    1. APPROVAL OF AGENDA
    Moved by M. Campbell, seconded by S. Drache,
    "That the following motion be placed on the
    agenda immediately following No. 1 on approval
    of the agenda: 'That this Senate immediately
    call a meeting of Convocation to perform its
    duties as outlined under Section 9, Sub-section
    1 of the Universities Act, and that the date of
    this meeting shall be August 15, 1970."'
    M. Campbell stated that although he did not wish to cast asper-
    sions or question the integrity of Dr. Strand, he was concerned about
    the violations of procedure and due process which had occurred during
    the past year and especially in the past few weeks with regard to the
    hearings conducted on the suspension and dismissal of faculty members
    in the Political Science, Sociology and Anthropology Department.
    As his name had been brought up with regard to the motion, the
    Chairman relinquished the Chair and asked the most senior Dean to
    assume chairmanship of Senate while this motion was being discussed.

    J. Barlow, Acting Dean of Science, assumed the Chair.
    In speaking for the addition of this item on the agenda, M.
    Campbell went on to say that it has been practice in this country to
    follow natural justice in dealing with certain issues rather than due
    process of the law where those laws or rules are against the concept
    of natural justice. He claimed that the University was changing from
    following lawful procedures to a manner which is unlawful, that is,
    operating without the law rather than against the law. He added that
    in his estimation the President has

    been unwilling or unable to oppose
    a certain faction of the faculty and asa result members of the University
    and the public are confused as to whether the President is responsible
    to the Board of Governors or to another group. Senator Campbell asked
    that a meeting of Convocation be held, as a body, to deal with any and
    all aspects of the University.
    S. Drache supported M. Campbell's remarks and added that as a non-
    University member of Senate she was unable to sit on Senate and carry
    out her elected job adequately as a Senator without a clear restatement
    of University goals, definition of the democratic process as carried on
    at the University, and a definition of the wise use of corporate powers.
    She added that she believed the institution is in a crisis and that it
    was important for Convocation to deal with the crisis now.

    Question was called on the motion to include this item on the
    agenda, and a vote taken.

    It was then moved by M. Campbell, seconded by S. Drache, "That
    this. matter be reconsidered and entered on the minutes." The Chairman
    noted that this motion was intended to be made when a meeting of the
    body was an unrepresentative one, and could be made only by a person
    who had voted with the prevailing side, and ruled the motion out of
    order. His ruling was challenged by S. Drache, seconded by M. Campbell,
    and a vote taken. The ruling of the Chair was upheld by a vote of 12
    in favor, 4 opposed and 3 abstentions.
    M. Campbell requested that his negative vote be recorded, together
    with an indication of his strong feelings against the procedure. He
    added that in his opinion anything further Senate did would be a viola-
    tion of rules. He wished it recorded that he left the meeting at this
    point (7:56 p.m.).
    D. Sullivan requested that his affirmative vote be recorded, that
    he upheld the ruling of the Chair, and that he believed the practices
    Senate was following are procedural.
    At this point Dr. Strand resumed chairmanship of the meeting.

    "That the agenda be approved as circulated."
    Question was called, and a vote taken.

    APPROVAL OF MINUTES
    The minutes of the Open Session of July 6, 1970 were approved as
    circulated.

    BUSINESS ARISING FROM THE MINUTES
    a) Paper S.393 - Progress Report of Academic Planning Committee -
    Report on Referral of Faculty of Education Proposal to Offer Courses
    in Either or Both the First and Second Two Month Periods of Each
    Summer Semester
    It was noted that the Committee had been unable to complete its
    report prior to the deadline for submissions to the Senate Agenda
    Committee and that this paper had been prepared to indicate the proposed

