DATE: 25th November, 1969
SUBJECT: PROPOSAL FOR THE ESTABLISHMENT OF THE
SENATE UNDERGRADUATE ADMISSIONS BOARD
AND THE SENATE APPEALS BOARD
The Senate Committee on Undergraduate Admissions and Standings
considered the proposals being presented to Senate by the
Ellis Report Implementation Committee (Paper S 305b) at a
special meeting on November 24th, 1969.
The SCUAS ?
endorses the proposals for the establishment of
the Senate Undergraduate Admissions Board and the Senate Appeals
Board if certain key changes are made. These are as follows:---
1. MEMBERSHIP OF THE SUAB
The Committee recommends that Senate accept the following
composition for the SUAB -
Academic Vice-President-Chairman (non-voting, except
in case of a tie)
6 Faculty Members, 2 elected by and from each Faculty
for staggered 2-year terms
Dean of Student Affairs.
Director of Admissions (non-voting)
Registrar, or his designate (non-voting)
RecOrding Secretary (non-voting)
One of the 6 faculty members shall be elected Vice-Chairman,
and shall serve as Chairman in the absence of the Academic

Vice-President. While acting as Chairman, the Vice-Chairman
shall only vote in case of a tie. This smaller committee
would require a smaller quorum; the Committee recommended
that a quorum be four voting members.
2.
MEMBERSHIP OF THE SAB
The Committee recommended that Senate accept the following
composition for the SAB -
3 faculty members, one elected by and from each Faculty.
Each faculty member shall have an elected
alternate.
2 students, each with a specified alternate, to be chosen
in a mannei to be determined by Student Council.
A Chairman (non-voting) elected by and from the voting
members of the SUAB to provide liaison between

the two Committees.
Director of Admissions (non-voting)
Recording Secretary (non-voting)
An alternate may attend any meeting, but may only vote in
the absence of the member for whom he acts as alternate.
3.
OPERATION OF THE SAB
The Committee recommends replacement of the first two sentences
of the section headed "Operation" in Paper S 305b with the
following:--
To sustain an appeal, three members of the
Committee must be in favour.

The Committee asked that Dr. J.A.P. Day be permitted to present
their proposals to the Senate at its December meeting.

As noted in the Agenda for the Open Session of Senate
of Monday, January 12, 1970, two papers, Paper S.308 and S.309,
to be drawn up by the Acting Academic Vice President, were to be
circulated as soon as they were available.
The papers were received in our office today and are
being circulated to you for inclusion with the materials distributed
earlier for the January 12, 1970 meeting of Senate.
