This motion passed the Executive Committee of the Senate
Graduate Studies Committee on August 30, 1971 and the Senate Graduate
Studies Committee on September 13, 1971.

 
RATIONALE
S.294, which is itself an amendment to S.245, specifies,
among other things, the qualifications for members of Departmental
Graduate Studies Committees.
S.245 specified that all members of Departmental Graduate
Studies Committees shall be "members of faculty who have demonstrated
high scholastic ability with experience in supervising graduate work
and must not be candidates for higher degrees". S.294 requires that
only half the members are so qualified but does not correct the faulty
grammar.
Problems come up as follows. It is understood, but not
legislated, that Chairmen of Departmental Graduate Studies Committees,
who sit ex-officio on the Senate Graduate Studies Committee, shall. be
qualified as specified. It seems appropriate, therefore, to legislate
that Chairmen of Departmental Graduate Studies. Committees shall be so
qualified and that a 'qualified alternate' shall be someone so qualified.
I offer an amendment here to achieve the former; the latter is achieved
in the document 'The Composition of the Senate Graduate Studies Committee
and the Executive Committee of the Senate Graduate Studies Committee'.
