Essentially there are five options in the recent
preference poll taken in the Faculty on the method of appointment
of a Dean. As explained earlier the results of this poll are
being forwarded to the Senate Committee on Dean's Duties, Appoint-
ment, etc. and will be presented before the Senate when that
Committee reports at the May meeting.

A Committee of Senate is currently drawing up recommendations
for means of appointment and terms of reference for the Deans
of the three faculties within the university. These recommendations
are due to be placed before Senate at its May meeting.
The proposal accepted by Senate will affect this faculty in the
immediate future because of the necessity of electing a Dean
before December 31, 1970. In an effort to get some indication
of the opinion of members of the Faculty of Arts regarding the
methods of appointment of its Dean, a sub-committee of the Dean's
Advisory Committee has recently produced the attached set of
alternatives. The four alternatives as outlined on the attached
document are not intended to be detailed proposals for methods of
election but simply to indicate the general principles on which
detailed proposals might be based. They are in addition not
intended to be an exclusive list of the possibilities which exist.
Please return Referendum Ballot #16 to the Office of the Dean of
Arts by NOON, April 24, 1970.
The completed ballot sheet (green) must be sealed in the smaller,
unmarked envelope, which must then be placed in the larger
envelope addressed to this office. The faculty member's name
must be signed on the outer envelope only.

This is to inform you that the Board of Governors, at its meeting on the
1st of March, approved the procedures regarding the appointment of a new Dean
of Arts as recommended by the Faculty of Arts in their memorandum to Senate
of the 25th of January and as endorsed by Senate at its meeting on the 5th
of February. Specifically this means that the Board of Governors approved:
(i)
That the Dean of the Arts Faculty be selected by the Faculty for
a limited term, the method of election tobe decided by Faculty;
(ii)
That the Dean be elected directly by the members;
(iii)
That any member of Faculty be eligible for the office of the Dean;
(iv)
That the term of office be two years, and that a retiring Dean has
the right to seek re-election.
It is expected that the Faculty of Arts will now proceed to implement
this plan and while to the best of my knowledge it has not been discussed
and was certainly not discussed at the Board, it appears to me that it
would be proper to have the Registrar as the official Secretary of the
Faculty conduct the elections. This would be in accord with Article 66
of the Act and within the general spirit of Part
4
of the Act.
I have written earlier to the Dean of Arts asking for clarification
on his interpretation of the results of the poll of opinion he conducted
and on which he made an interim report to Senate, and I suggest it would
be of assistance to the development of ongoing procedures in this important
area if this clarification was made known to Senate and to all faculty.
I would like to underscore, however, that my comments on the role of
the Registrar and the desirability of having final information on the poll
of opinion did not arise
from
discussions with the Board of Governors. The
action of the Board was to approve the recommendations, which they received
from the Faculty of Arts through Senate.

1. Election
- Nomination open to all memoers of the Faculty of Arts
- Nominations to be signed by the nominee and six members
of the Faculty oE Arts
- Election to be supervised
by
a nominating committee, which
shall be appointed by the Dean and be empowered to solicit
and receive nominations and to conduct the election
- Winning candidate to receive a majority of the vote:; cast,
with run-off elections continuing, eliminating the lowest
candidate each time, until one candidate gains the necessary
proportion of votes
- A dean chosen under this procedure should be elected in-
ternally for a term of three years and should be eligible
for re-election
- Recall proceedings for a dean so elected may be initiated
on the petition of one-third of the members of the Faculty
of Arts at any time after the end of his first semester of
office. The question of recall must be submitted to
referendum of the faculty and be approved by a majority of
those voting
2. Election
Procedures under this option shall be the same as under 1,
except that -
- Nominating Committee, composed of one full professor, one
associate professor, one assistant professor and one
instructor and elected by the. Faculty of Arts, to solicit
nominations and present two to the faculty for election
- Majority candidate to become Dean
