Note: For reference convenience two papers from the President,
distributed at the commencement of the meeting, have been

S.348c - Faculty of Education - For Information only.
S.348d - Re-organization - Educational Foundations Centre.
The Chairman opened the meeting with a brief statement on the
proposed reorganization within the Faculty of Education and the
proposed organization for the University as a whole, with special
reference to the appointment of an additional Vice-President to be
termed, at least for the time being, Vice-President for University
and Community Services. The Chairman pointed out that under the
University organization as a whole, as presented in Paper S.345, it
was suggested there would be three main areas which would come under
the jurisdiction of the new Vice-President's office. These were to
include Public Relations, University Services and General Studies.
It was into this third area of General Studies that some of the areas
to be discussed in the reorganization of the Faculty of Education
might be placed. The Chairman pointed out also that these areas,
including a Division of General Studies, have been approved by the
Board of Governors, but it was up to Senate to decide whether or not
it wished certain items now appearing in the overall programs in the
Faculty of Education to be deposited in the area of General Studies,
such as Athletics, Recreation, and an Art Centre.
The Chairman then asked that Senate now consider the proposed
reorganization of the Faculty of Education as presented in Papers
S.348a, S.348b, S.348c and S.348d. The Chairman pointed out that
there were three motions contained in Paper S.348a, which Senate
would examine first, two amendments which were presented in Paper
S.348c, five motions in Paper S.348b, and a motion proposed by the
Chairman himself as stated in Paper S.348d.
1. Paper S.348a - Reorganization of Faculty of Education relating to the
Arts Program in the Centre for Communications and the Arts, Athletic
and Recreational Services in the Physical Development Centre and the
Kinesiology Program in the Physical Development Centre.
Moved by L. Srivastava, seconded by J. Walkley (Motion 1, S.348a),
"that Senate accept the separation of the Arts
program from the present Centre for Communications
and the Arts and establish it as a program in the
proposed division of General Studies."

At this point S. Stratton, Acting Dean of Education, asked that
the resource persons from the Faculty of Education, who had come to
the meeting to answer questions and comment on certain sections of the

proposed reorganization of the Faculty of Education, be called upon to

answer to a number of the items under discussion. Senators agreed
to this request and later Senator Stratton introduced the resource
people as Mrs. N. Baird, Centre for Communications and the Arts;
F. J. Brown, Behavioural Science Foundations; L. Davies, Athletics
and Recreational Services; G. R. Eastwood, Social and Philosophical
Foundations; and T. J. Mallinson, Centre for Communications and the
Arts.
It was then proposed that Senators ask a series of questions
which they had on the item under discussion and that the questions
would be answered by appropriate persons at the conclusion of the
question period.
Numerous questions were asked by Senators including items on
the creation of a Division of General Studies, on the placement of
the Arts Centre and program in the Division of General Studies, on
where the Arts Centre would be placed if there was not a Division
of General Studies, on what the rationale was for taking Arts Out
of its present setting, on whether there was a change from credit
programs to non-credit programs, on what would happen to the "occasion-
al student."
It was pointed out from the Chair that provision already exists
for the Division of General Studies and that the Arts Centre could be
housed here when this has been set up administratively under the
office of the new Vice-President, that it was important for the Arts
Centre to serve the entire University and that it could best do this
in the Division of General Studies as opposed to its present position
in the Faculty of Education, and that programs currently offered are
non-credit courses. This policy of offering
,
programs as non-credit
courses will continue, and "occasional students" will continue under
the present arrangement.
Amendment moved by D. Sullivan, seconded by J. Walkley,
"that the following statement be added to the
main motiofi:-
'contingent upon passage by Senate of a detailed
description of the organization and function of the
Arts Centre in the University General Studies
program."
It was asked that the amendment be ruled out of order because it
was not Senate's responsibility to deal with administration of a non-
academic program and that this responsibility belonged to the
Administrative Offices of the University. The Chair ruled the motion
out of order, with the ruling being challenged. The ruling of the

Amendment moved by K. Burstein, seconded by D. Sullivan,
"that the following statement be added to the
main motion:-
'contingent upon the appointment of a Vice-
President for University and Community Services,
or some person to fulfill the functions of that
office."'
It was claimed that this motion should be ruled out of order
on the basis that Senate is not responsible for non-academic programs,
and that this will become a non-academic program when placed under
General Studies. Discussion followed on whether or not the Centre for
Communications and the Arts had been earlier approved as an academic
program within the Faculty of Education, with it being noted that it
was a legitimate academic program within the Faculty of Education.
Debate continued on this point, with the Chairman pointing out that
the program as presently constituted provides a service to the entire
University, and that it should therefore come under an all-University
program rather than remain within a particular Faculty.
Question was called on the amendment to have the separation and
establishment contingent on the appointment of an individual to the
Office of Vice-President of University and Community Services, and a
vote taken.

It was then moved by S. Stratton, seconded by L. Funt, that the
following two amendments to Motions 1 and 2, contained in Senate Paper
S.348a be adopted:
"(a) that until negotiations regarding reclassification
and changes in terms of tenure procedures have been
negotiated with the Faculty Association and the Board
of Governors, that there will be no change in ranking or
rights and privileges for persons in these areas (Arts
Centre, and Athletics and Recreational Services).
(b) that if there is a time lag between the completion
of the above negotiations and notification of contract
renewals, that there will be automatic contract renewals
until the negotiations have been completed."
However, it was pointed out by the Chairman that these two amendments
were really conditions which would occur with the passage of Motions 1
and 2 and that they did not have to be passed as amendments to the
motions. The amendments were then withdrawn.

After further debate on the amended main motion to separate
Arts from the Centre for Communications and the Arts and to establish
it as a program in the proposed Division of General Studies, a vote
was taken.

