establishment
of the Centre for Research on International Education as a
Schedule A Centre.
The Governing Committee for Centres and Institutes recommends that the
Centre be granted approval by
SCUP. Once approved by SCUP, the proposal
is to be forwarded to Senate, followed by submission to the Board of
Governors.

on the proposal for this Centre were held between
Suzanne de Castell and Jon Driver before she went on holidays and
Administrative Leave in July this year.

Proposal for the Establishment of
a Centre for Research
on International Education (CRIE)
at the Faculty of Education, SFU
Background:
Simon Fraser University has been engaging in international activities for almost
30 years, and has been active in a variety of development assistance initiatives
and partnerships, international educational programs such as field schools, study
abroad exchanges, and the recruitment of international students to SFU
campuses. In the last several years, with the logo 'Thinking of the World',
internationalizalion
at the university has intensified. Our Faculty of Education
has been at the forefront
in the design and offering of an array of such
international programs and initiatives, and has been recognized for innovation in
international education (e.g. ITEM, M.Ed International).
Rationale:
In
our survey of activities, programs, policies on internationalization in this
university and in our Faculty, we have noted that while there are some
individual research initiatives of faculty members, there is no major institutional
focus on, or encouragement of research on internationalization. Researchers and
scholars
do locate research in international sites, but this is not the research focus
that this proposal addresses. Research in internationalization of higher education
in Canada
is still scarce. Notable research activity has been conducted by two
national associations, the Canadian Bureau of International Education and the
Association of Universities
and Colleges in Canada, but with the exception of
some conference organization, Canadian universities have been slow to the call
for more consistent
and robust research activity in international education and
the internationalization of higher education.
In
the field, generally, the practice of
international education has grown rapidly, while there is a paucity of research
and scholarly activity relating to those practices.
According to the Faculty of Education
2007 - 2010 3-year plan, there is mention
of future plans to establish a Centre
on international and intercultural issues in
Education.
We believe that the time for such a Centre has corne, and that we can
no longer continue to engage in international activity without having the
strength of research to guide
our faculty's (and the university's) direction.
A Research Centre in the faculty would offer a site for inquiry into
internationalization practices, for investigating curriculum and pedagogy from

international perspectives, and for articulating academic rationales for
internationalization that respond to rapidly changing global
and local conditions
while honouring commitments to educational equity and social justice.
International education is a rich site for interdisciplinary research, and this
Centre, in providing a
home for research across disciplines on aspects of
international education, could be a catalyst for interdisciplinarity, which is
another of
SFU's stated goals as an academic institution. The centre has been
discussed in conversations among Faculty
and staff who are engaged with
internationalization activities in the University,
and there appears to be
enthusiasm for this initiative. There is strong
support within the Faculty of
Educati<;m. While members of other Faculties (Business, Applied Sciences, Arts

and Sciences) have expressed support, the following can be named specifically:
Wendy Steinberg (ITA Seminar, Continuing Studies), John Richards (Arts

Sciences), Michael Howard (Arts Sciences). Formal consultations are presently
ongoing with the formalization of this proposal, and more faculty expressions of
support can be forwarded. The new Director of SFU International, Bill Radford,
sees a formal role for
SFU International in supporting the proposed initiatives
and objectives of this Centre.
There are very few Centres of research focused on internationalization and/or
international education in Canadian universities, and indeed, even
internationally. Thus, the Centre proposed here
will be well positioned to
become a leader in research in this
new and emerging field in BC, across Canada,
and internationally.
Mission:
The Centre's mission is to encourage the academic
study of international
education in its diversity while honouring commitments to educational equity
and social justice.
Objectives:
The primary goals of the Centre are to foster research
on international education,
promote collaborative and interdisciplinary research, and secure grants for
scholarly work in international education. The Centre seeks to become a leading
source for research in international education in
BC, Canada, and internationally.
The Centre
will bring together researchers, primarily from within the Faculty of
Education and others from across the university with
an interest in investigating
international education
and related issues. The Centre will promote regional,

national and international partnerships with other centres, institutes, groups and
researchers dedicated to researching the internationalization of education.
The Centre's activities that would promote its objectives
would include and are
not limited to:
• conferences and workshops, seminars and institutes;
• public lecture series;
• visiting scholars;
• undergraduate and graduate scholarships;
• international exchange programs for academics;
• mobility programs for students and faculty; and
• publication of newsletters, conference proceedings, research reports and
other material.

Constitution
1. Purpose
1.1. The purpose of the Centre is to facilitate research on international education.
It
teeks to become a leading source for research on international education in BC,
Canada and internationally.
1.2. The Centre is affiliated with Simon Fraser University and conducts its
activities so as to enhance the reputation and the programs of the
University.
1.3 The Centre is committed to being a site for interdisciplinary research on
international education and the internationalization of education.
1.4. The Centre is committed to developing collaborative relationships regionally,
across Canada, and internationally, with other centres and institutes researching
international education.
2. Governance
2.1. The Centre is constituted as a Research Centre at Simon Fraser University
under the terms of SFU Policy R 40.01. The centre is under the direct authority of
the Dean of Education
and conducts its affairs in accordance with all other
University policies. A report on the Centre's activities and financial status from
April 1 to March 31, including the current membership of the Steering
Committee and the Advisory Board, is submitted to the Vice-President, Research,
by the Director before June
30th each year. The initial term of the Centre shall be
five
(5) years, renewable under the terms of the revised Policy R 40.01.
2.2. The Director of the Centre is a full-time member of the Faculty of Education
at
SFU, nominated by the Centre's Steering Committee, or the Executive
Committee of the Faculty of Education,
and approved by the Dean of the Faculty
of Education. The Centre's Director serves a renewable three-year term. For the
first term, the Centre will have two Co-Directors, Dr. Kumari Beck and Dr.
Roumiana Ilieva. They will be advised by the Senior Consultant for The Centre,
the current Director of International Initiatives in the Faculty of Education, Dr.
Ian Andrews.

