The Secretary announced the result of a recent by-election for a
student Senator wherein G. D. Basham had polled the highest number of
votes and was declared elected to the Senate to replace D. G. Korbin
for the balance of his term of office to May 31, 1971. The Chairman
introduced the new student Senator. It was then moved, seconded, and
carried that G. Basham be seated on Senate.

"that the agenda be approved as distributed."

APPROVAL OF MINUTES
The minutes of the Open Session meetings of March 2, 1970 and
March 16, 1970 were declared approved as circulated.

BUSINESS ARISING FROM THE MINUTES
K. Burstein spoke about the passage by Senate of items in which

there was doubt about the propriety of Senate's action. He referred?
specifically to approval of Physics 399-2, the method of offering it,
and approval of the Review Committees for the Faculty of Arts. As there
was little response to the statements and questions posed, discussion on
this point was not continued.
4.
REPORT OF CHAIRMAN
The Chairman announced the resignation, effective March 31, 1970,
of L. M. Srivastava as Acting Academic Vice-President. He stated that
a number of the duties previously being carried out by the Acting Academic
Vice-President had already been assigned to others, and that he proposed
to consult the Senate Nominating Committee with a view to naming Senators
to undertake functions of the Academic Vice-President which had not yet
been assigned, unless Senate had alternative suggestions. No objections
were raised.

REPORTS OF COMMITTEES
Senate Committee on Graduate Studies
a) Paper S.349 - Preparation of Graduate Calendar
Moved by J. Kenward, seconded by S. Wassermann,
"that the preparation of the Graduate Calendar for

1970-71 and subsequent years be undertaken by the
Office of the Registrar along the same lines as those
approved for preparation of the Undergraduate Calendar."

b) Paper 51350 - Second Graduate Degrees

"that the Calendar Entry for Second Master's and
Second Doctoral Degrees as outlined in Paper S.350
be approved."
An anendment was then moved by D. Sullivan, seconded by J. Walkley,
"that Item 4 of the Calendar Entry be deleted and replaced with the
wording, 'There will be no waiving of course credit requirements for the
Second Master's or Doctoral degree. "' After considerable discussion of
the particular item, D. Sullivan withdrew his motion in deference to the
following amendment.
Amendment moved by A. Lachlan, seconded by D. Sullivan,
"that Item 4 of the Calendar Entry be deleted
and replaced with the statement 'There will be
no waiving of course credit requirements and no
transfer of credit for the second Master's or
Doctoral degree."'
Considerable debate followed on this amendment with concern being
expressed that the wording did not clearly allow for cases where some
transfer of course credit would be possible. 'Several examples were cited
where transfer of credit would be advisable. These arguments for transfer
were clearly not acceptable to a number of Senators. After further dis-
cussion it was

"that Paper S.350 be referred back to the Senate
Committee on Graduate Studies for reappraisal."
After debate on the wisdom of referral back to the Committee for
reappraisal of this item, question was called on the motion to refer
and a vote taken.

It was then moved by K. Burstein that the items under discussion?
related to second Master's and second Doctoral degrees should be post-
poned until Senate made a decision as to whether or not second degrees
should be awarded by this University, but the motion failed for lack of
a second.

M. Campbell, on a point of privilege, stated that according to
Robert's Rules of Order no member could speak more than twice, called
for orders of the day and requested the Chair to enforce the rules.
The Chairman ruled that there was no variation in the order of business
and that therefore the request for orders of the day was not pertinent.
Question was called on the Lachlan/Sullivan amendment, and a vote
taken.
AMENDMENT FAILED

An amendment was moved by R. Bradley, seconded by L. Freiman,
"that in the second sentence of Item 4 of Paper S. 350 the following
words be deleted, 'in excess of the first graduate degree requirements,'
and 'and not previously counted towards a degree.'" Item 4 was then
to read: "There will be no waiving of course credit requirements for
the second Master's or Doctoral degree. However, if a student has taken
courses which are pertinent to the second degree program, a Department
may recommend to the Senate Committee on Graduate Admissions at the time
of application for admission that those courses be counted towards the
second degree. Not more than 50% of the total course credits required
for the degree can be so transferred."

Debate continued for some time on this amendment with it being pointed
out by the Registrar that there were problems relating to course overlap
and from the suggestion that courses already credited to one degree
might be credited to a second degree. The Registrar pointed out that
the general practice in Canadian Universities is not to permit double
credit. He pointed out that it would be unwise for Senate to permit
this, and added that provision could readily be made for Departments
to recommend that students be given credit for work taken in excess of
the first graduate degree and that students be exempt from certain
courses with the provision that they substitute other courses to meet
total course requirements for the second degree.
At this point the Bradley/Freiman amendment was withdrawn by the
mover and seconder, and the Registrar asked to prepare an amendment
incorporating the essential points made in the discussion on the amend-
ment.
Amendment moved by D. Sullivan, seconded by S. Drache,
"That Item 4 be amended to read as follows:
'That there will be no reduction of total course credit
requirements for the second Master's or Doctoral degree.
a) However, if a student has taken graduate courses in
excess of the first graduate degree requirements, which
are pertinent to the second degree program and not pre-

viously counted towards a degree, a Department may
recommend to the Senate Committee on Graduate Admissions
at the time of application for admission that these

courses be counted towards the second degree. Not more
than 50% of the total course credits required for the
degree can be so transferred.
b) If any specific content requirements have been
covered in work used for credit toward another degree,
the Department may recommend that the student be
exempted from the pertinent course or courses at this
institution but the student must substitute other courses,
as approved by his Committee, to meet total course credit
requirements for the degree.'"
Question was called on the amendment to Item 4, and a vote taken.
AMENDMENT CARRIED
Amendment moved by J. Kenward, seconded by M. Campbell,
"that the following statement be added as Item No. 6:
'That first priority will be given by Departments
when considering applications to those students
applying for their first Master's or Doctoral programs.'"
In the discussion which followed on this motion it was felt that
it was actually a Department's responsibility and privilege to recommend
its candidates in harmony with its own priorities, based on the assumption
that it wishes the best qualified individuals.
Question was called on the amendment to add another item to Paper
S.350, and a vote taken.

Question was then called on Paper S.350 as amended, and a vote taken.

"that Paper S.351 dealing with the Department of
Modern Languages Submission for the Graduate
Calendar be approved."

Question arose with regard to listing in the Calendar only faculty
members eligible to supervise graduate theses, and it was agreed that
all faculty members in this Department would be. listed in keeping with
the practice carried out throughout the other Departments.
Concern was expressed also that individuals taking work in modern
languages at this level were not required to take extensive work in the
literature of the language being studied. It was pointed out by D.
Sullivan that emphasis in this Department was on linguistics, not on
literature.
Question was called, and a vote taken.

Moved by D. Sullivan, seconded by J. Hutchinson,
"that Papers S.352a and S.353 dealing with the

Calendar, including the description of History 896-5,
be approved."

Moved by D. Sullivan, seconded by M. Campbell,
"that the new graduate course in Psychology,
Psychology 725-3, Cognition, be approved."

"that the rules of Senate be suspended, and that
the Department be permitted to offer the course
for the summer semester 70-2."
