1.
The matter of appointment of Deans is of importance to
the University. I have requested the attached report to
provide background information for senators.
2.
In view of the loss
of
membership on the Ad Hoc Committee
of Senate charged with considering this matter, and the
importance of the topic, I recommend the following:
(a)
" that the Ad Hoc Senate Committee on the
Method of Appointment, Tenure and Functions of
Deans and Heads of Departments receive the
appreciation of Senate for its contributions and
that it be discharged from its duties".
(b)
" that the Joint Board-Senate Working Relations
Committee be charged immediately with the task
of considering the matter of the method of
appointment, tenure and functions of Deans".
Explanatory Note: The Ad Hoc Committee provided its
report on the development of the Chairmanship procedure,
now adopted by the Board and Senate. It has been unable
to provide a report pertaining to the appointment of Deans,
and the membership has been decimated. Continuity of
membership and background continues only through
W.
Hamilton who served on the Ad Hoc Committee and also
serves on the Joint Board-Senate Working Relations
Committee. Senate members on this Committee are
W. Hamilton, L. Funt and J. Hutchinson. Board members
are A. Eyre, A. Hean and R. Lester. The Committee has
co-chairmen - the President and the Chairman of the Board.

Establishment and Membershi
1.
On March 4, 1968, Senate established an ad hoc committee to study the
method of appointment, tenure and functions of Deans and Heads of
Departments.
2.
Senators elected to the Committee were:-
M.Collins, W.M.Hamilton, R.N.Maud, A.R.MacKinnon, D.G.Tuck.
D.G.Tuck was subsequently elected by the Committee as its Chairman.
II.
Operations and Report - (Background Information)
1. ?
(a) The Committee submitted a report to Senate, considered at a
meeting on September 23, ?

"That
(b) At that meeting, motion by Tuck, seconded by Williams,

the
report be received".

(c) At that meeting, motion by Williams, seconded by Wong, "That this
matter not be discussed now but that once Joint Faculty has made
recommendations of its own this matter be reconsidered by
Dr.Tuck's Committee and then referred to Senate".

Note: Joint Faculty, in May, following difficulties in the University
had established the Interim Council of Joint Faculty to consider a.
wide range of items and the recommendations and report of that body
with procedures for dealing with same were under consideration.
Following release of the report and some discussion at Joint
Faculty, L.Boland, who had been Acting Chairman of Joint Faculty,
recommended to K.Strand, Acting President, that the Report of
Interim Council, with its recommendations, be placed before members
of faculty through referendum.

This procedure was followed.

The
results were sent by L.Boland, to the Acting President with covering
memorandum dated December 24, 1968, which included the following:-
"I am requesting that in your capacity as Chairman of Senate you
direct these results (except Item A-I) to the appropriate committees
of Senate.
?
Furthermore, I would hope that you give particular
concern to Items D1-D12 inclusive since the substance of these items
is of urgent concern to several Departments of the University".

Section D dealt with the overall question of appointment of
academic administrators, Sub-sections DI-1 to DI-12 with Chairmen).

At the meeting of Senate on January 6, 1969, the Chairman
indicated that Items D1-D12 of the referendum had been sent
to its Senate Committee concerned with these matters. At a
later meeting he indicated that on January 21, 1969, the
Board of Governors passed a resolution adopting "in principle
the Chairmanship principle of departmental administration, and
invites Senate to forward specific recommendations concerning
the method of appointment, responsibilities and term of
office of Department Chairmen".
Such recommendations were made later through the Senate
Committee to Senate.
2.
(a) The Senate Committee on the Method of Appointment, Tenure and
Functions of Deans and Heads of Departments submitted a further
r
eport, after consideration of the Interim Council items, to
a meeting of Senate on July 7, 1969. The report dealt with the
Appointment, Tenure and Functions of Chairmen of Departments,
i.e. the establishment of the Chairmanship System - Paper S.224
(D.Tuck); Minority View - Paper S.224(a) (R.Maud).
(b) At that meeting, motion by Tuck, seconded by Sullivan, "That
Sena t
e adopt Paper S.224, as modified, as policy". ?

Some further amendments have been made.

Accompanying the report. the Committee included the following:-
"We will at a later date make analogous recommendations on the
appointment etc of Deans. Some of the information required to
complete such a document is presently lacking and ---------
III. The Present Situation
1.
Of the five members of the ad hoc Senate Committee, three are no
longer Senators (R.N.Maud, A.R.MacKinnon, D.G.Tuck - one of whom
is terminating service with the University), one is unavailable
to serve with this work (N.Collins), and only one remains (W.Hamilton).
2. The charge pertaining to the appointment, etc, oi Deans has not been
resolved. The Committee is not currently functioning.
3.
There has been a resignation of the Dean of Education. The position
of Dean of Arts very shortly comes under reconsideration; The
position of Dean of Graduate Studies is being considered separately
through the Senate Committee on Graduate Studies.
4.
There is some urgency in developing appropriate procedures for
appointments, etc, of Deans, - satisfactory to the Board, the Senate,
and the University.
