    The Secretary announced that D.M. Sil1ivan had been elected as Dean
    of the Faculty of Arts and that ratification by the Board of
    Governors was awaited.

    For election as the nominee, to be appointed by Senate, of
    the Faculty of Arts, replacin

    for the completion of the term
    of office of the incumbent, A. MacPherson, May 31, 1971, 129
    votes were cast and J. Hutchison polled the highest number of
    votes.

    For election as the nominee, to be appointed by Senate, of the
    Faculty of Education, replacing temporarily the incumbent,
    S. Wassermann, to April 30, 1969, 23 votes were cast and
    Leonne N. Smith (Mrs. Prock) polled the highest number of
    votes.

    For election as the nominee, to be appointed by Senate, of
    Joint Faculty, replacing temporarily the incumbent,
    M. Lebowitz, to April 30, 1969, 223 votes were polled, of which
    one ballot was spoiled. L.A. Boland polled the highest number
    of votes.

    It was noted that Dean Wilson should he added to the paper as an
    ex-officio member.
    /D. Korbin raised questions pertaining to the restructuring of
    ,Faculty Council and the Chairman of Senate responded. S. Wong

    during the interim the paper presented represented the information

    5. UNFINISHED BUSINESS
    A.
    DEFINITION OF REQUIRMENTS FOR FIRST-CLASS STANDING, HONORS,
    AND CLASSIFICATION OF DECREES - PAPERS S-153 (a), S-153 (b),
    S-153 (c)
    The Chairman of Senate requested that the Secretary report briefly
    the background pertaining to this particular topic and this was
    done. The Secretary indicated that this topic had been under
    review for some considerable time with reference back and forth
    between Faculties .and Senate with indication that on September 9th
    Senate had again referred the matter to Faculty on the understanding
    that at this meeting Senate proposed to make a decision. The
    Scretary briefly indicated variations in the submissions made by
    the three Faculties and emphasized the desirability of arriving at
    a decision. Comment was made that the matter should be considered
    by Joint Faculty.
    Moved by K. Okuda, seconded by K. Rieckhoff,
    "that (1) for Honors First Class Standing a Grade Point
    .
    Average of 3.5 be required and that (2) for Honors
    Standing a Grade Point Average of 3.0 be required --
    each on a cumulative Grade Point Average based on 132
    semester hours."

    Considerable debate ensued including points of order, intent of
    the motion, and the variations in submissions from the three
    Faculties.
    A. MacKinnon clarified the position of the Faculty of Education
    indicating that it was the belief of that Faculty that major
    consideration should be given to the last two years of study of
    / an individual on an Honors program pertaining to the 300 and 400
    / level courses.
    Reference was made to previous motions passed by Senate and the
    intent of those motions and the Secretary attempted to clarify
    the situation. S. Wong requested ruling on a point of order,
    ruling was made by the Chair, challenged by S. Wong and the
    ruling of the Chair was upheld by the assembly.
    The Chairman of Senate stipulated that two items were now under
    debate, namely, a requirement of 3.5 Grade Point Average for a
    First Class Honors Standing and a requirement of 3.0 for Honors
    standing.
    Further debate was undertaken and clarification requested with
    disagreement on earlier motions and the intent of motions pas.sed by
    Senate. L. Funt referred to a recent meeting held with the
    Registrar and the three Deans of Faculties and the recommendations
    then submitted by the Faculties as shown in the papers provided.
    Motion was made by K. Burstein, seconded by C. Sperling
    "that the motion be tabled until Senate has established
    procedures for recommendations for calendar entries
    that have University-wide significance,"

    but the motion was ruled out of order by the Chair, challenged,
    but the assembly upheld the Chair.
    Further debate ensued concerning the matter of primary consideration
    being given the last two years of work or Upper Division work 1 with
    some disagreement.. Amendment to the motion was made by A. MacKinnon,
    seconded by C. Sperling
    "that first consideration be given to the final two years
    of a student's program,"
    Debate continued with disagreement.
    Amendment to the amendment was moved by D. Korbin, seconded by
    C. Sperling
    "that consideration of the first two years record, or to
    the last two years record, or to the record of all years
    be at the student's own request."