2.2.1. The Director's tasks include the following responsibilities, which
s/he may delegate but not abrogate:
chairing the
Steering Committee and joint meetings of the Advisory
Board and Steering Committee;
overseeing the Centre's finances;
recruiting, in consultation with the
Steering Committee, members of
the Ad visory Board, and Centre Associates;
hiring Centre personnel, including support staff and research
assistants;
and
reporting to the Committee on University Centres.
When the Director is unavailable, these responsibilities devolve to the
Deputy Director.
2.2.2. The Deputy Director shall be chosen
by consensus from within the
Steering Committee and shall serve for a renewable two-year term.
2.3. The Steering Committee of the Centre consists of 3-5 Faculty members and
graduate students of the Faculty of Education,
Simon Fraser University, who also
serve
on the Advisory Board. The Director must be a full-time faculty member at
SFU, and at least two other members of the Steering Committee must be full-time
faculty members at
SFU. Members of the Steering Committee serve two-year
renewable terms. Steering Committee members are nominated by the Director
with annual confirmation by the sitting Committee members.
2.3.1 The task of the Steering Committee is to determine the overall
direction of the Centre and to oversee the management of its operations.
Decisions will be
made by consensus, and, when necessary, by majority
vote; these decisions include the appointment of new members of the
Steering Committee, the Director and the Deputy Director of the Centre.
2.3.2. Initial Steering Committee members are:

2.4. The work of the Centre is guided by an Advisory Board, consisting of

individuals with a demonstrated commitment to and expertise in international
education. Invitations to join the Board are issued by the Director of the Centre
with advice from the Steering Committee. Members of the Advisory Board serve
a two-year term, renewable by invitation. The Advisory Board shall have a
minimum of five members. The Advisory Board meets
at least once each year to
review the Centre's activities
and plans and to provide advice to the Director and
Steering Committee.
2.5. The work of the Centre is supported by its members, named Associates.
Associates may be researchers, practitioners, administrators, staff members,
and
graduate students from Simon Fraser University and other academic and
external communities, with a commitment to and interest in researching
international education. Membership, referred to as Associate status in the
Centre, wiII be conferred by the Centre's Director, assisted by the
Steering
Committee. Membership requests can be initiated by individuals identified
above and by invitation from the Centre. The status of Associates
is approved by
the Steering Committee. The Sleering Committee
may from time to time,
establish various categories of membership in
order to faci1itate participation in
and administration of its activities.
2.6. The Centre will finance its activities and initiatives by means of external
funding.
Seed funding has been negotiated with the Dean of Education in
consultation with the Director, International Initiatives in the Faculty of
Education.
3. Activities
3.1. The Centre's activities are
open to all interested parties, including faculty,
staff and students from across the University, and educators and interested
individuals outside the University.
3.2. The Centre sponsors
and organizes educational conferences on its own or in
collaboration with other institutions.
3.3. The Centre organizes other activities, such as seminars, workshops,
colloquia, and may enter into contractual arrangements with other institutions to
provide such activities for a fee. In such cases, the Centre will agree with the

individuals involved in the activity on appropriate compensation for their work.
3.4. The Centre maintains a website
on its activities, and may also publish a
range of other materials
in a variety of media, including newsletters, policy
resources, learning guides, conference proceedings, scholarly works, applied
research and publicity materials.
3.5.
In
addition to conferences, workshops, seminars, and institutes, the Centre
seeks to encourage
and facilitate research on international education through a
variety of activities, including
but not limited to the following:
public lecture series;
visiting scholars;
undergraduate
and graduate scholarships;
international exchange programs for academics;
mobility programs for students and faculty;
and
publication of newsletters, conference proceedings, research reports and
other material.
3.6. The Centre seeks to attract long-term funding for its activities, and will
pursue such opportunities in collaboration with the SFU Faculty of Education
and the University as a whole as well as the broader educational community.

Library Course Assessments
The library participates in the course approval process for new courses at both the undergraduate and
graduate
levels. By Senate motion (S.93-11) "no new course should be approved by Senate until funding has
been committed for necessary library
materials." A library review should be conducted after new course
proposals have been approved by the department or school curriculum committee, before being considered by
the
Faculty curriculum committee. New courses will not be approved at the Senate Committee on
Undergraduate
Studies (SCUS) or Senate Graduate Studies Committee (SGSC) until a library review has
been
completed. Even if the department states that no new library resources are required, a report from the
library is required to confirm this view.
To submit course proposals for review by the library, forward the following materials to Gwen Bird, Associate
University librarian,
Collections Services:
• course proposal forms
• complete course outline
reading list created for the course, if any
• date of Faculty curriculum committee meeting (or other deadline for library report)
An assessment
will be done to evaluate whether the library's holdings and present collection development
activities are adequate to support the new course. If no new library resources are required, the course will be
added to the appropriate
list below indicating the library is adequately resourced to support the course.
If additional library resources are required, a full report will be created and linked below, and the associated
costs
will be identified. The costs may be one-time, to fill gaps in holdings, or ongoing, for example, to start
new
journal subscriptions, or sustain book collecting in areas not now included in the library's collection scope.
If costs are attached, the department or school is asked to transfer the required funds to the library's materials
budget. Questions about the process can be directed to Gwen Bird.

Unless otherwise indicated, these courses require no additional library resources based on a course location of
SFU Burnaby. In many cases, if the courses were to be offered at SFU Surrey or Vancouver or as off-campus
courses,
