    The Chairman of Senate asked the Secretary to read the results
    of recent elections conducted for Senate replacements. H. M. Evans,
    Registrar and Secretary of Senate stated that the Faculty of Arts
    had elected I. Mugridge from date of election to May 31, 1971 to
    complete the balance of term of office previously held by J. F.
    Hutchinson, and that Joint Faculty had elected C. L. Hamilton from
    September 1, 1970 to August 31, 1971 to replace temporarily W. E.
    Williams.
    Moved by K. Rieckhoff, seconded by R. Bradley,
    "That the newly elected Senators be seated."
    MOTION CARRIED.
    The Chairman then formally introduced Dr. B. G. Wilson, the
    newly appointed Vice-President, Academic.

    M. Campbell stated that his objections as outlined on page 3 of
    the minutes of the Open Session of August 3, 1970 still prevailed and
    that he would abstain from voting on any motion of Senate until
    further notice. He requested that his remarks be recorded in the
    minutes.
    The minutes of the Open Session of August 3, 1970 were approved
    as distributed.

    5. REPORTS OF COMMITTEES
    a) Paper S.398. - Senate Nominating Committee - Election to Senate
    Committees
    The Chairman called upon the Director of Secretariat Services,
    I. Kelsey, to outline developments with regard to nominations since
    the distribution to Senators of Paper S.398.
    I.Kelsey stated that a number of additions and deletions had
    been made to the list of nominations as recorded in Paper S.398.
    He pointed out that the following changes should be noted.

    as the Faculty of Science representative to the Senate Committee on
    Scholarships, Awards and Bursaries if Senate so wished to have A. N.
    Unrau serve beyond the normal two consecutive terms; and that Senate
    move that the remaining

    Awards and Bursaries, a motion was required to suspend the rules of
    Senate in order that, if it was the wish of Senate, he might continue
    to serve as the Faculty of Science representative.

    Senate Committee on Undergraduate Admissions and

    Moved by K. Rieckhoff, seconded by.D. Sullivan,
    "That Senate adopt Paper S.404 - Transient
    Work at Other Institutions."
    The Chairman requested that D. Meakin be permitted to provide
    information and reasons for various decisions of the Senate Committee
    on Undergraduate Admissions and Standings contained in the paper. D.
    Meakin explained that the philosophy of the Ellis Report had been
    carried out in specifying that 50% of degree credit could be acquired
    for work at other institutions but the balance of the academic work
    must be completed at Simon Fraser University for the purposes of a
    Simon Fraser University degree.
    Amendment moved by A. Lachlan, seconded by J. Ellis,
    "That the sentence 'The last 30 semester hour
    of a student's degree program must be taken
    at Simon Fraser University' contained in the
    third paragraph of Paper S.404, be deleted."

    A. Lachlan stated that the stipulation could possibly cause
    inconvenience to an out-of-town student who required only a
    minimum number of hours to complete the degree requirement. J.
    Ellis claimed that a statement such as "Within the last 60 hours
    of degree requirement 30 hours must be taken at Simon Fraser
    University" would serve a purpose. W. Vidaver favored the
    amendment, commenting that the stipulation in the paper was
    arbitrary and restrictive.
    Question was called, and a vote taken to delete the words,
    "The last 30 semester hours of a student's degree program must be
    taken at Simon Fraser University."

    graph of Paper S.404 be amended to read
    'Transient work by students on probation

    Dean of the Faculty.'"
    Motion was made that the question be divided, vote was under-
    taken, and the question was divided.
    Considerable debate followed on the first part of the divided
    question,
    "That the first sentence in the second
    paragraph of Paper S.404, reading
    'Transfer credit will not be granted
    for work at a two-year institution
    after a student has been registered at
    Simon Fraser University' be deleted."
    Discussion revolved around availability of specialized courses
    and the restrictive resources of the University.

    Question was called, and a vote taken to delete the sentence,
    "Transfer credit will not be granted for work at a two-year insti-
    tution after a student has been registered at Simon Fraser
    University."

    Discussion then centered on the second part of the divided
    question, ?

    "That the second sentence in the second
    paragraph of Paper S.404 be amended to read,
    'Transient work by students on probation or
    required to withdraw status is permitted
    only after obtaining permission in advance
    from the Chairman of the Department, if a
    major has been declared, and from the Dean
    of the Faculty.'"
    C. Basham stated that students who had made poor choices in
    their academic goals and who wished to improve their standing
    ? should not be denied the opportunity. D. Sullivan argued that the
    motion was badly worded and he objected to the Chairman of the
    Department and the Dean being obliged to grant permission in such
    instances as this type of question should be decided by the Appeals
    Board. The Basham/Vidaver amendment was then withdrawn.
    Amendment moved by D. Sullivan, seconded by R. McAninch,
    "That the second paragraph of Paper S.404
    be amended to read, 'Credit for transient
    work done by students on probation or who
    have been required to withdraw from this
    institution shall not be permitted unless
    approved by the Senate Appeals Board."'
    The Chairman pointed out that Senate had previously created
    a Senate Undergraduate Admissions Board which was the logical
    Committee to deal with this type of question.
    Moved by J. Ellis, seconded by R. Harper,
    "That the amendment, 'Credit for transient
    work done by students on probation or who
    have been required to withdraw from this
    institution shall not be permitted unless

    postponed until advice is received from
    the Senate Undergraduate Admissions Board."

