I. INTRODUCTORY COMMENTS
This report covers the business activities of the Senate Policy Committee on Scholarships,
Awards and Bursaries (SPCSAB)
for
the three semesters, 91-2, 91-3, and 92-1.
The Committee held meetings on:

Budget Planning for 92/93
The Committee was
faced
with the expectation of a reduced budget in
92/93. It had to decide how to accommodate possible expenditure
reductions in the three primary undergraduate programs: Bursaries,
Entrance Scholarships and Open Scholarships.
The Committee decided to protect, as much as possible, the Bursary
budget, and to allocate any necessary reductions approximately equally
between the Entrance Scholarship and Open Scholarship Programs.

The number of Entrance Scholarships for 92/93 is being reduced
significantly in response to Budget limitations.
3. Open Undergraduate Scholarships
In order to respond to Budget limitations, the terms of reference were
changed as follows:

1991/92
Open Undergraduate Scholarship Terms of Reference:
Initial Eligibility: To qualify for the first time, students will be required to
have completed at least 24 credit hours of normal graded courses at SFU
and have achieved an SFU CGPA of at least 3.60.
Further Eligibility: To have tuition paid for in the semester of eligibility, a
student must have an SFU CGPA of at least 3.60, must have achieved an
SFU semester GPA in the last semester of registration at SF0 of at least
3.50, and must be registered at SF0 in the semester of eligibility.
To 1992/93
Open Undergraduate Scholarship Terms of Reference:
Eligibility: To qualify a student must have, at SF0, a minimum CGPA
of 3.60, a minimum semester GPA of 3.50 in the last semester of
registration and have completed at least 24 credit hours of normally graded
courses over the past 3 semesters of registration in such courses. Tuition
will be paid in the same semester a student meets all eligibility requirements.
Other Program criteria will remain unchanged for 1992/93.

V. EMERGENCY LOANS: UNDERGRADUATE AND GRADUATE
Short term, interest-free loans are available to students who require interim emergency
funding while awaiting funds from other sources.
Value: Normally $300 - $800 (average $500)
During 1990/91, 1,144 loans were issued totalling $531,375
During 1991/92, 1,332 loans were issued totalling $664,807

VI. WORK STUDY PROGRAM: UNDERGRADUATE AND GRADUATE
The SFU Work Study Program provides part time employment which is intended to
be mutually beneficial to students and the University. Every effort is made to
provide career-related job experience, which is primarily of a research nature. The
Work Study program is intended normally to supplement Provincial and Federal
student loan programs, as per policy requirements of the government funded
program. However, Work Study funded through SFU requires only that students
demonstrate financial need to qualify.
All
students must meet a financial needs test,
must be registered in, and maintain 9 credit hours or more in undergraduate studies,
or be registered in a Graduate Program for Graduates, and must be in satisfactory
academic standing.
