1. APPROVAL OF AGENDA
After some discussion on whether or not two additional items should
be considered on the Agenda, the first dealing with a report from the
Chair on University Scholarships and Awards, and the second a request
for information on the trusteeship placed on the Political Science,
Sociology, and Anthropology Department, it was

"that the Agenda as recommended by the Senate
Agenda Committee be approved."

APPROVAL OF MINUTES - OPEN SESSION
A) Meeting of July 7, 1969
Two amendments were noted: namely
'that on Page 2 M. Campbell's
name should be added to the list of candidates in the election
of three Senators to the Board of Governors; and that on Page 8
K. Burstein's negative vote on the approval of Section IV, 2 of
Paper S.224 (Report of Senate Committee on the Method of Appoint-
ment, Tenure and Functions of Deans and Heads of Departments) be
recorded.
As there were no further amendments, the minutes were approved.
b) Meeting of July 14, 1969
N. Campbell noted that on Page 4 he referred to Item 3a as well
as 3b of Paper S.245 (Reorganization of Graduate Studies) and
asked that the following statement be added on Page 4, second
paragraph of the minutes:
"He referred also to Section 3a and noted that if a Dean
was not appointed there would be no Chairman for the
Senate Committee on Graduate Studies and noted also that
he would like a ruling from the Chair on whether or not
Senate had the power to appoint the Dean of Graduate
Studies. The Chairman then pointed out that the Dean of
Graduate studies shall be nominated by the Senate Committee
on Graduate Studies and recommended through the Academic
Vice-President, in turn to the President, to the Board."
On Page 9 in the paragraph following the motion moved by Campbell
and seconded by Sullivan a sentence is to be added, which reads,
"N. Campbell stated that in his opinion Senate would he
. grossly irresponsible if itpassed Paper S.230a (Gradings
for Withdrawing Students) because Senate has no knowledge
of how adoption of the paper would. affect the students."

N. Lebowitz asked that on Page 6 a more detailed account be
recorded of statements made by himself on receipt by Senate
of Paper
S.215 from the Faculty of Arts. Verbatim comments
relating to this item taken from the tape of July 14, 1969
meeting have been attached.
As there were no further objections the minutes were approved
as amended.
3. BUSINESS ARISING FROM THE MINUTES
The Chairman reported that the Board of Governors had approved
Paper S.224 at its meeting of July 17, 1969, and that he and the

had then examined a list of departments within each
Faculty and selected the order in which each department would be
reviewed. The Chairman indicated that this list was only for infor-
mation at this point and that there aould be opportunity for discussion
on this information at the next meeting of Senate. A copy of the list
is attached as Appendix A
After considerable discussion on how the departments were to be
reviewed, either from administrative or academic standpoints, what the.
criteria for examination would be, and when the examination would take
place it was
Moved by K. Burstein, seconded by S. Drache,
"that no action be taken with respect to Section IV,
Paragraph 2 of Paper S.224 until Senate had had an
opportunity to discuss the procedures to be followed
by the Review Committee referred to in this Section."
Discussion followed on relevance of the motion with the Chairman
pointing out that the information had been brought before Senate only
as information, rather than as a document to be discussed and action
to be taken on it.
Moved by N. Campbell, seconded by K. Burstein,
"that the previous question be put."

REPORT OF CHAIRMAN
The Chairman stated that a paper on retroactivity as it related to
the Ellis Report on Admissions and Standings had been prepared by M.
Campbell and others. It will be brought before Senate after it has
been reviewed and examined by various authorities throughout the
University.
It. was also reported that the question of representation on
Senate by
'a member of the British Columbia School Trustees Association
has yet to be resolved.
.
The Chairman reported that some progress had been made on implemen-
tation of the Ellis Report and that information on this progress would
be distributed to Senators.

K. Burstein drew to the attention of the assembly that ad hoc
Senate Committees are officially dissolved after their reports
have been received by Senate.

Committee on Rules and Procedures Pertaining to
Professional Conduct - Paper S.252
Noved.by J. Hutchinson, seconded by J. Walkley,
"that Paper S.252 be adopted as policy."
J. Hutchinson pointed out the importance of establishing
procedures for the handling of cases of unprofessional conduct
before they arise. He added also that the liberal university
is under attack and needs devices for protecting itself against
factions either within or without the university. The policy
and procedures recommended here would be helpful in this regard.
Questions were asked on whether or not there were bodies in the
University other than Senate better suited to handling cases of
unprofessional conduct, if other universities had been consulted
as to procedures for handling such cases, and whether or not
legal counsel had been sought on the recommendations made by
the Committee.
Concern was voiced that legal advice had not been obtained. It
was strongly recommended by several Senators that such advice
be obtained.
Moved by K. Burstein, seconded by D. Tuck,
"that Paper S.252 be referred back to the Committee for
reconsideration and consultation with legal authorities,
and then be brought back to the Senate."
The Chairman ruled this motion out of order. His ruling was
challenged, with the ruling being lost by a vote of 2 in favour,
17 opposed.
Considerable discussion followed with the points made that
Sections 1, 2, and 3 could be accepted and revisions sought on
the remainder of the report.