    The Chairman pointed out that in accordance with the motion
    passed at the beginning of the meeting the next item to be considered
    was Paper S.405, dealing with Modification of the Summer Semester.
    c) Paper S.405 - Report of the Academic Planning Committee -
    Modification of the Summer Semester
    Moved by J. Ellis, seconded by S. O'Connell,
    "That the recommendations contained on page 4
    of Paper S.405 - Modification of the Summer
    Semester - be adopted."
    D. Strand pointed out that this proposal of the Academic fanning
    Committee was the first of a series of proposals and the question of
    implementation and priority was not before Senate. The question be-
    fore Senate was whether or not it wished to modify the Summer semester
    in accordance with the recommendations from the Academic Planning
    Committee. He asked the Academic Planner, J. Chase, to speak to the
    paper.
    J. Chase explained that although there were administrative
    problems to be met in establishing and operating the program, the
    Academic Planning Committee supported the proposal to establish an
    eight week session in the latter half of the Summer semester.
    The Chairman then asked Senators to ask, questions of either the
    Academic Planner or other members of the Committee. Anumber of
    questions followed with the substance of replies noted here.
    S. O'Connell requested that it be noted that it would be
    desirable to amend Recommendation No. 1 by substituting the words
    "latter half of the Summer session" for "July/August." As there
    was no objection, it was agreed this change in wording would be
    made.
    J. Ellis stated that although research evidence on the sound-
    ness of compressing courses was not conclusive, a number of insti-
    tutions had been offering somewhat similar programs for years, and
    that the important variables for success appeared to be motivation
    of students and capability of faculty. He added that the program
    would not only enable Professional Development Program students to
    meet degree requirements in condensed courses, but it would be of
    help to the wider community in the form of a continuing educational
    program.

    D. Sullivan suggested that the program would in effect sub-
    sidize the employment preferences of one group of people. However,
    B. Wilson approved of a university subsidy which would improve the
    education of a certain group of individuals and added that he would
    like to see the University extend its offerings to the community
    through more late afternoon and evening courses. He said that
    increasing student enrolment could be expected from development of
    well thought out programs in continuing education.
    Question was called on all the recommendations contained on
    page 4 of the paper, and a vote taken.

    Paper S.399 - History Changes
    D. Sullivan drew attention to samples of five Arts program
    proposals which had been distributed prior to the meeting and which
    would be submitted for consideration at the next Senate meeting.
    Moved by D. Sullivan, seconded by J. Kenward,
    "That the contents of Paper S.399 - History
    Changes - be approved."
    Question was called, and a vote taken.

    The Chairman noted that approval of the contents of Paper S.399
    should not be interpreted as adoption of. the numbers to be designated
    to the courses. These would be worked out between the Department and
    the Registrar.

    Paper S.400 - Geography Changes

    "That the Faculty of Arts proposal for a
    new course in Geography, 452-5, entitled
    'Theoretical and Computer Cartography'

    "That the reorganization of Professional
    Development Centre courses and the addi-
    tion of a Minor in the Professional
    Development Centre, as outlined in Paper
    S.402, be approved."

    a) Notice of Motion
    Paper S.403 - Retroactive Credit for Ontario Grade 13 Students
    C. Basham pointed out an error in the paper, and requested
    that the word "Ontario" contained in the third line of the fourth
    paragraph be struck.
    Moved by G. Basham, seconded by R. McAninch,
    "That the following motion, contained in Paper
    S.403, be adopted."
    'That Ontario Grade XIII students who were
    admitted without transfer credit to Fall
    1968, Spring and Summer 1969, and who fulfil
    the admission requirements as specified in
    the 1970-71 University Calendar, be granted
    credit according to current practices.
    In those subjects where assigned transfer
    credit is given, double credit will not be

    allowed when the work has subsequently been?
    repeated at SF0.
    In any subject where unassigned subject
    credit is given, transfer credit will not
    be awarded if the student has taken six or
    more hours at the 100 level in that subject
    at SFU. If a student has taken less than
    six hours in that subject at SFU, he will
    be awarded credit to make his 100 level in
    that subject, including Grade XIII, up to
    six hours.
    Application by a student for retroactive
    consideration of transfer credit may only
    be made once. This will automatically
    ensure a complete review of the applicant's
    record.
    Applications will be permitted up to January
    31, 1971.'
    G. Basham stated that he was under the impression that the
    Senate Committee on Undergraduate Admissions and Standings did
    not intend to deal with this matter, and that Senator Brown had
    recommended that he submit it to Senate.
    J. Ellis stated that inasmuch as Senate has delegated to
    the Senate Undergraduate Admissions Board the specification of
    regulations of this type it would be inappropriate for Senate
    to consider the matter without a recommendation from SUAB.
    Question was called on the motion to.adopt the motion in
    Paper S.403, and a vote taken.
