Of Reference (SCUP 05-066)
At its November 23, 2005 meeting SCUP reviewed and approved the draft terms of
reference for the Merck Frosst Chair in Statistics and Information Sciences of Arthritis
and Musculoskeletal Diseases. This
Chair will be in the Faculty of Health Sciences, and
will be a partnership between the Arthritis Research Centre of Canada and the Faculty
of Health Sciences.
Motion
That Senate approve the draft terms of reference for the Merck Frosst Chair in Statistics
and Information Sciences of Arthritis and Musculoskeletal Diseases in the Faculty of
Health Sciences.
Rationale
The proposed chair will lead research activities in arthritis and musculoskeletal diseases
at SFU and the Arthritis Research Centre of Canada. The chair is funded by a gift of
funds from Merck Frosst Canada Inc. to the Arthritis Research Centre and a matching
grant from SFU. Further details about the objectives of the Chairs are provided in the
attached documentation.
The terms of reference have been reviewed for consistency with applicable university
policies.

Terms of Reference
The MerckFrosst Chair in Statistics and Information Sciences for Arthritis and Musculoskeletal
Diseases (the Chair) was established in 2004 by three founding partners: the Arthritis Research Centre
of Canada (ARC), Merck Frosst Canada Ltd., and the Faculty of Health Sciences at Simon Fraser
University SFU). The Chair-holder will hold a tenure or tenure-track appointment in the Faculty of
Health Sciences of SFU situated at ARC.
The Chair is funded by an Endowment (the Fund) comprised of a $1,000,000 gift to the Arthritis
Research Cpntre from Merck Frosst Canada Ltd. and a matching grant from SFU of $1,500,000 in
capital or its operating equivalent. A further $1,500,000 will be raised jointly by ARC and SFU,
providing a total endowment of $4,000,000. The income from the endowment will be used to pay the
salary and benefits of the Chair-holder and his/her research program.
The Chair iill enhance the quality and quantity of research conducted in arthritis and musculoskeletal
diseases at SFU and ARC and will establish SFU as a leader in new statistical and information
technology iresearch in these diseases.
The Chair ih Statistics and Information Sciences for Arthritis and Musculoskeletal Diseases will build
upon BC's unique health research and training resources to create one of the world's renowned centres
in the prevntion and treatment of arthritis and musculoskeletal diseases. As a world leading

Specific objectives of the endowment include:

To recruit a world-class Biostatistician committed to advancing biostatistical science across the
BC research community.
• To enhance the existing resources and research programs at SFU and ARC
• To promote leadership and expertise in the management and analysis of complex and innovative
information systems in the area of arthritis and musculoskeletal diseases.
Fund Administration:
The endowment will be held by SFU. The administrator of the Fund will be the Vice-President
Academic or his/her designate.
The capital of the Fund will be held in perpetuity with a portion of annual earned income reinvested in
the Endowment to protect its value over time. A portion of annual earned income (see Endowment
Management Policy OP 20) will be used each year to support the Chair-holder's salary and benefits.
Any unused portion of the earned income of the Endowment will be made available to support the
research program of the Chair.
In the event that circumstances make the specified use of the Fund no longer practicable or desirable, the
Board of Governors of SFU is hereby authorized to make any changes it may deem necessary in the
terms of use of the Fund, or the Chair, such changes, however, to be in keeping as far as possible with
the original spirit and general intent of the Fund; in such an event, SFU hereby agrees to so advise
Merck Frosst in writing.
The Chair in Statistics and Information Sciences for Arthritis and Musculoskeletal Research:
SFU will appoint the Chair-holder in accordance with university policy A 10.06: Appointment of
Specially Funded University Chairs, University Professors and Research Fellows and in consultation
with the Advisory Committee for the Chair. The Chair-holder will hold a tenure track academic
appointment at the senior rank of Professor in the Faculty of Health Sciences at SFU. The Chair-holder
will be an established scholar with a record of achievement consistent with appointment to a Tier I
Canada Research Chair.
The term of appointment for the Chair-holder will be a
5
year renewable term. Renewal of the
appointment will be concluded in accordance with university policy A 10.06 and in consultation with the
Advisory Committee for the Chair.
The workload of the Chair will be modified such that up to 70% of the Chair-holder's time will be spent
on research. All other terms and conditions of employment will be consistent with University policy as
established or amended from time to time.

The Advisory Committee for the Chair will consist of seven members representing SFU, ARC, and
other exter 1 nal bodies. The members will be appointed for a five year renewable term by the Vice-
President, 'Academic on the advice of the Dean of Health Sciences at SFU and the Scientific Director of
the Arthritis Research Centre of Canada. At least four members of the Committee shall be external to the
University The Committee shall meet at least once a year to review progress of the Chair and to advise
the Chair-holder on future research directions. The Committee shall also be consulted at the time of
appointmefl or renewal of the Chair-holder.
