SENATE LIBRARY COMMITTEE REPORT TO ?
SENATE
1969 SPRING SEMESTER
By terms of reference of the Senate Library Committee
(approved by Senate March 7, 1966) the Committee is charged
with making an annual report to Senate. As the membership of
the Committee has changed markedly in the last semester (including
a change in the Chairmanship) it was believed by the Committee
that a semester report to Senate would be more appropriate at
this time. Further, it was agreed that a regular semester report
to Senate might be more meaningful on a continuing basis. As
Chairman of this Committee, therefore, I have th pleasure of
submitting the following report to Senate.

The Committee held two regular meetings (February 14th and
April 15th,
1969)
and one special meeting (April 3rd) during the spring
semester.
Actions:
Professor S. T. Stratton was elected Chairman of the Senate
Library Committee at its first meeting (February 14th,
196911.
The Committee approved a recommendation from the Librarian
that the Board of Governors be requested to give authorization for
preliminary drawings of Phase II of the Library Building and to investigate
the possibilities of providing temporary accommodation for student
seating and administrative offices in order to provide as much floor
space as is possible for library use until Phase
IT
can he completed.
The fifth floor of the Library building will not be available until February,
1970, and even then about a fifth might have to be retained for the
Bursar's Office, the Registrar's Office, the Purchasing Department,
and Manpower. In order to accommodate additional stacks which
had to be added last year, it was necessary to remove some carrels.
Unfortunately, even after the fifth floor is made available the space
situation will be critical in view of the fact that we may have added more
than 100, 000 volumes to our collection by then.
The final approval of the proposed
1969/70
Budget was given at a
special meeting of the Committee (April 3rd,
1969).

cut in the Library Budget a revised and reduced Acquisitions Budget
1969/70 was passed May lZth.]
In addition, a recommendation from the Librarian was approved
reducing the subject codes in the budget control reports from 53 in
the 1968/69
Budget to less than half for the 1969/70
Budget.
The Committee approved in principle that all members of the
University community have equivalent sanctions for misuse of library
privileges. Further, a common loan period of two weeks for all
members of the University community beginning with the summer
semester,
1969,
was passed.

It was decided a fine system be extended to faculty beginning in
. ?
September, 1969, and that library privileges be withheld from faculty
members at the end of a semester if they did not pay fines or return
books. It was identified that with the advent of the on-lineloan system,
it would be possible to suspend the borrowing privileges of any person
by nullifying his library card.) Library cards for faculty would be
signed and would indicate the regulations set down by the Senate Library
Committee. Any faculty member not wishing to comply will receive
an unpunched identification card.
It was further agreed with respect to equivalent sanctions that
all members of the University community, other than undergraduates,
receive the same sanctions as for faculty, i. e. suspension of library

borrowing privileges at the end of a semester.
The Committee approved in principle that revenues collected
by the Bursars Office for fines and lost books, be applied to the
replacement of lost, stolen, or damaged books. The Librarian was
requested to send a letter to the Acting President recommending this
policy. Moreover, the principle was upheld that the Library should
in some manner warn borrowers in advance of impending fines.
The Committee was pleased to learn from the University Librarian
at the meeting held April 15th that a grant of $24, 000 from Canada
Council has been received for the building up of research collections
in the areas of history, economics, English, and South Asian studies.

? The Committee approved in principle that library privileges be
extended to the broader community as and when facilities and resources
permit this extension of service and that alumni of the University have
first priority when such conditions are met.
The Committee extended formal appreciation to Dr. W. H. Whiteley
for his valuable participation as colleague and secretary to the Committce
and regretted that due to his leaving the University in April, 1969, he
would be unable to continue.
Appreciation was also extended to Student Senator Wong, whose
term expires in May, for his brief but valuable contributions to the
functions of the Committee.
The Committee decided that the Chairman should be charged with
the responsibility of making a report of its activities to Senate each
semester.
