The Chairman indicated that the Senate Agenda Committee
had

to the recent Senate Meetings and had unanimously

that a pass system bc
. reintroduced.
This pass system was significantly less cumbersome than the
previous system with provision that up to 100 seats would be made available and
with further provision that if individuals do not utilize passes issued by 4:30
P.M. for the 100 seats additional passes would be. issued to permit individuals
to fill the 100 seats on a first come/first served basis after 7:15 P.M. He
requested that the recommendations be approved.

"that the pass system recommended by the Senate Agenda Committee for the-
current meeting be approved".

1. APPROVAL OF AGENDA FOR CALENDAR MEETING
Consideration was given to the Agenda proposed for the Calendar meeting and it
was noted that part of the meeting would be concerned with continuation of the
meeting of December 2, 1968, which had been postponed. Following discussion it
was ruled by the Chairman that the Agenda was approved.

2. CALENDAR ITEMS - UNDERGRADUATE CALENDAR ACADEMIC AREAS
The Dean of Arts made reference to the General. Section of the Calendar pertaining
to qualifications for degrees and indicated that he considered this to be an
important item. It was suggested that the preliminary section dealing with
general requirements for the Faculty of Arts be deferred.

R. Haering indicated that he proposed to deal with general comments concerning
proposed changes for the Undergraduate Calendar and for the Graduate
Calendar. In this regard he noted that there were 25 new graduate courses
which had not yet been approved by the Senate Committee on Graduate Studies
and that 14 of these were in one department. He further noted that 104
undergraduate courses had not yet been considered by Senate and that 30 of
these were in one department. Reference was made also to the Professional
Development Program and he Faculty of Education with the suggested change
from zero semester hours in one section to 15 semester hours of credit.
He commented that he placed no blame on any particular department or faculty
but that he considered the procedure in dealing with submissions of this
type was basically unsound. In particular he expressed the view that there
was too much material to be considered, that there was insufficient
academic planning, that decisions were of necessity too hasty and too
pressured. He expressed regret that the deadline of Calendar submissions
potentially would stiffle appropriate debate and undercut academic planning.

In this respect he expressed the hope that this would be the last raeeting
at which such procedure would be contemplated and that in future consideration
of Calendar 'items would represent simple formal ratification only by
Senate of items previously considered in depth.

D. Sullivan suggested that consideration be given primarily to the various
submissions excluding the general section dealing with the. Faculty of
Arts degree requirements, and excluding the Department of Modern Lang-
tiages, which could be considered later.

"that the section of the precis covering proposed Calendar
changes pertaining to Economics and Commercepages 70,
71, 72, 73, 74, 75, 77, be accepted, subject to any changes
which may arise depending upon changes in Mathematics
courses •
Discussion followed with consideration being given to the potentiality
of duplication of course offerings particularly in the Mathematics
and certain other areas across departments. Suggestion was made by
S. Wong that careful consideration be given to the possibility of
commonality of courses in various departments and the possibility---.
of sub-structuring certain courses using appropriate teaching
assistants for variations where required across the various deparLnient.
It was agreed that this item should receive consideration.

proposed changes and gave useful information noting that a number
of the changes had specifically been requested by

ments as a service to the departments. R. Baker questiolied the
matter of resources and the relationship with other universities
in this regard. D. Baird commented that library resources might
be found potentially weak in terms of the proposed new offerings.

A. MacKinnon indicated that a number of changes were proposed in the
Faculty of Education, with requirements for the Bachelor of Education
degree being reduced from 11 semesters to 10
semesters.
The first change
pertained to Education 404, with considerable. choi'.e being left to the
student. lie noted that if the student selects a Bachelor

of Arts degree
or a Bachelor of Science degree with the Professional Development Program
that he rausl: do all the requirements of the particular faculty concerned
as well as the three semesters of the Professional Development Program.
If, however, the student elects to undertake a Bachelor of Education degree
the progran which would constitute 11 semesters under the other arra-gemenLs
could he completed in 10 semesters for the Bachelor of Education degree. I

further noted that the other primary change pertained to the matter of credit
allocation for the 16 weeks or semester relativQ to teaching in tin schools
for which credit at the present time was not given but for which 15 semester
hours would be given under the new proposals.
Question was raised as to whether or not an individual could complete a
Bachelor of Arts degree or a Bachelor of Science degree plus the Professional
Development Program in ten semesters and A. MacKinnon indicated that this
could be done provided the faculty concerned agreed to apply the appropriate
courses within the faculty which would permit such arrangements.
Attention was drawn to page 161 and the new regulations particularly under
Note 1 at the top of the page. The Dean of Arts indicated that: he was
prepared to take this submission to the Faculty of Arts for consideration

but meanwhile change in wording should be considered pending approval.

Questions were raised pertaining to the current method of annotating
Education 404 on transcripts and explanation was given by the Registrar.

Significant debate developed. R. }Iaering suggested that further
support papers were needed with clarification as to whether or not
a major change in direction was being undertaken and the amount of
support staff required. B.L. Funt indicated that two additional.
faculty members would be required and thatprimary changes pertained
to adaptation of the programs to bring them more closely into line
with changes which had occurred in the secondary school system. He
noted that a number of courses would disappear and that the increase
in courses was minimal. Debate continued with further questions
being raised.

"that the Acting Vice President in consultation with the
Mathematics Department identify those portions of the
Mathematics submission which represent no substantive change
in the Mathematics Program and that these be accepted in
their present form; and that the Department of Mathematics
and the Faculty of Science be required to document any other
substantive changes in terms of their priorities within the
Department of Mathematics and within the Faculty of Science,
for consideration by Senate."
Attention was drawn to the fact that deferrment was no' required
in terms of consideration of proposals for the Department of
Mathematics and for the Department of Modern Languages and that the
matter of Calendar dates presented some problems.

"that for 1969/70 the Calendar submission date be moved up
90 to 120 days, i.e., for the Fall rather than for the
Sunirner Semester, with the Registrar to submit recommendations
on new dates."
Debate followed and the Registrar was instructed to submit: an
appropriate paper showing the advantages and disadvantages of

issue of a Calendar based on the period from the Summer Semester
through to the end of the Spring Semester s compared with a Calendar

The Secretary indicated that for both the graduate and uidergraduatc calendar
submissions a number of technical problems were involved, particularly with

procedures and difficulties which had followed.. He requested permission of
Senate to negotiate with departments to overcome a number of these difficulties
where possible, including changes in items where necessary but retaining the
basic principles. Senate readily concurred with the request.

"that in future Senate adjourn on the day Senate
meeting commences."
The meeting adjourned at 2:15 a.m.
