Senate was informed that Mr. Baird, University Librarian, would
not be able to attend Senate meetings for some time, and agreed
that
Dr. Whiteley, Assistant Librarian,should attend in his stead.
APPROVAL OF MINUTES
The Minutes of the meetings of 29 February, 1968, and
4 March, 1968, were approved.

For the record, C. Sperling said that of the five Woodrow Wilson
designates, two were from the English Department, two. from PSA
and one from the Psychology Department.

BUSINESS ARISING
A.
DEFINITION OF REQUIREMENTS FOR HONORS DEGREE AND FIRST CLASS
STANDING - S-118
The recommendation of the ad hoc committee set up by Senate
was presented. There were objections that the Faculty of Arts
had not been consulted on the matter.
Moved by K.R. Burstein, seconded by K. Okuda
"that this recommendation be referred back to the
Faculty of Arts for comment"
MOTION CARRIED
B.L. Funt suggested that as the recommendation was the
result of agreement among the three Deans and Chairmen of the
Curriculum Committees of all, three Faculties, and as it was
being referred back to the Faculty of Arts, it should be referred
back to the Faculties of Education and Science as well. This was
agreed.

It was agreed to postpone this item to later in the agenda.

B. L. Funt presented the paper for the information of Senate.
After discussion it was moved by D.H. Sullivan,seconded by
A.R. MacKinnon
"that the Management Committee of TRIU'1F
be asked to initiate studies that would result
in a background paper to aid Senate in its
consideration of the two questions in Paper S-114,
and that the matter be referred to the Long Range
Academic Planning Committee"
B.L. Funt said that he would prefer at this stage that no
approach be made to the TRIUMF Management group.
After further discussion it was moved by S. Wong,
seconded by M. Bawtree, that the matter be tabled.

C.
GRADUATE STUDENTS ASSOCIATION - S-115
S. Yandle said that she believed Faculty Council's
recommendation to approve the GSA Constitution to be out of date:
that as a result of a recent vote taken by the graduate students
the Graduate Student Association was now a voluntary association,
and that Senate should therefore not approve the transfer to it of
a portion of the Student Activity fees.
In the opinion of some members, the draft Constitution and
complete documentation of the case should have accompanied
Faculty Council's recommendations to Senate.
Moved by J.W. Matthews, seconded by C. Sperling
"that this matter be referred back to Faculty Council
for further consideration"

The Chairman pointed out that in carrying out its function
as laid down in Art.61 of the Universities Act, Faculty Council
over the past year had studied the proposed Constitution and had
received and considered a variety of opinions on it. It had then
signified to the Association its willingness to recommend approval
of the Constitution, subject to certain provisos which the
Association had accepted.
S. Foulds said that he had been requested by the President
of the Graduate Students Association to strongly urge Senate to
approve the Constitution.

The Chairman said that he interpreted the resolution
to mean that Senate wished Faculty Council.to document the case more
fully than had been done in Paper S-115; Faculty Council would be
asked to report back to the next meeting of Senate.

"that at its next meeting Senate consider the
allocation of an additional Senate seat to a
graduate student"

W.H. Whiteley presented the paper on behalf of the Librarian.
R.J. Baker on behalf of the Senate Library Committee supported
the recommendation to establish archives.

Section 1 of the report, Rules pertaining to visitors, was
discussed and agreed.
Section 2, Operation and agenda of Senate meetings, was examined.
Moved by G. Sperling, seconded by E.M. Gibson
"that paragraph (v) be deleted"

The following amendments were also agreed:
Paragraph (vi), amend to read "that at an\ time prior to
or during discussion of an item in the ag±:da of the open
session, it
can be placed into the following closed session...."
Paragraph (vii) amend to read "that the part played by any
individual other than the mover and seconder in closed session
remain always private to Senate...."

"that the rules and operating procedures as amended
be approved"

Senate then discussed the accommodation
for
open meetings.
It was agreed not to use the Faculty Lounge for this purpose, r:,ut
to consider using the South Court Lounge if the number of observers
warranted it, the decision to be left to the discretion of the'
Chairman. It was agreed to use the proposed pass-card system of
admission; the cards would be available from the Registrar aL least
seven days before the meeting, at which time theopen part of ie
agenda would be displayed on campus.

D. Roberts asked for a ruling from Senate on the use of cameras
and tape recorders by the news media and public at open meetings.
Moved by C. Sperling, seconded by K.R. Burstein
"that Senate allow all the news media into open
meetings of Senate, subject to their behaving in
a proper and judicious manner designed not to
upset the meetings of Senate"
MOTION LOST
After discussion it was agreed that there would be a short
period before the meeting began when photography and recording
would be permitted, but that this would not be allowed while
Senate was in session.

The Chairman said that this proposal would be affected by
the recommendations of the Joint Board-Senate Committee on Working
Relations which would be available shortly. There were a number
of other relevant matterswhich could be considered at the same
time.

Logic of probabilistic inference. The philosophic

measure of the degree of factual support of
scientific hypctheses and the concept of evidence.

SENATE COMMITTEE TO STUDY THE CONSTITUTION AND FUNCTIONS
OF GOVERNING BODIES OF THE UNIVERSITY
C. Sperling said that there had not yet been a meeting of
this Committee, of which he was a member.
It was agreed that the Registrar would look into this..

DATE OF NEXT MEETING.
Moved by S. Wong, seconded by S. Wassermann
"that Senate accept the recommendation to
hold its next meeting on May 1 instead of
May 6"
MOTION CARRIED
The May 1 meeting would be held in the Board Room or the
South Court Lounge, at the discretion of the Chairman.
