After discussion it was suggested that the bar and scatter diagrams
witl a rewritten preamble be sent to Departments for comment, as a
confidential document, or with Departmental names coded.
It was agreed to commend the Committee and invite it to continue and
extend this method of examination

NEW COURSES IN ECONOMICS
S-41
Economics 8305
"Analytical Economics. This course is concerned with the
use of basic mathematical concepts which have found widespread
application in economic theory and research in recent years. It
will include calculus with applications in demand and production
theory, matrix algebra with, applications in input-output analysis
of general equilibrium problems, and difference equations with
applications in growth models. Students who have had a university-
level course in calculus will not be required to take Economics 830-5"
R.A. Holmes, Department of Economics and Commerce, joined the
meeting, The proposal that students who had taken a university-level
course in calculus would not be required to take Economics 830-5
was questioned. It was stated that the intention was to exclude
students who had had previous training in calculus from obtaining
credit for 830-5. It was agreed to refer the paper back to the
Economics and Commerce Department through the Dean of Arts for
re-wording.

NOTICE OF MOTION, S. YANDLE: "THAT THE QUESTION OF THE CLOSED
NATURE OF SENATE MEETINGS BE RE-OPENED" SI9
Senate was reminded of its resolution passed in February
1967 "that Senate not be opened for one year at which time Senate
consider the matter of openess of Senate". The Chairman ruled that
a resolution to reopen discussion of a matter which had been tabled
for a year was a procedural matter requiring a two-thirds majority,
Page 5, Item 3A, amend to read:
" .. .
.a procedural matter
requiring a two-thirds majority, and cited Robert's Rules of Order
Article 31
" .. .
.When a question has been postponed to a certain
time, it becomes an order of the-d'ay'for that time and cannot be
taken up before that time except by' a reconsideration, or by
suspending the rules for that purpose,

which requires a two-thirds
vote.", and Articles 48 and 68".

to distortion. At the discussions in Senate in February 1967 it had been
made clear that students in general were more interested in having
open meetings than in having representatives in closed sessions.
The Chairman reminded the meeting that the question was
a procedural matter of reopening discussion on a matter which
Senate had established would be re-opened in February 1968.
M.A. Lebowitz challenged the ruling of the chair,,,:-Thechallenge
put to the vote and the chairman upheld.
Senate then voted on whether the discussion of the closed
nature of Senate meetings should be reopened at this time.

D. UNDERGRADUATE GRADING SYSTEM S33
Moved by D.H. Sullivan, seconded by D.H. Berg
"that each Faculty be allowed, to use its own
grading system"
It was suggested that this proposal be referred to
the Faculties for discussion and to Joint Faculty befo,re coming
to Senate as the idea of having a diversity of systems had not
been discussed before. The Registrar was asked what problems
this would create if approved, and pointed out that the main
concern was that students should be treated in an equitable
fashion. This proposal might lead to inequities, e.g. in
assessing eligibility for scholarships. After some further
discussion the Motion was withdrawn.
It was then moved by J,W, Matthews,seconded by D}L Sullivan
"that Senate approve the addition of A and C+
to the existing scale"
The Chairman proposed that the Motion be tabled until the
next meeting of Senate

in the meantime the Dean of Arts being

invited to prepare a paper on the reasons underlying his
presentation in Paper S33 and the Registrar being requested to
prepare a paper on the present system and the conversion to grade
point average. W. Vidaver asked that the Science Faculty be
instructed to provide a discussion and argument of a 4 point system
which was preferred by the majority of members of the Science
Faculty, and D.H. Berg asked that the Dean of Science be requested
to present arguments against including A and C+ in the scale.
J.F. Ellis asked that the Registrar's paper include advantages
of staying on the present system.
The Chairman pointed out that the papers on this subject
which had been discussed and brought to Senate between March and
September, 1966, were available in all Departments.
The Motion was tabled until further information is
available from the Deans and the Registrar.
E. ADMISSION TO HONORS PROGRAM FACULTY OF ARTS - S-36
It was agreed that the Registrar would include this
paper in the draft of the new Calendar, for consideration by
Senate at that time.

PROCEDURES FOR GRANTING DECREES S'37

This Faculty
Arts proposal was agreed as follows:
"1. Candidates apply for graduation at least seven weeks
before the end of the semester in which they expect
to complete the requirements for the degree.
2.
Registrar sends to the departments transcripts of all
students who have applied and who appear to have
completed the requirements for the degree by the end
of the semester.
3.
Departments send documents of approved graduar.ds to
the Dean of Arts.
4.
The Dean submits these documents to the Faculty of
Arts Curriculum Committee (undergraduates) or the
Faculty of Arts Graduate Studies Committee (graduates).
5.
A
list
of students eligible to receive degrees will be
circulated to the Faculty. (Documents will be
available in the Dean's Office for consultation).
6.
The list will be presented at the Faculty meeting for
formal approval.
7.
A
list
of approved graduands will be forwarded to the
Registrar for submission to Senate."

STANDARDS ON THE PREPARATION OF THESIS FOR THE PH.D. DEGREE S.38
The Memorandum was agreed with the following amendment to
paragraph 5, first sentence: "....degree of Ph.D. In special cases
the Senate Committee on Graduate Studies will hear requests for the
waiving of the oral examination. This examination...."

CHANGES IN STUDENTS REQUIREMENTS - S-39
This was agreed as follows:
"The Calendar governing a student's program will
be that in
effect at the time the student declares his major
to the department concerned. A change of major will be
deemed a new declaration. A declaration of a major will be
valid for five calendar years."

NEW COURSES IN GEOGRAPHY S40
315-3 Biogeography I. An introduction to vegetation and
soils: description, sampling and survey methods; basic
ecological concepts, dynamics and classification. Man's
place in the soil-vegetation system.
(2-1-0)
Prerequisite: Geography 211-3 or permission of the department.
415-5 Biogeography II. A review of some major world
vegetation types and their associated soils. Emphasis
will be placed on ecological problems and research
methodology, human interference and human perception.
(2-3-0)
Pre-requisite: Geography 3153 or permission of the department.
These courses had been approved by the Faculty of
Arts Committee but not by the Department of Bioscience. It was
agreed that they should be approved by Senate subject to assurances
of co-'ordination between the Geography and Biological Sciences
Departments.
