At 10:30 P.M., the Chairman discontinued the Senate Meeting dealingwith
Calendar changes and reconvened for consideration of items postponed at the
meeting of December 2, 1968. Attention was drawn to the items on the Agenda from
the postponed meeting, and the items under consideration at the time of postpone-
ment.
Moved by E. Gibson, seconded by S. Wong,
"that Senate postpone further the continued debate on these motions until
the first Monday after the start of lectures in the Spring Semester".
Debate was undertaken and E. Gibson indicated he considered the motion under con--
sideration at the time of postponement on December 2 was of considerable interest
and importance to the University-at-large and postponement, therefore, was desirable.
Reference was made to the structure of the Senate Committee on Undergraduate Admissions
and Standings and was also made by other members to the Appeals Committee and to
the one-man committee charged with consideration of Admissions and Standi n.gs
Policies. D. Sullivan indicated that he saw no reason why the work of the Appeals
Committee should not go forward as rapidly as possible and insofar as the terms of
reference for that Committee were concerned, he had stated on a number of occasions
as the original mover of the motion which ethlislied the Committee, that the Appeal
Committee would operate on the basis of those policies which now exist, as established
by Senate and by the Senate Undergraduate Committee, which can be identified.
Further discussion ensued and it was agreed that the naming of the one-man committee
be undertaken by Senate as quickly as possible. D. Sullivan indicated that he
anticipated Senate from time to time would provide guidance or policies for both
the one-man committee and for the other Committees as developments took place.
Debate continued with individuals speaking both for and against the motion. D. Tuck
and K. Ricckhoff gave Notice of Motion as follows,
"1. That Paper S-181, and page one of Paper S-179, he referred without
comment to the "Member of Faculty to be named", etc. (page 13 of
Senate minutes, November 20)
2.
That the proposals made on page 3 of Paper S-179 on openness of files
be tabled because justifying documents and specific motions have not
been presented.
3.
That paper S-180 be tabled.
4.
That the postions of paper S-179 and paper S-182 be tabled, on the
grounds of redundancy in terms of previous Senate decisions."
Debate continued with further comment both for and against the motion for continued
postponement.
Moved by R. Baker, seconded by D. Sullivan,
"that the previous question now be put".

Attention was then turned to the motion on the floor at the time of adjournment of
the-December 2nd meeting, moved by L. Boland, seconded by E. Gibson,
"that Senate adopt the motion as outlined in paper S-l79, pages 1 and
2,
items 1, 2, and 3, pertaining to the Senate Undergraduate Admissions and
Standings Committee."
Amendment to the motion was moved by L. Boland, seconded by E. Gihon,
"that paper 5-179, referring to the Senate Undergraduate Admissions and
Standings Committee, item 1, have deleted, 'with an elected Senator as
Chairman; and to include as non-voting members; the Registrarc and/or his
representative. The Academic Deans to be invited to attend as non-voting
members.' And to replace those words with the following -- anybody can
be invited to attend at the discretion of the Committee' ."
Section 1 would then read as follows:
"Senate U nt
aduate Admission and Standiis Comm 5. ttee.
1. This Committee be reconstituted to include as voting members: 3 elected
students, 3 elected faculty. Anybody can be invited to attend at the
discretion of the Committee. At scheduled policy meetings of the Committee,
one representative chosen by the Regional Colleges and one representative
chosen by the Universities he invited to attend as' observers with speaking
privileges."
In view of the fact that the amendments had been proposed by the original mover
and seconder they were included in the original motion without opposition.
Debate ensued with a number of individuals speaking for the motion and a number of
individuals against the motion. Moved by D. Sullivan, seconded by K. Rieckhof'f,
"that the previous question on the main motion with its amendments
now be put".

Votes in favour of the motion were requested recorded by E. Gibson, D. Korbin,

Further discussion followed and the Chairman indicated that he was prepared to
recognize the Notice of Motion made by D. Sullivan . Debate ensued as to whether or
not the striking of new Committees would be more appropriate than reference
reference of
materials to current Committees. The Chairman indicated that he proposed to accept
the Sullivan motions. Formal challenge was raised by S. Wong, seconded by D. Korbin,
and vote
was
undertaken.

"that Senate receive items 6(b), 6(c), 6(d), 6(e), without prejudice,
and all other pertinent minutes or documents, to be transmitted to
,the Senate Committee to review Admissions Policy as soon as it has
been constituted".

-Debate, ensued and S. Wong, seconded by L. Boland, challenged the ruling of the
chair. The vote on the ruling of the Chair was undertaken following further debate.

D. Korbin returned to an item to which he had made reference earlier which had
appeared in the Vancouver Sun concernin
g
transfer credits in respect of Capilano
College. The Secretary, 11. Evans, responded indicating that he had had official
discussions with one representative of Capilano College, that unofficial. representation
had been made by a group of students representing 'Capilano College who had been inter-
viewed by D. Meyers and later by H. Evans but that final, decision in terms of a
number of courses rested with determination by individual departments. He also pointd
out that definitive 'statements concerning course content in a number of courses had

not yet been provided to Simon Fraser University and that only a newspaper clipping
in this respect was currently available. He noted that. discussions have been held
.
between a number of individuals at Capilano College and heads of departments and other
members of departments within the University but that definitive statements were not
yet established. L. Funt of the Faculty of Science commented on the fact that
considerable help had been given Capilano College by negotiations made with that
faculty.
Nomination of an Individual Charged with Developing Appropriate Admissions and
Standings;Policy
The Senate Nominating Committee indicated that consideration had been given a number
of individuals for this pos:tion. Four individuals had been considered but three
had declined. The name of J.F. . Ellis was therefore presented to Senate with the
Conimittec urging his election.
Call was then made for nominations from the floor.
Moved by D. Korbin, seconded by S. Wong,
"that Senate postpone consideration of nominees to the next regular
Senate meeting".
Debate ensued and vote was undertaken.

"that nominations now be closed".
NOTION CARRIED
Following debate a ballot vote was undertaken and J. Ellis was declared elected as
the member of faculty charged with the responsibility for consideringcomprchensive
and definitive policies in respect of Admissions and Standings.
It was noted that election of the ConsuLtative Committee was required and that steps
in this regard would be undertaken.
The continuation of the meeting of December 2, 1968, was adjourned at 12:20 P.M.
