The Scholarship Committee has recently completed procedures
in the granting of the summer semester scholarships and awards. The
members of the Committee particularly noted the distribution of grades
and the amounts of scholarship funds available and were very distressed
by their inability to adequately reward high levels of scholarship which
was particularly evident among the summer semester applicants. The
members of the Committee, therefore, wish to provide the Senate with

some information pertaining to the above and cite what are believed to

be some very urgent needs in the scholarship area.
When Simon Fraser University first opened its doors in the
Fall of 1965, a limited number of scholarships funded by private donors
were available. With the unexpected heavy enrolments in the succeeding
semesters, the lack of sufficient scholarship funds became critical.
About one year ago, this situation was at least partly alleviated by
the institution of the G.M. Shrum Entrance Scholarships (thirty @ $300)
and an annual fund of about $31,000 for Simon Fraser University Open
Scholarships. Undoubtedly, due to the discouraging results which were
encountered for applications lodged in previous semesters (when a very
limited number of scholarships were available), the infusion of the above
scholarship funds allowed the Committee to consider what were in retrospect
a probably superficially low number of applicants with G.P.A.'s in the
3.4 to 3.5 range and students with G.P.A.'s of 3.7 to 4.0 could be awarded
significant scholarships ($250 to $275).
Due to probably a number of factors (depressed local economy,
greater number of applications), the Committee finds that it cannot

adequately reward similar scholarship as noted above. In order to
at least afford some recognition to students with C.P.A. 's of 3.5 to
3.6, the number of scholarships of $250 had to be extremely curtailed
(limited to applicants with G.P.A.'s of 3.97 or higher - five scholar-
ships were awarded). In order to extend scholarships recognition as
far as possible, applicants with C.P.A. 's between 3.74 and 3.96 received
$156 (16 applicants) and those with GJ'.A.'s of 3.50 to 3.73 received
$75 (31 applicants). All the members of the Committee are, needless
to say, extremely concerned that, for example, students with G.P.A.'s
of 3.70 and above on a full course program, could not be adequately
recognized.
We feel that high levels of scholarship and adequate recog-
nition thereof should be of vital concern to the University. We urge
Senate and members of the board to address themselves to this matter
of considerable urgency. The necessity for greater resources from

private and University sources appears more than obvious to the
Committee and we urge the expenditure of greater efforts on behalf
of the scholarship program at Simon Fraser University.
