At its February 21, 2007 meeting SCUP reviewed and approved the proposal for the
creation of the Centre for Imaginative Education. Although the original proposal
specified a Schedule A Centre in the Faculty of Education, at the recommendation of
SCUP, this Centre will be a Schedule B Centre.
Motion
That Senate approve and recommend to the Board of Governors the creation of
the Centre for Imaginative Education as a Schedule B Centre.

1.
Purpose
1.1. The Centre seeks to facilitate and extend theoretical and applied research into the
imagination and its development and uses in education. Its goal is to become known
worldwide as a source of outstanding educational ideas, resources, and practices.
1.2. The Centre is affiliated with Simon Fraser University and conducts its activities in such
a way as to enhance the reputation and the programs of the University.
1.3. The Centre is committed to developing long-term collaborative relationships with the
public education system in British Columbia and elsewhere, and with other research
institutes and institutions of higher education, across Canada and internationally.
2.
Governance
2.1. The work of the Centre is guided by an Advisory Board, consisting of individuals with a
demonstrated commitment to the development of imaginative potential in children and
adults, or to the advancement of education in British Columbia and elsewhere.
Invitations to join the Board are issued by the Director of the Centre; members serve for
a three-year term, renewable by invitation. The Advisory Board meets at least two times
a year to review the Centre's activities and plans and provide advice to the Director and
Steering Committee.
2.2. The Steering Committee of the Centre consists of 3-7 employees or students of Simon
Fraser University, at least two of whom must hold full-time tenured or tenure-track
positions. The task of the Steering Committee is to determine the overall direction of the
Centre and to oversee the management of its operations. While it normally operates by
consensus, when necessary it can make decisions by majority vote, including the
appointment of new members of the Steering Committee and the election of the Director
and Deputy Director of the Centre from among its members. The Director must hold a
full-time tenured or tenure-track position at SFU.
2.3. The Director's tasks include the following responsibilities, which he or she may
delegate but not abrogate. When the Director is unavailable, these responsibilities
devolve to the Deputy Director:
a. chairing the Steering Committee;

b.
overseeing the Centre's finances;
c.
hiring Centre personnel, including support
staff
and research assistants;
d.
reporting to the Committee on University Centres.
2.4. The Centre is constituted as a Schedule B Centre at Simon Fraser University under the
terms of SFU Policy R 40.01, and conducts its affairs in accordance with
all
other
University policies. A report on the Centre's activities and financial status from April 1
to March 31, including the current membership of the Steering Committee and the
Advisory Board, is submitted to the Vice-President, Research, by the Director before
June 30th each year.
3. Activities
3.1. The Centre's activities are open to all interested parties, including faculty and students
from across the University, and educators and others outside the University. The
Steering Committee may establish various categories of membership in order to facilitate
participation in and administration of its programs.
3.2. The Centre sponsors and organizes educational conferences, both in British Columbia
and elsewhere, on its own or in collaboration with other institutions.
3.3. The Centre organizes other activities such as seminars, workshops, colloquia, and so on,
and may enter into contractual arrangements with school districts or other institutions to
provide such activities for a fee. In such cases, the Centre will agree with the individuals
involved in the activity on appropriate compensation for their work.
3.4. The Centre maintains a website on its activities, and may also publish a range of other
materials, including newsletters, curriculum resources, teaching guides, conference
proceedings, scholarly works, and publicity materials, in a variety of media.
3.5.
The Centre seeks to encourage and facilitate research on imaginative education, and to
that end it provides opportunities and support for university faculty and students,
teaching professionals, and other interested parties. Such support may include, for
example, office space, administrative support, shared technical and other resources, and
assistance in applying for external funding. Within the relevant SFU policies and
guidelines, the Centre may charge for the services it provides.
3.6. The Centre seeks to attract long-term funding for its activities, and will pursue such
opportunities in collaboration with the SFU Faculty of Education and the University as a
whole.

In this letter, we wish to provide a brief introduction and rationale fordur:
proposal to establish a Schedule A Centre for Imaginative Education in the
Faculty of Education. A draft constitution for the Centre is attached.
As you know, a little over four years ago the Imaginative Education Research
Group (IERG) was established within the Faculty of Education as a result of the
Canada Research Chair granted to Dr. Kieran Egan. Over that time, the IERG has
grown considerably, both in participants and in the scope of its activities. The
steering committee of the IERG believes that, while the informal nature of the
IERG has served us well in some respects, the time has come to seek a more
formal status within the University.
The proposed constitution lays out what we see as our central priorities. Through
our high-profile international conference, an increasingly extensive publication
program, collaboration with the
K-12
education field and with other universities,
and of course the pursuit of cutting-edge research involving both faculty and
students, we hope to continue our quest to become a world-class source of
innovative ideas, practices, and research in education. We particularly hope that
the Centre will help us attract long-term funding that would provide a more
stable base for our work than the short-term research grants we have been
fortunate to acquire so far.
The proposed structure of the Centre does little more than formalize existing
arrangements within the IERG. Our current Steering Committee includes the
three of us, with Dr. Egan serving as Director and Dr. Fettes as Deputy Director,
and occasional participation by other members such as Drs. Gajdamaschko and
Madoc-Jones. We have not sought to create membership categories for the IERG,
but the proposed constitution will permit us to do so for the Centre. Among other
possibilities, we are keen to create categories for collaborating researchers (more

 
than 100 are now in regular contact with us),
for
teachers who have
demonstrated mastery of imaginative teaching ideas and practices (over 8,000
educators are currently included in our database), and for an Advisory Board
whose primary purpose would be to assist us with fundraising.
We hope that you agree with us that the Centre will be an asset to the Faculty,
and look forward to your feedback and support.

Upon his official retirement in 2007, Egan will step down from the Director position,
but will remain a member of the Steering Committee.

Fettes will take on the role of Director on Egan's retirement.

This network will also be placed on a more formal footing in the coming year.