    AMENDMENT TO THE AMENDMENT DEFEATED.
    Debate continued and vote was taken on the Amendment to the main
    motion to the effect

    Considerable debate followed pertaining to practical methods of
    determining completion of requirements and the principles under-
    lining requirements for First Class Honors and Honors degree
    standing.
    Notice of Amendment was made by K. Rieckhoff
    "that 3.5 Grade Point Average be calculated from the
    Cumulative Grade Point Average based on the entire 132
    semester hours required for the degree or on the 62
    semester hours of 300 and 400 level courses, whichever
    is

    the higher."
    Debate continued with consideration being given the Notice of
    Amendment to the motion. Comments were made pertaining to the
    various requirements for an Honors degree, as between Faculties
    and Departments.
    Reference was again made to the desirability of considering a
    student's final two years of study. Additional questions were
    raised concerning the necessity of indicating any classification
    other than Honors Standing. Reasons were advanced for indicating
    such differences.
    Comment was made that it is a student's choice, subject to approval
    of the Faculty based upon a student's standing, that an Honors
    Degree be undertaken.
    -
    Questions were raised concerning students who undertake all of their
    work at Simon Fraser University as compared with students who under-
    take some of their work in the earlier semesters outside the
    University and who are given advanced standing. Problems were
    noted concerning the matter of determining
    ,
    a student's Grade Point
    Average under such circumstances.
    Some support was
    given determination of the Grade Point Average on
    Ehe total program undertaken by a student within the University
    and some support was given prime emphasis on
    the final studies
    undertaken by a student.
    Reference was made to earlier decisions and problems faced by
    Senate in which students had been granted First Class and Second
    Class Degrees without prior clear indication by Senate as to the
    requirements,with the result that Degrees which had been issued
    had been recalled and new statements issued. The necessity of
    clarification was noted.

    Debate continued and vote was taken on the Amendment to the
    first section of the main motion.

    Debate continued and clarification was again requested.
    Amendment to the second portion of the main motion was made
    by S. Wong, seconded by K. Rieckhoff
    "that the same procedure be followed for calculating
    the Cumulative Grade Point average of 3.0 required
    for an Honors Degree as pertains in calculating the
    3.5 Cumulative Grade Point Average required for the
    First Class Honors Degree."
    Debate was undertaken and vote was taken on the Amendment to
    the second portion of the main motion.

    Question was raised pertaining the effective date of changes
    and the Chairman of Senate indicated that if new criteria are
    to the advantage of a student these would he applied but if former
    calendar criteria would he of advantage to a student these would
    apply.
    Vote was taken on the main motion in two parts, as amended
    "that (1) for the First Class Honors Degree a Grade
    Point Average of 3.5 be required and that the 3.5
    Grade Point Average be calculated from the Cumulative
    Grade Point Average based on the entire 132 semester
    hours required for the degree or on the 60 semester
    hours of 300 and 400 level courses included in the
    degree requirements, whichever., . the higher Grade Point
    and (2) that the same procedure be followed for calculating

    D. Korbin requested that a roll-call vote be undertaken and a
    considerable debate ensued as to the nature of the vote requested..
    Following review of Robert's Rules of Order decision was made
    and vote was taken. The decision of the assembly was against a.

    with four members voting for such vote

    request for such vote was defeated. S. Wong and L. Boland requested
    that their votes for a roll-call, vote be recorded and K. Rieckhoff
    requested that his vote against the roll-call vote be recorded.

    "that there be no distinction in the General Degree
    between different classifications."

    It was noted that the result of this vote would provide for a

    which would not carry indication of any classification of First
    Class Standing.
    B. UPDATED REPORT OF THE COMMITTEE TO STUDY THE TERMS OF APPOINTMENT
    AND TENURE OF MEMBERS OF FACULTY - W. VIDAVER
    W. Vidaver presented his report and referred to same noting that
    his Committee recommended that it continue as a Senate Committee
    at least until such time as the censure of Simon Fraser University
    is lifted.
    Debate was undertaken.
    Moved by K. Rieckhoff, seconded by K. Okuda
    "that the recommendation be accepted."

    of one Senate appointment be for two years and that
    the appointment of the elected member from the Faculty
    of Science be for one year. Thereafter, the existing
    terms of appointment be maintained."

    Senate Committee on Honorary Degrees - a temporary replacement
    for S. Wassermann to April 30, 1969 - J.C. Harper.
    An election to fill one vacancy with the term expiring when the
    elected individual's term of office as senator ceases - K. Okuda.
    Senate Ad Hoc Committee on Representation of Student Groups on
    Senate - one senator to be elected to replace temporarily M. Lebowitz
    to April 30, 1969, or until the Committee is dissolved - B. D'Aoust.
    Moved by L. Dampier, seconded by D. Sullivan
    "that scrutineers for the necessary elections be the
    Registrar's staff."
    MOTION CARRIED
    Following balloting the following election results were declared.
    Senate Committee on Scholarships, Awards and Bursaries, 27 votes
    were cast and S. Stratton was declared elected.
    Senate Ad Hoc Committee on Rules and Procedures pertaining to
    Professional Conduct, 27 votes were cast and there was one spoiled
    ballot. Nominees declared elected, in alphabetical order, were
    J. Barlow, R. Day, R. Harper, J. Hutchinson, K. Okuda, P. Wagner.

    "that ballots be destroyed."

