The Chairman introduced Dr. Jon Wheatley, recently appointed
Dean of Graduate Studies, and welcomed him to Senate.
1. APPROVAL OF AGENDA
The agenda was approved as distributed.
2.
APPROVAL OF MINUTES
The minutes of the Open Session of April 5, 1971 were approved
as circulated.
3.
BUSINESS ARISING FROM THE MINUTES
There was no business arising from the minutes.
4.
REPORT OF CHAIRMAN
The Chairman drew attention to a paper which he had requested
the Secretary of Senate to circulate (subsequently numbered Paper
S.71-71) which outlined four charges to the Academic Planning
Committee concerning the referral by Senate of Paper S.71-51 -
Reorganization of Educational Foundations Centre and Approval of
Courses. He stated that this paper had been distributed to Senators
for information.
5.
REPORTS OF COMMITTEES
1. Senate Nominating Committee
Paper S.71-55 - Election of Senators to Various Committees
The Chairman reported that since the distribution of Paper
S.71-55, T. J. Mallinson had withdrawn his name as a candidate for
the Senate Committee to Review Senate Procedures and Establish
Codification and that J. Wheatley had since been nominated. He
noted also that M. S. O'Connell was the only individual nominated
to stand in the election to the Senate Nominating Committee.
Moved by R. Bradley, seconded by D. Sullivan,
"That the individual nominated to the Senate
Committee to Review Senate Procedures and
Establish Codification (ad hoc), J. Wheatley,
be elected by acclamation."
Senator Campbell interjected at this point and stated that in
his view in future the Senate Nominating Committee should bring
forward the names of several candidates for the positions to be

filled rather than only the number required to fill Committee
vacancies.

Moved by D. Sullivan, seconded by R. Bradley,
"That the individual nominated to the
Senate Nominating Committee, M. S. O'Connell,
be elected by acclamation."

The Chairman advised that, in addition to the nominations
submitted by the Senate Nominating Committee for election to the
Academic Planning Committee, Senators had nominated T. J. Mallinson
to replace J. F. Ellis; and that R. C. Brown and K. E. Rieckhoff
had been nominated to temporarily replace I. Mugridge. Ballots
were then distributed for the election to the Academic Planning
Committee.

At this point the Chairman advised that Professor J. M. Webster
would be in attendance to answer any questions in connection with
Paper S.71-56 - Amendments to General Regulations for Graduate
Studies, and unless there were objections Senate could move on to the
next item of business while awaiting Professor Webster's arrival.
There were no objections.
2. Senate Undergraduate Admissions Board
Paper S.71-57.-- Course Challenge (Revision of S.71-37
Moved by B. Wilson, seconded by R. Harper,
"That Senate approve the proposal contained
in Paper S.71-57 for Course Challenge for a
one-year trial period, and for the courses
indicated."
An amendment was moved by A. Lachlan to delete the words
"for
the courses indicated" and substitute the words "all courses," but
the Chairman ruled the amendment out of order on the grounds that
it was extreme to the recommendation brought forward by the Senate
Undergraduate Admissions Board.

Amendment was moved by J. Ellis, seconded by R. Harper,
"To strike the word "indicated" and add the
words "approved for challenge by the Senate
Undergraduate Admissions Board (SUAB)."
B. Wilson stated that he would be happy to accept the amendment
and added that courses for challenge should be signed by the Chairman
of the Department and that it is appropriate if there is interest in
entering courses for Course Challenge that the Senate Undergraduate
Admissions Board pass judgment on whether or not the courses proposed
be classed as challenge courses.
Question was called on the amended motion, and a vote taken.
MOTION CARRIED
The amended motion as approved by Senate reads as follows:
"That Senate approve the proposal contained in Paper
S.71-57 for Course Challenge for a one-year trial
period, and for the courses approved for challenge
by the Senate Undergraduate Admissions Board (SUAB)."

Paper S.71-58 - Amendment to Course Change and Withdrawal
Regulations (Revision of S.71-39)
Moved by B. Wilson, seconded by H. Weinberg,
1. "That late entry into a course be permitted
until the end of the 3rd week of classes with
the proviso that in the 2nd and 3rd weeks
permission of the professor teaching the course
be required, as well as that of the Departmental
Chairman or his designate.
2.
That a student request for a waiver of the
course drop date on the basis of extenuating
circumstances, be granted, if the professor
teaching the course and the Departmental
Chairman or his designate approve it. The last
day such requests could be approved would be
seven days before the commencement of the
examination period."
B. Wilson drew Senate's attention to editorial changes which
had been made, altering the original version of the motion in the
covering page to Paper S.71-58. He asked that it be recorded in
the minutes that if a student uses the option it will be assumed

for the purpose of fee calculations and similar matters that the
student has been in the particular course or courses from the
beginning of the semester.
Question was called, and a vote taken.

As Professor Webster had at this point arrived at the meeting,
Senate's attention was then directed to the submission of the
Senate Graduate Studies Committee, Paper S.71-56.

Senate Graduate Studies Committee
Pa p er S.71-56 - Amendments to General Re2ulations for Graduate
Studies
Moved by J. Wheatley, seconded by D. Sullivan,
"That the amendments to sections 5.3, 10.4,
12.0, 12.1, 12.2, 12.3, 12.4 and 12.5 of
the General Regulations for Graduate Studies
approved by the Senate Graduate Studies
Committee be approved by Senate."
Discussion followed with emphasis on Sections 5.3 (Supervisory
Committee), 12.0 (Examinations), and 10.4 (Residence).

Senator Lachlan queried whether or not a graduate student would
now not have supervision of his program during his first semester.
Professor Webster, formerly interim Dean of Graduate Studies, pointed
out that normally Departments have their own mechanism for super-
vising a student and his program when he first enters as a graduate,
and consequently, he would not need the Supervisory Committee
initially.
Question arose in respect of item 12.0 with regard to the type
and timing of examinations. It was felt that it was too late for the
Supervisory Committee to consider the work done by the candidate "at
the conclusion of the candidate's program." It was suggested that
the words "a time approaching" would be inserted in the second sentence
of Section 12.0 (Examinations) between the words "At" and "the con-
clusion." There was considerable discussion on this point and the
Chairman finally stated that he would appoint two persons to re-word
this regulation when approved by Senate.
Debate followed on the matter of Residence requirements. Senator
Harper felt that there should be greater flexibility with regard to
permitting a student to be on leave from his studies. He stated that
the student's Supervisory Committee should be permitted to decide when
and under what conditions this freedom could be given.
Amendment to Section 10.4 was moved by R. Harper, seconded by
H. Weinberg,
"That the last sentence in Section 10.4 be
amended by striking the words 'Senate
Graduate Studies Committee' and substituting
the words 'student's Supervisory Committee.'"
K. Rieckhoff spoke against the amendment, stating that it would
lead to inconsistencies in the regulations and that control should be
maintained by the Faculty and Senate Graduate Studies Committees over
Supervisory Committees. Other Senators felt that the Dean of Graduate
Studies would have all necessary documentation in connection with
requests for on-leave status and that he should make the decision for
modification.
It was agreed by the mover and seconder that the words "and the
Dean of Graduate Studies" would be added to the amendment, with the
new wording to read, "Any modification of this must be approved by
the student's Supervisory Committee and the Dean of Graduate Studies."
Moved by K. Rieckhoff, seconded by I. Mugridge,
"That section 10.4 of the Amendments to-the
General Regulations for Graduate Studies be
• referred back to the Senate Graduate Studies
Committee for revision."
