Subject Referendum Ballot 1)15 P.F. 451 ?
Date April 7, 1970
At the Arts Curriculum Committee meeting I voted against giving
elective
Arts credit
to Professional Foundations 451 for the following reasons:
j) It is basically a teachers training course (see the attached list of
seminar topics) for students in the Professional Development program.
2)
It is not normally available to Arts students, although large enroll-
ments were permitted during a recent crisis.
3)
Although only one such course is now available to P.F. 404 students
there is pressure from Education students to have more available.
4)
I believe that it is against the spirit of the Senate motion of June 2,
1969 which is quoted at the beginning of the supporting document, from
the Dean's office.
5)
It could possibly reduce enrollments in Arts courses since many of the
P.F. 404 students who intend to get a B.A. now replace P.F. 451 by an
Arts course which they can later use as credit toward a B.A.
6)
Most Canadian Universities do not allow education courses as elective
credit toward a B.A. I know of none which allow professional training
education courses for credit toward a B.A.
7)
There are other Professional Foundation courses,
i.e.
P.F. 402 and 452,
which are similar to P.F. 451 which cannot be used as elective credit
for a B.A. Why 451?
It is my opinion that neither the Faculty of Arts nor Arts
students
can benefit
from this decision. On a "domino" theory one can see it as the first step in a
direction that might alter the nature of the B.A. degree.
Several years ago John W. Gardner commented
"Sometimes institutions are simply the sum of the historical accidents
that have happened to them. Like the sand dunes in the desert, they
are shaped by influences but not, by purposes. Or, to put the matter
more accurately, like those sprawling and ugly metropolitan centers
they are the unintended consequences of millions of fragmented purposes."

At Simon Fraser "the exception becomes the rule". A few more exceptions and we
become B.C.I.T.
