I should like to request that the following motion which was
approved unanimously at the regular Faculty of Education Meeting of
June 22nd, be placed before Senate for their consideration:
That the University Senate be requested to authorize a
department that so wishes to offer Senate-approved
courses for full credit in either or both the first and second
two-month periods of each summer semester commencing
1971 providing that the hours of instruction and other
requirements of the courses so offered are equivalent to
those in effect in the normal four-month semester.
May I stress the urgency of bringing this matter before Senate
at this time. Unless action is taken on this question prior to completion
of the 70-2 semester, it will be extremely difficult to introduce such
course modifications for the 71-2 semester.

The following material is submitted by way of explanation

and justification for approving the attached motion.
1.
The Proposal
To incorporate in the existing summer semester organization,
two two-month periods of study within either of which a student can
complete given courses.
2.
Purpose
2.1. ?
To enable students who do not need or wish to undertake a
full semester of studies to complete courses in eight weeks.
2.2.

To enable students who are unable to attend the university for
a full summer semester (school and college teachers and other groups)
to undertake courses in eight weeks.

To enable departments to broaden course offerings without
adding faculty.
3.
Number of Potential Students
3.1. ?
Approximately 800 students without degrees have graduated
from the Professional Development Program. Many of these will desire
to complete their degrees if courses become available.
3.2. ?
Of the 2,500 undergraduates at Simon Fraser University 70-2,
a good many are taking programs of under 10 hours. Many of these
would likely prefer the two-month sequences.
3.3. ?
Because of the central location of Simon Fraser University, it
is reasonable to expect a good many University of British Columbia
education students to transfer their credits to a Simon Fraser University
program.
3.4. ?
The University of British Columbia Summer Session (July and
August) and its Inter-session (May - July) are both continuing to grow
in enrolment.
4.
Method of Operation
4.1. ?
Two-month sessions could he taught either by faculty on research
semesters or visiting faculty. Payment could he on honorarium basis as
at the University of British Columbia and the University of Victoria.

Courses could be scheduled under three categories:
A - May -August
B - May - June
C - July - August

Students could select patterns of courses (a) meeting their
academic objectives and (b) meeting their available time.

g. A student who wishes to spend the full semester in residence
could select courses from A, B, and C under 4.2.
e.
g. A student who wishes to spend only July and August
studying would select courses from C under 4.2.
4.4. ?
Registration for all summer semester students would occur at
the normal time - by mail, if needed.

Grades would be issued only at the end of the semester. If a
course in B (4.2) was a prerequisite to a course in C, a temporary
grade notification could be given by the department in question.
4.6. ?
The Academic Vice-President would be responsible for
authorization of departmental course offerings so modified to be taught
through the two-month periods and for reporting to Senate on such
modifications.

Costs
5.1. ?
The non-instructional budget would not be affected because most
items are annual fixed charges (cleaning, security, administration).
Requirements in the Registrar's area might increase slightly but most
costs could likely be absorbed in the existing operation.
5.2.
?
Instructional costs should not be affected markedly in the initial
year of a modified summer semester. Ultimately, substantial savings
would occur if (a) category A (4.2.) course offerings were decreased and
B and C offerings increased; (b) honoraria figures approximated University
of British Columbia figures.
