    It is a recognized possibility that because of space
    constraint and financial restriction enrolment will have to be
    limited in the near future.
    Limitation of enrolment has important academic
    implications. I therefore submit that Senate should discuss these
    implications now, because the period between knowing that limitation
    will have to be enforced and themaking of the decision will of
    necessity be short, too short, then, for Senate to be able to discuss
    the matter adequately.
    Senate is concerned with maintaining academic standards'
    which could suffer through less efficient and less stimulating
    instruction, and through diminution in frequency of contact between
    faculty and students.
    Possible action which ought to be considered by Senate
    will include:
    I. Restriction of available courses;
    2.
    Intermission of course offerings;
    3.
    Postponement of new programs;
    4.
    Arrest of the normal development of existing undergraduate and
    graduate programs;
    5.
    To what number enrolment should be limited;
    6.
    In what way enrolment should be restricted--by raising of entrance
    qualifications, by independent departmental decisions, or by pro rata
    limitation based on previous enrolments.
    My submission is that, given a firm forecast of space
    available,and the faculty to be available,for September 1968, each
    department should be requested to submit a maximum figure for enrolment
    of new. students, undergraduate and graduate, In each course, based on a
    forecast of courses offered and predicted enrolments at all leveis,with
    the proposed allocation of duties to faculty, teaching associates and
    teaching assistants.
    It is possible that this could be done for the Spring
    semester enrolment; if not, then for the Fall semester enrolment.
