I take p
leasure in re- submitting to you a motion concerning the retro-.activity
of the Ellis Report for inclusion in the agenda of the September Senate meelihg.
A working group consiting of Senators Lagh1n, Sullivan, MacDougall, Ken--
ward, and myself, and Dennis MccJn met this morning to consider the objections
to the original proposal.
The result is the attached motion, which is broken into several sections for.

Basic Assumptions:
.i. No motions are necessary concerning retroactive application of admissions.

criteria since students who have been denied admission in the past can re-apply.
#2. By January, 1970 the Academic Board or the Academic Vice President should
have ready a list of courses offered by junior and regional colleges in B. C. together
with general elective credit , unassigned credit in a subject area, or SFU equivalent
credit that will be allowed for these courses. The ammount (and nature) of general
elective credit which each faculty will credit toward its degre

and Standings.
4. Students who have already been admitted under the provisions of the Ellis Report
will
not be allowed to apply for credit following these procedures, but will have to
direct any an all appeals through the Seanate Appeals Committee.
-#5. The procedures outlined in these motions apply to applicants seeking recognition
• of credit obtained from British Columbia institutions. Those wishing retroactive
application of the Ellis Report for crddit obtained from instituati.ons from outside
of British Columbia would be dealt with under the procedures outlined for then ii
the Ellis Report where that is possible.

Motion A:
For a course which does not appear on the list of courses which have' been evaluated
credit may be given only if the student is able to present with his first application
for retroactivd c:aisideration a signed letter from the registrar at the school where
the course was taken, asserting that the course has been discontinued and is equivalent
to a course (with the course number given) which has been evaluated.
Further for courses taken before the summer of 1968, the student must submit
letters from the schools where the courses were taken asserting tha,even if the

-course numbers have not chahged, f.he courses were e

rently given.

should be noted that at all times the Senate Committee on-Urid.rgraduate Ad-
.missions has the right, subject to Senate's approval, to establish its own criteria
for evaluating courses for tansfer credit, and will not necessarily accept the
evaluations of other institutions. Therefore the mere fact that the student is able
to produce a letter from an6ther institution attesting to the equivalency of a course
or courses does not mean that the course -or courses will be recognized by Simon
Fraser University.
