two semester
delay following approval. It is understood
that the offering of these courses is contin-
gent upon Board approval of the program."
Question was called, and a vote taken.

6. REPORTS OF FACULTIES
Faculty of Arts Undergraduate Curriculum Changes
Paper S.71-76 - New Courses: Geography 317-3; PSA 349-5?
Moved by D. Sullivan, seconded by M. Campbell,
"That Senate approve the new course proposals
for Geography 317-3 - 'Soil Geography,' and
PSA 349-5 - 'Regional Studies in Politics:
Africa,' as outlined in Paper S.71-76."
Question was called, and a vote taken.
MOTION CARRIED
Moved by D. Sullivan, seconded by R. Brown,
"That Senate suspend its rules with regard
to the two semester time lag requirement for
the offering of courses in order that Geography
317-3 - 'Soil Geography' may be first offered
in the Spring 1972 Semester."
J. Wheatley suggested that the "time lag" rule should be re-
written rather than continually suspended. K. Rieckhoff offered
the opinion that the rule was effective in deterring great rushes
of new courses prior to the commencement of each new semester. He
explained that the rule had been established for that purpose and
added that it should be retained for that purpose. He felt also
that there would always be exceptions and that the courses before
Senate were examples of those exceptions.

M. Campbell, on a point of order, suggested that the discussion
was out of order as there was a motion on the floor dealing with sus-
pension of a Senate rule. The Chairman ruled that the debate was in
order as the speaker was speaking to the propriety of suspending the
rule.
B. Wilson offered the further explanation that a pre-registration
system was expected to be operative within the next few months and it
would then be essential that there be appropriate notice of new courses
in order that students may be notified that such courses are available.
Question was called, and a vote taken.

Moved by D. Sullivan, seconded by G. Donetz,
"That Senate suspend its rules with regard to
the two semester time lag requirement for the
offering of courses in order that PSA 349-5 -
'Regional Studies in Politics: Africa' may be
first offered in the Fall 1971 Semester."
Question was called, and a vote taken.
