REPORT

The Joint
Senate-Board Working Relations Committee met twice:
or. Moniay, March 11th and again on Monday, April 15th. Mr. Eyre was
unabJ tm attend either meeting, and Mr. Lester attended the first but

reeonrl. All other members were in attendance at the two meetings.
The refiëIcnt also attended, convening both meetings and providing a
ummnry of the first for the benefit of Committee members.
The
CommittCe elected no Chairman or Secretary. Following

second meeting Mr. Bawtree was named the Committee's rapporteur
for the Senate, and Mr. Ilean for the Board.
DISCUSSION
.
MMARY
The Committee confined most of its discussion to the
difficul t
ies that had arisen over the introduction of new academic
programs. One member felt that the Committee had been set up originally
to e11 with a fariidcr range of matters. It was pointed out that
other committees were dealing with such things as general. University
governance, appointment and promotion procedures, etc.
The Committee recognized the need for an intensive scrutiny
of the academic worth and financial implications of all proposed new
academic programs, and of all substantial changes or expansion in
existing
programs. The Committee felt too that the University needed to
al priorities in both immediate and long-range academic
establish gener
planning. The Committee was concerned that the Senate and the Board
work closer together in this area, where financial and academic considerations
most evidently overlap.
RECOMMENDATIONS
-
Accordingly, the Committee recommends as follo-is:
1.
That the present Long Range Academic Planning Committee
be dissolved;
2; That a Joint Senate-Board Academic Planning Committee be
established, under the Chairmanship of the Academic
Vice-President (still to be appointed), with membership
that includes the Academic Planner (still to be appointed)
and representatives from Senate and Board;
