Dr. Strand, the Chairman of Senate, asked the Secretary of Senate
to read results of recent elections conducted by Senate to replace
Senators who had either resigned or whose terms as Senators had expired.
H. Evans, Registrar and Secretary of Senate, stated that the following
individuals had been elected to Senate with terms of office as noted:

REPORT OF CHAIRMAN
The Chairman reported to Senate that he had taken the report?

Tenure and Functions of Deans of Faculties, to the Board
of Governors and recommended that it be adopted. The report was
deferred, however, to a second meeting until such time as the President
and the Chairman of the Board had agreed on one proposed change.

5. REPORTS OF COMMITTEES
Paper S.374 - Senate Nominating Committee - Elections to Senate
Committees
Dr. Strand stated that in addition to the names submitted by
the Senate Nominating Committee to fill vacancies on Senate Committees
as outlined in Paper S.374, two additional names had been received by
the Secretary of Senate prior to the 72 hour deadline for the sub-
mission of nominations and should therefore be added to Paper S.374.
He stated that the name of R. Harper had been submitted by D.
Baird as a Faculty of Education Senator for the Senate Committee on
Honorary Degrees, and the name of G. Basham was submitted by J.
Kenward as a candidate for the Senate Agenda Committee. He pointed
out that with the addition of these two names only one election needed
to be conducted by Senate at this time, that is., election of two
Senators to the Senate Agenda Committee with the candidates being
G. Basham, R. Brown and K. Burstein. Ballot papers were then distri-
buted for this election.
In response to a question by Senator Rogow as to membership on
the Senate Agenda Committee, the Chairman of Senate stated that of the
previous three Senator members, A. McDougall, W. Vidaver and J. Walkley,
. only A. McDougall and W. Vidaver were still technically members, while
J. Walkley was no longer a member as his term of office expired May 31,
1970. Although Senator McDougall was technically on the Committee, he
had not attended meetings since September 1969 and therefore a motion
would be in order that he be replaced on this Committee.
Moved by K. Rieckhoff, seconded by D. Sullivan,
"That A. McDougall be replaced on the Senate
Agenda Committee."
Question was called, and a vote taken.

With the addition of R. Harper's name to the Senate Committee
on Honorary Degrees, it was apparent that the remaining vacancies on
Senate Committees would be filled by acclamation, and the Chairman of
Senate ruled that a motion to that effect would be in order.
Moved by K. Rieckhoff, seconded by J. Kenward,
"That the individuals named in Paper S.374, and
the name of R. Harper submitted subsequently to
the distribution of Paper S.374, be elected by
acclamation to the Committees, other than the
Senate Agenda Committee, outlined in Paper S.374."
Question was called, and a vote taken.

At this point J. Kenward asked whether or not there was a procedure
to deal with individuals who have not attended Senate meetings for some
time. The Chairman of Senate ruled that this point could be brought up

.J. Kenward re-introduced his question with regard to whether or
not there was a Senate procedure for removing Senators who have not
attended Senate meetings for some time. The Chairman of Senate pointed
out that there are no procedures and added that the best way to handle
the situation would be to ask the Senate Committee to Review Senate
Procedures and Establish Codification to examine this matter and come up
with a recommendation for Senate's consideration.
- Moved by J. Kenward, seconded by K. Rieckhoff,
"That the Senate Committee to Review Senate
Procedures and Establish Codification be charged
with reporting to Senate on methods for removing
from Senate those Senators who had not attended."
Question was called, and a vote taken.
