It is
suggested that there are several areas of co-operation
between the Board and the Senate that could profitably be clarified by
discussion between representatives of the Board and Senate.
It is suggested, for example, that if Senate is going to play its
maximum role in the years ahead in indicating priorities of academic
development to the Board of Governors, the members of Senate will have to
take cognizance of the financial implications of the programs they are
discussing. The simple interpretation of the Act leads one to assume
that Senate is to discuss academic matters in vacuo as far as finances are
concerned and that financial matters are entirely up to the Board.
It is
suggested that this is one area of co-operation between Senate and
the Board that could be discussed and worked out if a joint Board-Senate
Committee was set up.
The Board of Governors discussed this matter at their meeting
on
18 December and agreed to invite Senate to set up a joint Ad Hoc Committee
to study and report on these matters of common interest. It is suggested
that the Committee have three members from the Senate and three from the
Board. The Board has selected. the Chairmen of its three working committees,
Mr. Lester, Mr. Hean and Mr. Eyre.
