    APPROVAL OF MINUTES
    On page 3, item 3 •f), the name of A. R. MacKinnon should be added to
    the membership of the Ho:iorary Degree Committee.
    On page 6, line 12, "MOTION CARRIED" should be added.
    On page 6, item 4, line 4, the word "prepare" should be changed to
    "Present".
    On page 6, second paragraph, the first two lines should read: "The
    Registrar suggested the advisability of prepar.ng Rules of Procedure for
    the Senate and pointed ou . . .
    With the foregoing amendments the minutes were approved.
    2.
    BUSINESS ARISING FROM THE MINUTES:
    a) Reports from the Deans regarding the faculties' discussion
    of:
    i) Proposal to establish a Senate Committee on Graduate Studies.
    Dean MacKinnon reported that the Faculty of Education had en-
    dorsed the proposal without change.

    • Dean Nelson reported that the Faculty of Science had endorsed
    the proposal but had expressed concern that the membership in-
    cluded disproportionately few members of the Science Faculty.
    Dean

    reported that the Faculty of Arts had endorsed
    the proposal but had recommended that "Membership" read: "Each.
    Head of Department (or his delegate)."
    Moved by Dean Cunningham, seconded by Dean MacKinnon that the
    paper be adopted with the modification as passed by the Faculty
    of Arts.
    CARRIED
    Proposal to establish a Committee on Graduate Admissions as a
    Sub-Committee of the Senate Committee on Graduate Studies.
    Dean MacKinnon reported that the Faculty of Education endorsed
    the proposal with the deletion of the words "on academic grounds
    in section 1) a) under "Operation".
    Dean Nelson reported that the Faculty of Science had endorsed the
    proposal with the same amendment.
    • . Dean Cunningham reported that the Faculty of Arts had endorsed the
    proposal with the same amendment and with the additional amendment
    that the word "Applications" in section 1) b) under "Operation" be
    changed to "Applicants".
    It was moved and seconded that the proposal be adopted, with the
    deletion of "on academic grounds" in section 1) a) and the change
    from the word "Applications" to "Applicants" under section 1) b).

    iii) Proposal to establish Committees on Graduate Studies in the Faculties.
    Dean MacKinnon reported that the Faculty of Education had agreed that
    the word "proposal" in the heading should be changed to the word
    "request".
    Dean Nelson reported that the Faculty of Science had made the same
    proposals and requested the approval of Senate to write their own
    rules
    for this Committee.
    Dean Cunningham reported that'the Faculty of Arts endorsed the proposal
    with the modifications to his own paper by the Registrar, as a result
    of the discussions in the Faculties of Education and Science.
    There was considerable discussion and the Chairman proposed that each
    part of the paper be discussed separately. The following changes were
    agreed upon:
    Under "Subject" the word "proposal" was changed to "request".

    Under "Purpose" item 1) was changed to read:
    "To execute in each Faculty the general policies of
    the University on Graduate studies and to report at
    stated intervals to the Senate Committee concerning
    graduate studies in its respective Faculty. The re-
    port to be transmitted by the Dean to the Senate".
    Item 2) was changed to read:
    "To review periodically the kinds of course programs . .
    Item 3) remained as written.
    Item 4) to be added, reading:
    "Such other purposes as the need of the Faculty may
    determine".
    Item 5) to be added, reading:
    "To determine the responsibilities of departments and
    and tutorials in cases requiring inter-departmental
    status".
    Under "Membership" item 1) was deleted. Item 2) was
    changed to item 1), to read: "Department Heads (or their
    appointees)". Item 3) was deleted and item 2) added, reading:
    "Such other members as the faculty may determine".
    It was moved and seconded that the paper be adopted as re-
    vised.

    b)
    Reports from the Deans on faculty nominations to:
    i)
    Senate Committee on Undergraduate Admissions and Standi.
    Deans MacKinnon, Nelson and Cunningham reported that in their
    respective Faculties the following nominations were made:
    Education
    J. F. Ellis - for one year.
    J. Day - for two years.
    Science
    R. R. Haering - for one year.
    E.
    M. Shoemaker - for two years.
    Arts
    D. Bettison - for one year.
    F.
    Candelaria - for two years.
    It was moved and seconded that these nominations be accepted.

    Deans MacKinnon, Nelson and Cunningham reportedt11at in ther
    respective Faculties the following nominations were made:
    I.Garland for Education, S. K. Lower for Science
    and P. Stigger for Arts.
    It was moved and seconded that these nominations be accepted.

