Attached please find a memo from the Director of the Development Studies Program, Dr. Robert
Anderson, outlining
the Development Studies Program Steering Committee's decision to request a name
change to the
Devc/opmellf (lI1i1 SlIslaillabilily Program.
The rationale is as follows:
This name supports key strategic directions of the new Faculty of Environment and better conveys the
focus of the program.
It
provides greater clarity for students interested in studying in this
interdisciplinary area and for the identity of the program and the discipline of development within the
Faculty and the University. This is part of a set of initiatives (sec appendix attached) and no additional
resources are required
to support this name change.
This
name change is supported by the Dean's Advisory Committee of the Faculty of Environment and I
recommend this name change
to SCUP for approval.

Following consultations, the Steering Committee of this Program met on 7 December 2009 and
approved a change of the name of the Development Studies
Program to the
Development and
Sustainability Program
in the Faculty of Environment.
This choice of name was preceded by a year of discussion among members about a name that
signals
our entry into the new Faculty of Environment. In November 2008 a majority of
members indicated a preference for a name including Isustainability' because it would more
fully express the productive tension between development and its problems. The insertion of
an additional term 'environment' in the program name was carefully considered. At the
committee meeting on 1 April
2009, knowing the name of the new faculty, there was lengthy
discussion of the need
to make our new name interesting and meaningful to students and
others outside the university.
On 1 and 1H September 2009 the Committee submitted a 3-Year
Plan
to the Dean of the Faculty incorporating the proposed name
Development and Sustainability
Prog,oam.
The steering committee member who is also responsible for the Centre for
Sustainable Community Development, the director of
REM, and the director of the School of
International Studies at
SFU were consulted about the change of name.
The university has adopted a strong agenda to change its operations and outlook to be 'more
sustainable'. We understand the term Isustainability' to include 'environment', and
our place
in the new faculty will
be a strong signal too. Given these reasons we are confident that this
change will be accepted and will strengthen
our program, and thus the Faculty as a whole. The
high level of international teaching and research of people in this program
is also consistent
with
SFU's emphasis on internationalization.
Most universities in North America have programs in development studies and a great
number of those programs also have a Isustainability' focus.
UBC has a new Institute of
Environment, Resources, and Sustainability.
UVic has a program on Business and
Sustainability.
Our focus on development and sustainability will complement others.

No further resources are required for this name change. The program will continue to develop
within the new Faculty and in collaboration with other interdisciplinary teaching, research and
programming within the University.
We recommend approval of the name change to tire
Development and Sustainability Program.

Development Studies Program Initiatives
Faculty
of Environment
(3 December 2009)
This document outlines the major initiatives to be taken (and a tentative time-line) to build and strengthen this
program in the
FENV.
1. New name for Development Studies Program: We are currently in the process of consultation on a new
name, and
will prepare a memo on the new name of our program early in January 2010. Our program is
currently listed in the SFU calendar as "Development Studies Program" in FENV.
2. Formalizing Core Course of Graduate Certificate in Development Studies: We will prepare a new course
proposal (also in January
2010) to establish formally the core course for the Graduate certificate in
development studies
(provisionally "DEV 801") as a course 'owned' by our program and located in the FENV.
We expect to see this process completed in time for the next offering of the course in fall 2010. The core
course
for the graduate certificate in development studies has been offered every year since the program was
created in
2005. To date, 52 graduate students (masters and doctorate) have taken the core course. The
course has so far been offered as a selected topics course, cross listed in CMNS and POL. It should now stand
alone.
3. Create new courses for proposed undergraduate programming: Development studies program currently
only offers a graduate certificate. We are proposing
two undergraduate courses (200 and 400-level). The 400-
level course (provisionally, DEV 401) will be offered as selected topics course in summer 2010, and the 200-
level course ("DEV 201") will be offered in 2011. These two courses will form the basis of a new undergraduate
curriculum
to be developed by our program (see para. 5)
4. Resources: The program requires a modest amount of new resources and/or the re-allocation of existing
resources (in the form
of secondments, course buy-outs, or cross-appointments) in order to offer these
courses.
Since our program has no faculty complement, instructors with teaching commitments in other units
would have
to be relieved from those obligations in order to teach these courses.
Team teaching
will
be a
common method
of instruction in the program.

5. Obtain approvals for creation of undergraduate Minor Degree: The program steering committee has
approved the development of undergraduate programming to complement our existing graduate program.
This program will
be built on the two undergraduate courses (201 and 401) offered as selected topics courses.
We therefore propose to create an undergraduate minor degree, a process that will occur in two steps:
Step
1: Obtain all necessary approvals for an undergraduate component to our program.
Step 2: Develop detailed curriculum for a minor degree program and obtain all necessary approvals. We expect
to begin these processes in the summer and fall of 2010 in order to establish the minor in fall 2011.
