    "that R.E.Cole be seated on Senate."
    S.Wong objected to this procedure in that a special meeting of Senate had
    been called and that the item should not have, been included on the Agenda.
    The Chairman explained that he had approved the item on the Agenda inasmuch
    as the election results of the candidate had been completed and announced
    before the special meeting had been called. The Chairman ruled therefore
    that the item was in order on the Agenda.
    S.Wong, seconded by G.Sperling, challenged the ruling of the Chair; vote
    was undertaken with 17 in favour of the Chair-and 4 opposed. The ruling of
    the Chair was upheld.
    2. RECOMIINDATION OF SENATE CO1ITTEE ON RULES AND PROCEDURES - PAPER S.214
    The Chairman explained the reasons for the call for the meeting and referred
    to communications which had been sent to members of Senate.
    K.Rieckhoff, Chairman of the Committee, referred-to Paper S.214 and provided
    background information noting that the -established rules of Senate had been
    broken in spite of pleas of the Chairman. He emphasized that the committee
    had discussed three alternatives and the difficulties with each one. The
    Senate Committee, after due consideration, recommended Alternative 3 of
    Paper S.214.
    Moved by K.Rieckhoff, seconded by J.Walkley,
    "that Senate adopt Items la, lb and id of Page 2, Paper S.214
    - as follows, and that Item ic be discussed later:-
    la. That all observers be excluded from Senate meetings
    except for the presence of authorized representatives of
    the press which will be allowed while nonconfidential
    business is being conducted.
    lb. That during nonconfidential parts of all Senate meetings,
    procedures and deliberations be made accessible to the
    university community through a closed circuit audio system
    with speakers provided in the main student cafeteria and
    such other areas as are, in the view of the Chairman of
    Senate, desirable.
    id. That the Chairman of Senate be required to take all
    necessary steps to rigorously enforce these rules and that
    in
    the event that enforcement of these rules, in the jud

    ment of the Chairman, would require measures less desirable
    than the closing of Senate meetings, he be empowered at his
    discretion to close meetings to the public until such tinie
    as he considers enforcement of these rules by reasonable
    means posible."

    A lengthy debate ensued with senators speaking both in favour and against the

    motion. K. Rieckhoff served notice that after the item had come to vote,
    he would bring Item ic of the Senate Committee recommendations to-the
    assembly. Intensive discussion of the motion continued.
    Moved by D.Korbin, seconded by J.Conway,
    "that the meeting adjourn."

    Discussion on Paper S.214 continued. K. Rie.ckhoff gave background information
    on Item ic.
    Moved by K.Rieckhoff, seconded by L.Boland,
    "that Senate adopt Recommendation ic of Paper S.214 as follows:-

    That if, in the view of the Chairman or a majority of
    Senate, this appears desirable, the audio circuits be
    supplemented by closed circuit television to the same
    areas as in (b)."

    Library and that Senate adopt a new voting procedure utilizing voting
    cards which would carry the name of each senator to be passed to the
    Secretary of Senate such that the results of votes would be recorded
    by name to be available for information to the constituency of each
    senator."

    "that the previous question now be put."

    "that the audio tapes of the proceedings of Senate be copied
    and made available in the Library."

    "that Senate change its policies on voting and that on sub-
    stantive questions and substantive procedural questions each
    senator record his vote on a voting card to be provided to
    the Registrar in order that a record of the vote of each
    member be available."
    K.Burstein requested that the motion be ruled out of order as this was a
    special meeting and the item was not relevant to any item on the Agenda.
    The Chairman ruled the item out of order. The ruling of the Chair was
    challenged by L.Boland, seconded by D.Sullivari; vote was undertaken with
    10 in favour of the Chair and 7 opposed. The ruling of the Chair was
    upheld.
    Moved by K.Rieckhoff, seconded by D.Tuck,
    "that if technically feasible and financially possible, the
    present system of movable microphones be replaced by an audio
    system that will pick up all discussions of Senate without the
    presence of people moving microphones to individual speakers."
    Discussion was undertaken.
    Moved by K.Burstein, seconded by D.Tuck,
    "that the previous question now be put."
