The attached paper was prepared by the Vice-President's
Implementation Committee, using the papers by Senators
Campbell, MacDougall and Burstein as a guide.
The Committee did not make any recommendation on the
desirability of accepting the

RECOMMENDATIONS ON RETROACTIVITY?
of
PROVISIONS OF THE ELLIS REPORT?
CONCERNING TRANSFER CREDIT
The present paper concerns students admitted to Simon Fraser
University on the basis of Grade 13 or on transfer from a
B.C. public regional college prior to Fail, 1969.
Basic _Assumptions
1.
No Motions are necessary concerning retroactive
application of admissions criteria since students
who have been denied admission in the past can always
re-apply.
2.
By January, 1970, the Academic Vice-President should
have ready a list of courses currently offered, or
equivalent courses previously offered in Grade 13 or
by public regional-colleges in-B.C
.
, together with the-
type of credit to be allowed for each course. The
amount and nature of general elective credit which
each faculty will credit towards its degree will be
included in this list.
3. The granting of credits for courses which appear in
the list published by the Registrar's office will be

a purely clerical function and will be carried out in
the Registrar's office.
All applications for credit for any courses not shown
in the list will be handled by the Senate Committee on
Undergraduate Admissions and Standings.
MOTION A (in Campbell paper)
Delete entirely.
MOTION B
Application by a student for retroactive reconsideration
of transfer credit will only be made once. This will
automatically ensure a complete review of the applicant's
record.
No application will be considered before January 1st,
1970 or after December 31st, 1970.
The Registrar's Office will ensure that students are
informed of the procedures to be followed in applying
for additional transfer credit.
MOTION C
In the first semester that retroactivity becomes opera-
tional, applications will be processed with the following
priorities:--

i)
students due to graduate at the end of the
semester;
ii) students due to graduate the following
semester;
iii)
students needing additional credit to gain
upper division status;
iv)
other applications.
Every effort will be made to process all applications
as quickly as possible.
MOTION D
This is now included in Motion B.
MOTION E
An appellant who has taken an SFU course equivalent to
one he took at another school, will not receive double
credit.