    "that Senate confirm the appointments resulting from

    An informal discussion was held with A. MacKinnon providing infor-
    mation concerning Associates of the Centres, with reference to
    paper S-154, and to additional matters which might require clari-
    fication particularly in reference to "Faculty".

    A- MacKinnon indicated that certain decisions had been made by
    the Board of Governors when it was acting as Senate, prior to
    the establishment of Senate, and to decisions made within the
    Faculty of Education wherein the Associates of the Centre had
    been granted certain privileges in respect of voting but the
    clarification of "Faculty" was now needed for a variety of

    !reasons including such matters as convocation rolls.
    Debate was undertaken and a number of problems identified.
    Moved by S. Foulds, seconded by A. MacKinnon,
    "that a Senate Ad Hoc Committee of five members be
    struck to establish the status of certain groups not
    yet defined as faculty, to make recommendations to
    Senate, including eligibility for entry on convocation
    roll, voting privileges, and related matters".
    MOTION CARRIED
    The Senate Nominating Committee was requested to bring forward
    names of nominees for the next meeting of Senate.

    INDIVIDUAL STUDY SEMESTER PROPOSAL - PAPER S-156, S-156 (a)
    A MacKinnon spoke to the proposal of the Faculty of Education
    covering an individual study semester, gave reasons for the proposal,
    indicated that the proposal had been referred to the other Faculties
    and that comments had been received from the other Faculties in
    this regard. He noted that the matter had been under consideration
    for some time and that it was the desire of the Faculty of Education
    that the proposal be approved by Senate for commencement in
    January, 1969, insofar as the Faculty of Education is concerned.
    Moved by A. MacKinnon, seconded by S. Wong,
    "that the approval of Senate be given the Individual Study
    - Semester proposal for the Faculty of Education in relation
    to the Bachelor of Education degree."
    Debate continued and A. MacKinnon provided additional data.
    Discussion was held on the paper which had been provided by the
    Faculty
    of
    Arts in response to inquiry from the Dean of the Faculty
    of Education.

    Motion was made by D. Korbin, seconded by S. Wong, to the effect,
    "that the proposal be applicable also to the Faculty of Arts" but
    the motion was ruled Out of order by the Chair, was challenged,
    and the Chair was upheld.-

    Notice of motion was made by S. Wong, seconded by D. Korhin,
    "that Senate find the paper presented by the Faculty of Arts
    is inadequate and refers it back to the Faculty of Arts for
    reconsideration" but this motion was later withdrawn.
    Further debate was undertaken and R. Baker questioned carefully
    the nature of the proposal indicating that there was difficulty
    in understanding clearly the intent of the proposal. Inquiry
    was made as to whether the individual study semester would be
    part of the three semesters which the student undertakes in the
    Professional Development Program in Education and whether there
    was suggestion that this would be part of the work done in one
    of the Education semesters rather than as one of the eight
    semesters in Arts or Science. It was noted that it could be
    offered as part of the Bachelor of Education degree requirements.
    Further debate ensued and the Secretary requested clarification
    as to whether or not the individual study semester would be
    the current Education 404 semester, or equivalent thereto,
    with
    ,
    the response that the work would be in that area only.
    Vote on the main motion was undertaken.
    MOTION CARRIED.
    Further discussion ensued.
    Moved by S. Wong, seconded by S. Foulds,
    "that Senate recommend that the Faculty of Arts
    consider the adoption of an Individual Study Semester
    as approved by Senate for the Faculty of Education
    and forward a reply to Senate for consideration at
    the November meeting."
    Debate was undertaken.
    Amendment to the motion was made by K. Burstein, seconded by
    G. Sperling,
    "to replace the word'the Faculty of Arts' by the words
    'the Faculty of Arts and the Faculty of Science'."

    Suggestion was made that an Executive Committee of Senate might
    be established and be of help in expiditing material but it was
    noted that other problems might he generated and this matter
    required further consideration.

    OTHER ITEMS
    1.
    D. Korbin gave notice
    of
    motion that "whereas G.N. Perry,
    a member of the Simon Fraser Senate has accepted a position
    on a Government Commission concerned with the fundamental
    re-structuring of the British Columbia Educational System,
    and whereas this represents a continuation of political
    appointments which the Simon Fraser University community
    finds unacceptable and whereas G.N. Perry has been consistently
    delinquent in his attendance and in the carrying out of his
    duties as a senator, the Senate of this University
    (1) censure G.N. Perry for his delinquency, (2) request the
    government withdraw his appointment from the Senate, (3) request
    the government to withdraw his appointment from the so-called
    Perry Commission."
    • ii.
    S. Wong requested that students be notified clearly of require-
    ments for their degrees through advertisements in the Peak and
    in registration materials. The Secretary indicated that this
    matter had previously been before Senate and that instructions
    had been issued to individual departments to ensure that
    students received appropriate notification.
