At its meeting of 15 October, 1992,

Faculty of Arts Graduate Studies Committee approved the
following addition to its regulation forMasters Examiners.
Graduate Regulation 1.9.IC
c)
a member of faculty at the university or a person otherwise
suitably qualified, who is not a member of the student's

supervisory committee.
For a thesis defense in the Faculty of Arts, a Master's Examiner may not be a member of the same
department as the one granting the degree. An examiner external to the department is not required for
projects. extended essays. and field exam nations. Waivers, however, sought by the department
granting the degree. will be decided by the Associate Dean of Arts in his/her capacity as Chair of the
Faculty of Arts Graduate Studies Committee.
At the present time, the Faculty of Arts' regulation concerning Masters Examiners appears only in the
Graduate Studies Handbook. Therefore, we request that the above statement be added to 1.9.IC of the
Graduate General Regulations in the Calendar.
Please place this item on the agenda of the next meeting of the Senate Graduate Studies Committee.

calendar reads as follows:
Degree Requirements
MA
Program
Students will undertake formal course work and write a thesis. The formal course
work will include four one-semester courses of which POL 801 is compulsory. Of the
remaining three, students will be required to choose at least two from any two of the five
fields listed below. Students may also be encouraged to take additional courses in
methodology and languages.
Although Political Science graduate coureses are normally offered in English,
instruction may also be made available in French, when desired by all graduate students
enrolled in the course and subject to a Francophone instructor being available at such time.

The two paragraphs above are to be deleted. Proposed new text for
the calendar description will read as follows.

The degree program may be completed in one of two ways. In the thesis option
students are required to complete four graduate courses and to write and defend a thesis of
approximately

across Canada and the United States. So far as the Department of
.
Political Science is concerned the creation of a course-intensive
field examinations option is intended to enable our students to
expedite progress in their M.A. programs without sacrificing
intellectual rigour. What may be lost in terms of intensive thesis
specialization will be more than made up for in terms of increased
intellectual breadth and an improved pace of student career
progress.
Based on statistical analysis provided by the Dean of Graduate
Studies, for the period 1985-1 to 1991-3 the average length of time
to complete the M.A. for students graduating in Political Science
took more than 11 semesters. The Department has felt for some
time that this was an excessively long period of time for most
students to allocate to M.A. studies. During this same period the
shortest recorded time in the program to successful completion was
four semesters--but only one student managed this feat. Five of the
19 M.A. graduates in this period obtained their degree after 15 or
more semesters (i.e., more than five years). Of almost equal
significance, for a group of 11 students who ultimately withdrew
from the program, the average elapsed time spent in the program
before actual withdrawal was some eight and one-third semesters.
.
Again, this is an unacceptably long time. Reform of the degree
process is therefore essential.
It is also of note that the Department is adding a specified
length of approximately 25,000 words" for M.A. theses. In the past
too many students have produced theses of length far in excess of
what is reasonable at the M.A. level. This publicly specified length
will help to induce students to produce tightly organized, succinctly
written theses.

RATIONALE:
When the 700-level proseminars were established, the Department was
undecided whether they should be valued at 3 or 5 credits. The amount of work
involved pointed to 5, but we were reluctant to allow the total number of credits
for the 6 courses required of students in the Experimental Psychology MA
Program to be as high as 30. We chose to specify the credit as 3 hours, and
scheduled the courses for 3 contact hours. The same concerns led to the 900-
seminars being valued at 3 credits, even though these courses are usually
scheduled for 5 hours (they are typically paired with 400-level undergraduate
seminars that have 5 contact and credit hours). In the event, the amount of work
required in these graduate courses dearly warrants 5 credits. While the other 900
courses were changed to 5 credits, this course was not included.
