Dear Dr. Strand:
Please be informed that council has set up a new committee to
consider admissions regulations and credit transfer. This
committee consists of the Arts President - Terry Devlin, Sports
Co-ordinator - John Niscra, and the 1st Vice President - Chris
Dumfries. ?
Mr. Devlin will be acting as Chairman of this committee.
By way of background, I may add that this committee has been in
existence, as you may know, since last Thursday evening and was
formally ratified by the council last night. Also last night
council received proposals from Mr. Devlin. These proposals
have since received approving signatures from the majority of
council members. Mr. Devlin was further instructed to relay
these proposals to you, which I believe he has done at this time.
I would hope you will bring these proposals to the direct attention
of the Senate and that provision will be made for discussing these
proposals at the Senate Meeting on Wednesday night.

Dear Dr. Strand:
As you are aware, Simon Fraser's policies and practices relative
to admissions, credit and standing have been under internal
scrutiny for some while. They have also been of deep concern to
the Simon Fraser Student Society and to students at large.

You will recall that in September, as one of its first acts, the
Student Council appointed an inquiry committee who were to have
reported back to council in order that appropriate action could
be commenced. You will recall also that the present writer, in
his capacity as Arts President, also called upon you in September
to discuss the possibility for changes in the area.
Since that time, many events have transpired and the original
committee is being replaced with a new one consisting of the
following:

PROPOSALS
1.
That the President request of Senate to set up immediately an
investigating body to look into the question of credit transfer
and admissions and that this body be instructed to report back as
.soon as possible, no later than February 1, 1968.
2.
That 'In the interim period between now and the return of the
investi
g
ation report, an appeal board be set up to deal with those
Simon Fraser Students' who believe their cases to have been unfairly
dealt with.
3.
That this appeal board be not composed of the same persons who made
the original decisions In respect to the cases coming before It.
4.
That students be included on this appeal board.
5.
That this appeal board begin its hearings, immediately.
6.
That Students be given adequate representation of the Senate Admissions
Committee in respect to the formulation of the operative policies of
that board. This is not to be construed as allowing students to have
access to other students' academic records.
7.
That no student shall be denied admission to Simon Fraser University
without detailed written reasons for his refusal.
8.
The formulation, publication and distribution of a set policy in respect
to credit transfer and admission to Simon Fraser University.
9.
That the Registrar of Simon Fraser personally meet with appointed
representatives of Vancouver City College Student Council to investigate
special problems of credit transfer from that Institution.
10.
That the present policy of disallowing grade 13 credit transfer from
institutions outside of British Columbia, be revoked.
11.
The Acting President be Instructed to facilitate the co-ordination of
Simon Fraser University admissions policy with other institutions
throughout British Columbia.