    analysis for the Faculty of Education proposal. D. Sullivan asked
    whether or not it would be helpful at this time to hear from the
    other Faculties on their views on the proposal. In response to this
    query D. Birch, Acting Dean of Education, replied that he would be
    pleased to have the submissions from the other two Faculties but that
    rather than taking up the time of Senate at its meeting tonight, he
    thought it would be better to have the submissions sent directly to
    the Faculty of Education and to the Academic Planning Committee.
    J. Ellis noted time constraints and enquired whether Senate
    could later waive its rules on time, to which the Chairman responded
    in the affirmative provided Senate so wished to do when the analysis
    was completed.
    b) Other Business
    In reply to a query by R. Bradley as to the status of Paper S.358
    (Report of Senate Committee on the Method of Appointment, Tenure and
    Functions of Deans and Heads of Departments), the Chairman stated that
    the section on procedures for selection of the Dean's Search Committee
    had been approved by the Board, that the section on the responsibilities
    of Deans has been referred to the University lawyers for legal advice,
    and that the remaining sections had been recommended for adoption by the
    . ?
    Staff and Organization Committee of the Board but have not yet been
    approved by the Board.

    addition to the names submitted by the Senate Nominating
    Committee, one further nomination had been received by the Secretary of
    Senate, that of A. H. Lachlan, submitted by K. E. Rieckhoff, as a
    candidate in the election for one Senator at large to the Senate Under-
    graduate Admissions Board (SUAB). It was pointed out by the Chairman
    that with the addition of this name only one election would need to be
    held, and that the other individuals named in Paper S.389 could be
    elected by acclamation by Senate with a motion to that effect.
    Moved by J. Ellis, seconded by K. Rieckhoff,
    "That with the exception of the election of one
    Senator at large to the Senate Undergraduate

    The Chairman of the Senate Committee on Graduate Studies, J. Webster,
    advised Senate that the paper had been re-written to cover a few minor
    changes and that it had been approved by the Department and the Committees.
    Moved by K. Rieckhoff, seconded by R. Brown,
    "That Paper S.390 - Revised Master's and Doctoral
    Programs in Geography - be adopted."

    ii) Paper S.391 - General Regulations for Graduate Studies
    J. Webster stated that the Graduate Studies Committee had attempted
    to provide a base line of guiding principles to replace a variety of
    regulations now utilized by individual Departments.
    Moved by K. Rieckhoff, seconded by D. Sullivan,
    "That Senate approve the new General Regulations
    for Graduate Studies as set forth in Paper S.391."
    Question was called, and a vote taken.

    Moved by K. Rieckhoff, seconded by D. Sullivan,
    "That these procedures be implemented by the
    Departments, Faculties and Registrar's Office
    commencing in the Fall semester 70-3. Students
    already registered in a graduate program will be
    covered by these procedures but in special in-
    stances where full application of the procedures
    . would be ithpractical, waiver in favor of the student
    may be made by the Executive Committee of the Senate
    Committee on Graduate Studies."
    J. Webster stated that the paper covered graduation and admission
    processes and added that full implementation of the system might be
    delayed until as late as the Summer semester of 1971.

    c) Papers S.392, S.392a - Senate Committee on Examination and Grading
    Practices Interim Report on Referrals of Papers S.375, S.379 and
    Related Matters
    Paper S.392a was distributed as an addendum to Paper S.392.
    Moved by K. Rieckhoff, seconded by D. Sullivan,
    "That for the Summer Semester 70-2, if a student is
    to receive credit without grade in one or more courses
    for the current semester then a substitute grading be
    calculated, for use by the Senate Scholarship Committee
    and by the Senate Committee on Undergraduate Admissions

    and Standings but not for entry on statements of marks
    or transcripts. The substitute grading average will be
    calculated as follows:

    average on work undertaken in this institution

    "That, for calculating a substitute grading for
    Semester 70-2, in those instances where a student
    has no prior record at this institution but where
    the student this semester has courses with approved
    gradings in 11 or more hours, the student's average
    will be calculated on the courses comprising the 11
    or more hours."

    Moved by R. Harper, seconded by W. Vidaver,
    "That Senate offer a vote of appreciation to
    Dr. L. A. Boland and his Committee for the
    fine work they had accomplished."
