The Chairman on behalf of Senate welcomed M. Collins as a
member of Senate.
Senate recorded with regret the resignation of C.J. Frederickson,
and instructed the Secretary to write to him expressing appreciation of the
tremendous contributjon he had made to the progress of the University.

APPROVAL OF WLNUTES OF 11 SEPTEMBER, 1967.
-Page 2, Item 2A, Amendment to Motion, amend to read:
"that the letter be accepted with the insertion of a
statement to the effect that this letter results from
an appeal to Senate which was discussed in Senate"
Page 4, Item 3C, amend to read: "....L.Kendall,
Department of Psychology, joined the meeting and presented
Paper S-21. The report was based in part on a questionnaire...."
Page 5, Item 3A, amend to read: "....a procedural matter
requiring a two-thirds majority, and cited Robert's Rules of Order
Article 31 "....When a question has been postponed to a certain
time, it becomes an order of the-day for that time and cannot be
taken up before that time except by a reconsideration, or by
suspending the rules for that purpose, 'which requires a two-thirds
vote.", and Articles 48 and 68".
Page 5, Item 3A, third paragraph, amend to read:
"....M. Lebowitz challenged the ruling of the chair, arguing
that since the Notice of Motion had been made in advance only a
majority vote was required. The challenge was put to the vote and
the Chairman upheld...."
Page 5, Item 3B, amend to read: "It was agreed that the
present system of keeping the shorthand transcript of Minutes
largely met the case and should 'continue. The transcript would
be available to members of Senate."
Page 7, Item 3F, first line, amend to read: "This proposal
was agreed as follows:...."
Page 7, Item 3C, amend to read: "The Memorandum was agreed,
R.N. Maud dissenting, with the following amendment....

two
Joint Faculty representatives to Senate
- S-47.
The Registrar reported that K. R. Burstein, Psychology
Department, and C. L. Kemp, Biosciences Department
.
, had polled the
highest number of votes in Joint Faculty and subject to the
approval of Seiiatn would be elected to Senate for eight months and
four months respectively.
Moved by D.C. Tuck, seconded by M.A. Lebowitz
"that Senate accept the election report of the Registrar"
MOTION CARRIED
K. R. Burstein and C. L. Kemp then took their seats on Senate.

UNDERGRADUATE GRADING SYSTEM - S-46
J.W. Matthews recorded an amendment to his memorandum dated
19 September, 1967, "Grading for Evaluation of Courses", first
paragraph, amend to read:
"....(b) 5 point scale

Senate then discussed the Motion tabled in the 1Iinutes
of 11 September, 1967, moved by J.W. Matthews, seconded by D.H. Sullivan
"that Senate approve the addition of A- and C+ to
the existing scale"

Moved by the Chancellor, seconded by R.J.C. Harper:
"that the grade "N" be dropped from the scale"

It was suggested that the new grading system should take effect
in
Summer, 1968, with the publication of the 1968-69 Calendar.
Moved by D. Berg, seconded by S. Yandle

"that the new system be implemented in the Spring
1968 Semester"
After discussion this Motion was withdrawn and it was
moved by M.A. Lebowitz, seconded by S. Yandle
"that the new grading system come into effect
immediately and that notices to this effect be
posted in "The Peak"

It was agreed to entertain at the next meeting of Senate a
recommendation from the Registrar regarding the point values to
be assigned to the expanded scale.
Moved by S. Wong, seconded by G. Kirchner
"that the grading system now introduced not be
further changed before August 1969"
MOTION CARRIED
In reply to a question the Chairman said that the Examinations and
Grading Practices Committee under L Kendall would continue its work,
and would be asked to take under consideration the effectiveness of
the grading system.

CHAIRMANSHIP OF SENATE COMMITTEE ON SCHOLARSHIPS, AWARDS AND
BURSARIES - S-47.
Moved by R.J. Baker, seconded by E.M. Gibson
"that A.M. Unrau assume the Chairmanship of the
Senate Committee on Scholarships, Awards and Bursaries"
MOTION CARRIED
It was agreed that the Deans would nominate a replacement for
T.B. Bottomore on this Committee.

"that membership of Ph.D. Examining Committees
be tabled for the information of Senate twice
a year, formal approval of the Committees being

The Registrar informed Senate
that there were no first degree
candidates at this time; names would be announced at the
November meeting.

PROCEDURE
TO ELECT REPLACEMENT
FOR C.J. FREDERICKSON ON
BOARD
OF
GOVERNORS
The Chairman said that in the past various procedures regarding
nominations for election to those offices for which Senate is
responsible had been tried out. It was proposed that Senate should
now establish an ad hoc Committee to report to the next meeting of
Senate on recommendations to standardize nominating procedures for such
Senate elections.
After discussion during which it was proposed that nominations
from the floor be accepted, and also that volunteers-be permitted, it
was moved by R.J. Baker seconded by J.F. Ellis
"that an ad hoc committee be set up to bring in a
report at the next meeting of Senate on Senate
nominating and election procedures"..

It was sugge

sted that to form a Committee on procedures would entail
a delay in appointing a member of Senate to the Board. Also, it appeared
to some members that under the Universities Act a student member would
be '
eligible for nomination, and that in the interim while the proposed
committee was being formed a change in the Act might make it no longer
• possible to elect a student to the Board. On the other hand it was
suggested that an amendment to the Universities Act within the next two
months was unlikely.

It was questioned whether the Act did permit the appointment of
a student to the Board of Governors, and the Chairman proposed that he
should seek a legal interpretation of the wording of the Act in this
respect.
It was agreed that consideration of the wording of the Act would
be left to the Committee on procedures and that a legal interpretation
need not be sought.
Senate agreed that the membership of the Committee on Nominating
Procedures should be one lay member of Senate: W.M. Hamilton; one
representative from each Faculty: G. Kirchner- Education, D.H.
Sullivan
- Arts, D.C. Tuck -
Science; a student, J.S. Foulds; and the
Registrar
as Secretary.
D.C. Tuck
would convene the first meeting of the Committee. A request
was made that the Committee consider formulating a series of questions
-
that might be posed to the candidates for the Board of Governors position
to enable them to state their feelings about the direction of the University.
The Registrar said he had received a letter from the Simon Fraser
Student Society requesting that the results of Senate elections be made
public. It was agreed to refer this to the Ad Hoc Committee on Election
Procedures.

It was agreed to table this item for the next meeting of Senate
when additional information on space problems would be available.
W. DeVries,the University's Planning Engineer, would attend.
B.
TEACHING ASSISTANCE AND SPACE - S-52
It was agreed to table this item for the next meeting of Senate,
meanwhile conveying to the Teaching Assistants an invitation for. a delegation
to meet with the Building and Sites Committee or the Board of Governors to
discuss the problem.
C.
PROPOSED CALENDAR CHANGES AND NEW COURSES - S-53
It was agreed to defer this item.