"that the following statement be added:

Debate on this item centered on the status of faculty members
currently teaching in this program within the Physical Development
Centre if the motion passed. After considerable discussion it was
clarified that the faculty members would retain their present status
and that faculty members teaching the Kinesiology and Science courses
related to the Kinesiology degree programs, both Bachelors and
Masters, would remain in their respective Faculties. It was explained
that the proposed separation was primarily an administrative separation
so that the Kinesiology program could be administered by the Senate
Interdisciplinary Committee on Kinesiology.
D. Sullivan asked that the motion be ruled out of order because
of insufficient supporting evidence for the transfer of the Kinesiology
program from a Department to a Committee, again noting problems of
faculty status, tenure, appeals, budget. He referred to the nature of
problems when an administrative separation of Archaeological Studies
was made. The Chairman refused to rule the motion out of order.
Moved by D. Sullivan, seconded by K. Burstein,
"that this item be postponed until a detailed
proposal covering all aspects of administrative
matters related to this transfer comes before
Senate."
After considerable debate, question was called on the motion to
postpone, and a vote taken.

this information would come before Senate. The Chairman replied that
he would take appropriate action.
2. Paper S.348b - Reorganization of the Faculty of Education relating to
Professional Foundations, Physical Development Studies, Communication
Studies, and the Educational Foundation Centre as a Centre for Studies
in Education.
Moved by S. Stratton, seconded by G. Kirchner (Motion 1, S.348b),
"that Senate accept the separation of Professional
Foundations from the Educational Foundation Centre
and constitute it as the Professional Development
Centre according to the principles set out in
Faculty of Education paper 70#10."

"that the following sentence be added:
'For the purposes of policies and procedures
established by the University, where the word
"Department" is utilized, for the Faculty of
Education it shall be deemed to refer to
"Centre".
Discussion followed on whether or not this change should apply
only to this motion or whether or not it should apply throughout
following motions. Opinion was expressed repeatedly that the amend-
ment apply specifically to Motion 1. Question was called on the
amendment, and a vote taken.

At this point Senate discontinued direct discussion on Motion 1,
amended, of Paper S.348b.
Moved by L. Funt, seconded by J. Kenward,
"that Senate consider informally for 30 minutes
all the remaining items related to Paper S.348b
and those items related to it as contained in
Paper S.348d."
Question was called, and a vote taken.

The Chairman reminded members that he had indicated a change in
the motion proposed in S.348b, as follows:-
"For a one year interim period, or until such time
as a program or programs are approved by Senate -
whichever occurs earlier:
a)
continued de facto departmental recognition of
B.S.F., S.P.F., and C.S.
b)
reorganization of the three divisions into an
Educational Foundations Centre with the following
constraints:
i.
single undergraduate education committee
ii.
single graduate education committee
iii.
a single spokesman for relations external
to the Centre."
Considerable discussion followed on continuing with the present
organization of the Educational Foundations Centre for a one year
period and on the need to implement immediately the reorganization of
the Centre as outlined in Paper S.348b. Numerous questions were
directed to the resource people at the meeting. A diversity of opinion
was expressed by these individuals on the need to keep these areas in
the Foundations Centre separate from one another for the time being.
At the conclusion of 30 minutes it was moved by K. Burstein,
seconded by C. Kirchner,
"that the informal discussion be extended
15 minutes."

At the conclusion of the additional 15 minutes discussion
returned to Motion 1 of Paper S.348b, which reads as amended:
"that Senate accept the separation of Professional
Foundations from the Educational Foundations Centre
and constitute it as a Professional Development
Centre according to the principles set out in
Faculty of Education paper 70#10. For the purposes
of policies and procedures established by the
University, the Professional Development Centre
shall be considered as a Department."
Question was called on the amended main motion, and a vote
taken.

Development Centre and agree to its administration
by the Dean of Science, Chairman of the Senate
Interdisciplinary Committee on Kinesiology, until
such time as the question of the organization and

resolved.

Motion 4 of Paper of Paper S.348b, which reads "that Senate
accept the formation of Communications Studies as a department and
that this department be part of the Educational Foundations Centre
as set out in Faculty of Education paper 70#7," was withdrawn as
unnecessary.
Moved by S. Stratton, seconded by G. Kirchner (Motion 5, S.348b),
"that Senate accept the reformation of the
Educational Foundations Centre as a centre
for studies in education comprised of a union
of Behavioural Science Foundations, Social
and Philosophical Foundations and Communications
Studies, and constituted according to the
principles set out in Faculty of Education paper
#70#11."
("Note re paper #11 - Particular note should be made that Faculty, in
approving paper #11, did not approve the guidelines for undergraduate
and graduate programs and wished to stress this point made on page 4
of the paper.")
The Chairman ruled that all reference to the tenure committee
items be struck.
Amendment was moved by W. Vidaver, seconded by J. Walkley, but
after lengthy discussion on whether or not the amendment could be
substituted for the original motion, it was agreed that this amendment
be withdrawn.
It was requested at this time that the resource persons present
be permitted to comment on the motion which was before Senate. As
there was some objection, the Chair requested a motion be made to
this effect.
Moved by S. Stratton, seconded by K. Burstein,
"that the resource persons present be permitted
to comment on the motion before Senate."
Question was called, and a vote taken.

Considerable discussion followed on the reformation of the
Educational Foundations Centre to include a union of Behavioural
Science Foundations, Social and Philosophical Foundations and
Communications Studies. Again differing points of view were expressed
on whether or not these areas should be united or continue to operate

as autonomous entities. Question was called on the motion to accept
the reformation of the Educational Foundations Centre, and a vote
was taken.