Question was called on the motion to refer Paper S.252 back to
the Committee and a vote was taken.

J.
Sayre related an incident on what appeared to be unprofessional
conduct by a faculty member who, it was reported by the student
concerned, tore up a term paper she had submitted to him after she
repulsed his advances. J. Sayre questioned if this incident was
relevant to the discussion and if so, what means exist at present
for handling such incidents. He queried that if there were no
means, did Senate want to establish procedures for handling such
cases. He was assured by the Chairman that the issue was relevant
and was informed that if he submitted the relevant information to
the Acting President, he would follow with an appropriate investi-
gation.
Moved by D. Sullivan, seconded by S. Wassermann,
"that Recommendation 1 on Page 2 be amended to read

After a brief discussion on the principle of the motion, it was

Moved by N. Lebowitz, seconded by K. Burstein,
"thatexamination of this report be postponed until
such time as the Faculty Association has had time
to discuss it."
The Chairman ruled the motion out of order and was challenged
on the ruling. The ruling was sustained with 9 in favour of
sustaining the Chair and 6 opposed.
It was pointed out from the floor that discussion on the report
had been taking place ad seriatim and that Senate should still
be discussing Recommendation 1 rather than the whole report.
Moved by D. Sullivan, seconded by K. Burstein,
"that the report of the Senate Sub-committee be referred
back to the Committee for an interim report on the
principle that Senate should have a committee on pro-
fessional conduct and that implementation of that
principle be devised, in consultation with the Faculty
Association s the C.A.U.T. , and the University lawyers.

As there was some question as to what had been passed in the way
of-amendments and main motions with regard to this report, the
Chairman pointed out that the amendment to Recommendation 1, that
a Senate Committee on Professional Conduct be established, had
passed, and that the motion to refer the report back to the
present Committee had passed.
N. Campbell pointed out that Recommendation 1 must pass as a
main motion as well as an amendment.
Moved by D. Sullivan, seconded by A. Lachlan,
"that Recommendation 1 as amended he approved."

The Chairman stated that the report would be referred back to the
Committee with the amended Recommendation. At this point he was
challenged on hi's ruling with it being pointed out that under
Robert's Rules of Order, Revised
(pp.
142-3) no part of the report
is pased until the report has passed as a whole. In a vote the
ruling of the Chair was upheld with 12 in favour, 3 opposed.
6. REPORTS OF FACULTIES
A) Faculty of Arts
i) Curriculum Changes: PSA Courses - Paper S.253
Moved by D. Sullivan, seconded by M. Campbell,
"that Senate approve the PSA courses listed in
paper S.253."
Moved by R. Carlson, seconded by J. Hutchinson,
"that the question be divided and that PSA 474
be considered separately and initially."

R. Carlson stated that there was duplication of material
already covered in existing courses and that because of
this fact primarily it should not be accepted by Senate.
Discussion followed.
It was moved by M. Lebowitz, seconded by M. Campbell "that
the course PSA 474 be referred back for discussion in a
meeting of the Faculty of Arts" but the motion was ruled
out, of order by the Chairman. The ruling was challen
ged
by
N. Lebowitz. Vote was undertaken, and the ruling of the
chair upheld with 10 in favour of the ruling and 3 opposed.

"that PSA 474 be referred back to the Faculty of
Arts Curriculum Committee for further clarification."

Considerable discussion followed on History 100 and History 499.
B. D'Aoust wished the records to show that History 499 is an
innovative departure for the Faculty of Arts and should be noted
as such.
Question was called on the motion to adopt these changes and a
vote taken.

i) Curriculum Changes: Graduate Courses in Chemistry - Paper S.254
Moved by B. Funt, seconded by D. Tuck,
"that the course changes in Chemistry as outlined in
Paper S.254 be adopted."
There was some discussion on why this Paper had not appeared
in Senate earlier, especially in view of the fact that it had
been presented to the Senate Agenda Committee in April. H..
Evans explained that there had been some mix-up with another
paper on course. changes. The point was made that the Senate
Agenda Committee must not arbitrarily keep items off the Agenda,
and that it had the responsibility of bringing before Senate all
pertinent items submitted to it.
The Chairman noted that the final decision for inclusion of
Agenda items rests with the Chairman, after receiving advice
from the Senate Agenda Committee.
7. OTHER BUSINESS

A\) Notice of Motion:
N. Lebowitz gave notice of motion that he will move that an
investigation be made of procedures of Senate Committees and that
Senate Committees be asked to present and clarify their procedures
before Senate.
B)
Date of Next Meeting:
As the first Monday of September is a holiday, the next regular
meeting of Senate will be held on Monday, September 8, 1969 at
7:30 p.m. in the Faculty Lounge.
C)
Other Items:
B. Funt wished to have it clearly and publicly noted that the
incident of unprofessionalconduct related by J. Sayre would be
taken under advisement and referred to the proper authorities for
investigation. D. Sullivan supported this.view and stated that
such situations can and should be handled promptly. The Chairman
reiterated the point made earlier that Senator Sayre can bring
the appropriate information to his office and it will be dealt
with immediately. J. Sayre replied that this would be done
subject, to approval of the student involved.