    The appointment of the three members from Senate will be de-
    ferred until the new members of Senate are elected.
    iii)
    Senate Committee for Scholarships, Awards and Bursaries -
    The Deans reported the following nominations for their re-
    spective Faculties:
    T. J. Mall1nson for Education, R. G. Korteling
    for Science and F. Cunningham for Arts.
    It was moved and seconded that these nominations be accepted.
    CARRIED
    The Chairman then proposed the following members be appointed
    to this Committee from Senate:
    T. B. Bottomore, A. M. Unrau and C. Kirchner,
    with T. B. Bottomore as Chairman.
    It was moved and seconded that these appointments be accepted.
    CARRIED
    The Chairman reported the following appointments to the Presidents
    Committee on University Awards:
    T. J. Mallinson, Chairman; F. J. F. Fisher and
    F. Cunningham; and Appointments to the President's
    Committee on Athletic Awards: G. Kirchner, Chairman;
    A. N. Unrau and E. M. Gibson.
    c)
    Report from the President regarding the Pue Period incident -
    After some discussion it was agreed that further discussion of this
    report be deferred until after discussion of R. N. Maud's paper on
    "Student Discipline".
    d)
    Report from the President on the functions of the Committee of Heads -
    The President reported that the Committee of Heads was established to
    consider management matters, was advisory to the President, and that it
    was his responsibility to see that this Committee did not function in
    areas delegated under the Universities Act to other committees and
    bodies in the University.

    NEW BUSINESS
    a)
    Recommendation from the Faculty Council regarding Fraternities
    & Sororities.
    It was moved by D. Sullivan and seconded by W. Vidaver that the
    word "social" be inserted before the word "fraternities" in the
    third line of the statement. With this amendment the paper was
    approved unanimously.
    b)
    Recommendation from the Faculty of Arts to approve a Reading
    Course for members of the community -
    Dean Cunningham reported that the Faculty of Arts at its meeting
    of March 10, 1966, recommended to Senate the approval of the
    proposal by the Reading Service to offer a non-credit Reading
    Course to members of the community.
    There was considerable discussion in which it was suggested that
    the course be called a "Course in Reading Skills" or some other
    more appropriate name. Also it was pointed out that the Univer-
    sity must first make sure that there was sufficient staff and
    accommodation to take care of undergraduate students before en-
    tering into agreements to offer extra mural courses. In the
    light of the discussion it was moved by C. J. Frederickson and
    seconded by C. M. Shrum that the matter be referred back to the
    Faculty of Arts for further consideration.
    CARRIED
    Dean Nelson asked if it was the intention of the University to
    support extra mural courses at this time. It was pointed out
    that this was also a matter for discussion of the Board of
    Governors, as it involved financial matters. The Chairman asked
    if this item should come back to Senate in two parts: one paper
    on the general subject of continuing education and the other
    paper answering the specific questions of the proposed course.
    It was agreed that this should be done.
    c)
    Recommendation from the Committee of Heads to establish a mid-
    term break in Spring Semester -
    After a brief discussion it was moved by F. J, Frederickson and
    seconded by A. M. Unrau that the matter be tabled.

    Rules of Procedure of the Senate -
    The Registrar advised that the paper on Rules of Procedure
    had been distributed late and asked if Senate wished to defer
    discussion on it until the next meeting. The members decided
    the paper should be discussed at this time and the following
    amendments made:
    Section 3 b), third line, the word "state" changed
    to "indicate".
    Section 11 b), it was moved by G. N. Shrum and seconded
    by D. Sullivan that any member who plans to be away for one
    semester should ask his faculty to appoint a substitute to the
    Senate. The Secretary to re-word this item along these lines.
    Section 12 c), first line, the words "who have served a
    full term" should be inserted after the word "committees".
    It was moved and seconded that with the foregoing changes
    the paper be accepted.

    After some discussion it was moved and seconded that no
    congregation be held this coming May and that the matter of the
    appropriate means of honouring the first students to qualify for
    a degree be left to the judgment of the President and the Head
    of the department concerned, with the recommendation that a small
    reception be considered.

    Graduate Calendar -
    It was moved by Dean Nelson and seconded by Dean MacKinnon
    that this paper be received.
    CARRIED
    Student Discipline -
    It was moved by R. Maud and seconded that this paper be de-
    ferred for discussion at the next meeting.
