Dear Professor Tuck:
Thank you for the final report of the Committee, dated 9th April
1969. This dissenting report is concerned with Section IV, and centers on
the Review Committee described on pp. 4-5. Insofar as this Review Committee
is supposed to judge the fitness of a Department to choose a Chairman
before
the Department has even tried to choosea Chairman, this proposed Review
Committee violates the provisions of the Interim Council Report II-4-6b and
II-4-6c, where the reviewing Dean's Committee asks the Department to choose
a candidate from outside the Department if the choice from within the
Department is unacceptable. The Interim Council Report makes good sense:
there is no point in raising all kinds of accusations
