Appointments to Senate Appeals Board
1986-
J. Olyslager was elected as alternate to D. Ryeburn on the Senate Appeals Board. J.
Olyslager replaced S. McShane, Faculty of Business Administration.

D. Ryeburn, Dept. of Mathematics and Statistics, was elected Acting Chair to the Senate
Appeals Board for the period May-October. F. Riahi was elected as Chair to the Board at
the October 8/87 meeting. D. Ryeburn was re-elected to the Board for another two-year
term October/87-September 89. T. Maynard, Department of English, was elected as
alternative to J. Olyslager, who left the University following graduation.

The following action was taken leading to subsequent approval by Senate:

Concurrent Studies (SUAB
156)
S.86.29
A new admission category was introduced; that of Concurrent Studies, enabling well-
qualified high school students to take University courses while completing their
secondary school work.
Revisions to Transfer Credit - BGS Decree (SUAB 159) S.86-56
Transfer credit regulations for the B.G.S. were simplified and broadened, allowing
additional transfer credit to a maximum of 90 semester hours from any recognized
degree-granting institute, not only from those in B.C.
1987
Advanced Placement Proam
Approval was wanted for transfer credit and for advanced standing for examinations
passed with a wade of 4 or higher in several disciplines on a 3-year trial basis, subject to
review by SUAB in 1988.
30 Semester Hour Limit on Transfer Credit (SUAB 172) S.87.13
The regulation limiting transfer credit to no more than 30 semester hours after initial
registration was deleted.

 
Revisions to Transfer Credit - Enneering Science (SUAB 170) S.87.20
Approval was given for students In the B.A.Sc. program to transfer a further 20 semester
hours of credit in Engineering Science in addition to the normal limit of 60 semester
hours of course credit.
Based on a review of the effects of enrolment limitations on international students
entering the Faculty of Business Administration, the School of Computing Science and
the M.S.S.C. program, Senate extended the limitations for a further period of two years,
until the 1990-1 semester, with a further review to take place in 1989.
Senate approved changes to the English language requirements for non-native
speakers to include a minimum score of 5 for the Test of Written English (T.W.E.) in
addition to the minimum score of 570 for the Test of English as a Foreign Language
(T.O.E.F.L.), or, where the T.W.E. is unavailable, a score of 600 on the T.O.E.F.L. may be
used. In addition, Senate approved the discontinuance after one year of the University's
ESL program administered by Douglas College. These policy changes are to be subject
to an annual review by S.U.A.B.

Other action taken by SUAB

e in Procedures - End of Semester Review (SUAB 161
SUAB agreed to change procedures at the end-of-semester review meeting when the
records of students who are being withdrawn are evaluated. In future, only those
students whose cases are put forward by the Director of Admissions or Director of the
Academic Advice Centre will be considered for review at the end of semester.
Admission and Transfer Credit for Students from Pakistan (SUAB 160
Requirements for students entering from Pakistan were changed in concurrence with the
most recent educational survey. Students will now be able to enter S.F.U. directly from
high school in Pakistan.
Extension of Transfer Credit to Alpha and Coquitlam Colleges (SUAB 155)
Following a review of performance of students attending S.F.U. from Alpha and
Coquitlam Colleges, SUAB found that the data were inadequate to support a positive or
negative decision. Consequently, the trial period for transfer credit was extended for
three additional years, to August 31/89.

Change in Weighting of Provincial Examinations (SUAB 169)
SUAB responded positively to a request from the Ministry of Education that the weighting
of Grade 12 final exams be changed from 50% school grade - 50% Provincial exam to
60% school grade - 40% Provincial exam. The Ministry did not implement this change.
Transfer Credit for B.C.l.T. Nursing Diploma (SUAB 171)
Approval was ranted for up to 17 credit hours of transfer credit for students completing
the B.C.IT. General Nursing Diploma.
ESL Requirement Waiver for Students Entering French Immersion P.D.P. (SUAB 166)
At the request of the Faculty of Education, dispensation of the T.O.E.F.L. requirement for
students entering the French Immersion P.D.P. was granted by SUAB on the proviso that
this dispensation apply only to the P.D.P., but not be extended should a student wish to
enrol in further University coursework unrelated to that program.
Establishment of a Public Universit

Transfer Credit Committee (SUAB 174)
SUAB voted to submit to Senate for consideration an approval the establishment of a
Public Universities Transfer Credit Committee and associated procedures; however the
matter was referred to the Tn-Universities' Presidents Council for review before
consideration by Senate.

Course Challenge Update (SUAB 178)
A revised list of courses available for course challenge was approved.
Other Matters Discussed
The following topics were discussed:

Proposed English Language Institute
SUAB reviewed and approved in principle a proposal put forward by the Faculty of
Education to initiate an English Language Institute to provide English as a Second
Language (ESL) instruction to students whose skills in English indicated the need for
remediation. The study was sent to departments for comment. However, the Faculty of
Education notified the Board that space was unavailable to implement the program.

College Recruitment of Visa Students
The Board was Informed that local community colleges are actively recruiting students
from Hong Kong. He advised college officials that some SFU
rroams (e.g.
Business
Administration, Computing Science, and Criminology) had enrolment limitations, and
that students should be made aware of this tact when considering subsequent transfer to
SFU.

Law l2IWriting 12
Law 12 (formerly Law 11) was considered for admission: however, the Board decided
not to accept the course until a revised curriculum was available.
A request to accept Writing 12 (formerly Writing 11) for admission was approved by the
Boar d.
End of Semester Reviews
SUAB reviewed individually the Permanent Records of students who were required to
withdraw from the University under a variety of categories at the end of each semester in
1986 and 1987. The totals by category are as shown in the attached table.
